REVISED BACKUP: Added additional staging sites (increased from 8 sites to 14 sites); changed the title of the resolution to eliminate the Tier 3 limitation because 2 of the identified temporary sites are Tier 1 but are scarified areas without native vegetation (Bernstein Park and a burrow pit on Cudjoe).
