AGENDA ITEM WORDING: A Resolution approving the priority list for Federal Transportation
Enhancement Funds applications for Monroe County projects as recommended by the Florida Department
of Transportation-Technical Advisory Committee for the Florida Keys (DOT-TACK).
ITEM BACKGROUND: In August of 2002 the Florida Department of Transportation-Technical
Advisory Committee for the Florida Keys (DOT-TACK) was organized by FOOT. The TACK was
formed to provide guidance and recommendations to FDOT through coordination of issues and projects.
The DOT-TACK is composed of two representatives from all jurisdictions within the County, as well as
non-voting members from other agencies such as: the Monroe County School Board, the Department of
Environmental Protection (DEP), the Scenic Highway Advisory Group, and the Community Traffic
Safety Teams from the Upper, Middle, and Lower Keys. The Engineering Department and the Planning
Department represents Monroe County on the DOT -TACK.
One of the functions of the DOT-TACK is to review, rank, and prioritize projects eligible for Federal
Transportation Enhancement Funds. For the 2004 application cycle, the DOT-TACK received three (3)
eligible projects. On July 9,2004, the DOT-TACK met and ranked the eligible projects as follows:
l) Florida Keys Overseas Heritage Trail-Safety Improvements-City of Marathon,
2) Florida Keys Overseas Heritage Trail-Key Largo Trailhead, and
3) Florida Keys Overseas Heritage Trail-Fishing Platforms for Channel 2 Historic Fishing Bridge.

evaluate and rank projects for Federal Transportation Enhancement Funds.

A RESOLUTION OF THE BOARD OF COMMISSIONERS
OF MONROE COUNTY, FLORIDA APPROVING THE
MONROE COUNTY PRIORITY LIST FOR PROJECTS
ELIGIBLE FOR FEDERAL TRANSPORTATION
ENHANCEMENT FUNDS AS RECOMMENDED BY THE
FLORIDA DEPARTMENT OF TRANSPORTATION
TECHNICAL ADViSORY COMMITTEE FOR THE FLORIDA
KEYS (DOT-TACK) AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the Florida Department of Transportation created the Florida
Department of Transportation-Technical Advisory Committee for the Florida Keys (DOT-
TACK) to provide guidance and recommendations through coordination of issues and
projects to provide a safe transportation system that ensures the mobility of and
accessibility to people and goods, enhances economic prosperity and preserves the
quality of our environment and communities; and
WHEREAS, the membership of DOT-TACK is a regional team made up of
all jurisdictions within the Florida Keys; and
WHEREAS, one of the functions of the DOT-TACK is to review, rank and
prioritize projects eligible for Federal Transportation Enhancement Funds; and
WHEREAS, the DOT-TACK completed procedures and ranking criteria for
projects submitted for Federal Transportation Enhancement Funds; and
WHEREAS, Monroe County and all municipalities passed individual resolutions,
expressing their support for the procedures and ranking criteria; and
WHEREAS, the DOT-TACK reviewed three (3) eligible applications; and
WHEREAS, the DOT-TACK met on July 9, 2004 to finalize the rankings of the
eligible projects; and
WHEREAS, the three eligible projects were ranked as follows:
1) Florida Keys Overseas Heritage Trail-Safety Improvements-City of Marathon,
2) Florida Keys Overseas Heritage Trail-Key Largo Trailhead, and
3) Florida Keys Overseas Heritage Trail-Fishing Platforms for Channel 2 Historic
Fishing Bridge;
WHEREAS, in areas that do not have a Metropolitan Planning Organization
(MPO) such as Monroe County, the Florida Department of Transportation procedures
requires the Board of County Commissioners to review and rank projects eligible for
Federal Transportation Enhancement Funds; and
WHEREAS, the priority list will be forwarded to the FDOT District 6 office for
inclusion into the District 5-Year Work Program;
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT
Section 1. The Federal Transportation Enhancement Funds priority list as
submitted by the DOT-TACK is APPROVED.
Section 2. A copy of this resolution shall be forwarded to the Florida
Department of Transportation District 6 office.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on the 18th day of AUQust, 2004.

Section 2: The Committee recommends that the Mom.oe County Board of County
Commissioners forward the priority list to the Florida Department of Transportation for
placement of these new projects into the Department's Five Year Transportation Plan.
