ITEM BACKGROUND: The Coastal Improvement Assistance Program (ClAP) funded and administered by NOAA provided a $250,000 grant to Monroe County to develop and implement a mooring buoy program in the Florida Keys. Staff is actively pursuing permits in several areas within unincorporated Monroe County, but can also use the funds to assist the development of mooring field projects within the municipalities. The City of Key West has requested that the County use ClAP grant funds for the purchase and installation of 68 mooring buoys in the City. Staff believes that this is an appropriate use of ClAP funds and that the request furthers the efforts to create mooring fields throughout the County. The City is requesting funds in the amount of $140,093.34 based on an approved bid from American Underwater Contractors. These funds remain available in the ClAP grant.
