ITEM BACKGROUND: NAS, Key West is interested in providing separate access to their facility for commercial traffic. Currently, Old USl in Rockland Key is closed off. If it is improved it can be utilized by the Navy for this purpose. We were told that the deadline for submission of the grant application is 7- 28-04. Acting County Administrator Reggie Paros signed the application in order to meet the deadline after conferring with the County Attorney's office. Summary ofProiect (max 1/3 page): Summary: This project provides for a commercial vehicle entrance to Naval Air Station Key West (NAS), Boca Chica to comply with counter terrorism requirements, by re-surfacing Old US 1, which use to bi-sect NASKW, Boca Chica. The second entrance will be used as a security check point for commercial trucks before entering the Air Station. In addition, from time to time the road will be used by county residents to attend special events at NAS that are open to the general public. Background: In 1960 the Navy acquired ownership of a portion of Old US 1 from the State of Florida, for a land swap, to route US 1 around the most active part of NASKW. The County also acquired ownership of part of Old US 1. The existing roadbed is in reasonably good condition after many years of non use, but requires some stabilization. Defense Infrastructure Evaluation Form for 2004-2005 Grants: Project: Currently commercial vehicles must share the main entrance, to NASKW Boca Chica with passenger vehicles and actually enter the Air Station before being . searched, The second entry way will eliminate the problem of trucks entering NAS before being searched. NAS and Monroe County propose to construct a second vehicle entry roadway by re-establishing Old US 1. The project includes paving 3500 feet of road, road base stabilization, traffic marking, and security provisions. NAS and the County have estimated the project to cost $793,500, including a 15% contingency and a 15% engineering design fee. 6. How is the Infrastructure Problem an Impediment to the Base and What is its Relative Importance to the Overall Military Mission? (Max 1/2 page): Naval Air Station Key West (NAS) has a continuing requirement to protect its personnel and facilities from terrorist attack. This project provides safe and efficient ingress and egress of commercial vehicles by providing a proper check point before trucks are allowed on Station. Without a well-designed commercial vehicle entry point, the Station will be exposed to elevated security risks and its limited personnel will be used in an efficient manner. The existing situation is disrupting to military operations and causes delays and higher operating costs. 7.
