Ofc. Gray and I, Ofc. Caicedo, were on patrol on 06/22/04 at 0149 when
we received a report of a car fire at 615 Amelia St. I arrived on
scene and observed a Monroe County Code Enforcement car engulfed in
flames. I walked to the intersection of Simonton and Amelia to
conduct traffic control when Ofc. Gray directed me to a car with a
witness who wanted to give information. Mr. Douglas Scott Miller told
me he had been sitting in his car reading a book in the parking lot
directly across from the car that was on fire. He stated that just
before the crashe, he saw a white, late model 'Thunderbird' type car
drive into the parking lot at a high rate of speed and then he heard
three loud crashes. He followed the vehicle down towards Bahama
Village where he lost it. The Fire Dept and Rescue arrived on scene
and began to put out the fire. I also took information from another
witness, Sam Heath 1122 Simonton Apt 2, who said that she had heard
the crashes and explosions while sitting in her apartment. I notified
Sgt. Biskup of the suspect vehicle info and issued a BOLO. Cars
parked in the parking lot were covered with debris. Digital pictures
were taken and submitted into evidence. Fire Inspector, Capt. Alex
Vega arrived on scene to assist in the investigation. Fire Marshall
case number 04-1023-F. Ofc. Gray and I placed tape around the crime
scene and awaited KWPD CSI and Det. Dan Allen. CSI Guevremont and
Det. Allen arrived and began processing the crime scene wi~h Capt.
Vega. Ofc. Gray and I were monitoring the crime scene when, we were
approached by a Cindy Zack who stated that she was standing near the
parking lot earlier when she heard a loud 'poof' and saw the car start
on fire. She ran down to a bar and called the police but waited till
she saw us later to give info. Digital pictures were taken of the
crime scene and the disk submitted as evidence.

On Tuesday, 06-22-04 I was contacted at my residence by
Detective Allen and advised of a poss~le arson to a
vehicle located behind the First State Bank in the 1100
blk of Simonton Street.
I arrived on scene at 0340 hrs. and was met by Captain
Alex Vega of the Key West Fire Department. Officer
Caicedo was on scene and taking the police report.
At the time of my arrival, the conditions on scene were
dry. There were no areas of standing water, and the
parking area was paved.
The location of the incident was the parking lot behind
the offices of the First State Bank, and can be accessed
by entrances on Amelia Street and Catherine Street.
The burned vehicle was a Chevrolet Malibu four-door,
white in color, and identified on the exterior by door
stickers indicating the vehicle is assigned to Monroe
County Code Enforcement, vehicle number 1005-145, and
county license plate

The vehicle was parked facing forward in one of the lined
spaces, with no other vehicles parked in that row to the
left of the victim vehicle, and no other vehicles to the
right for the next two (2) spaces.
Separating the parking lanes in front of this vehicle,
there is a raised island that runs the length of the
parking row that consists of a raised concrete curb
filled with soil, approximately three feet (3') wide. On
the opposite side row of parking spaces, were a number of
civilian and other Monroe County vehicles parked.
Officer Caicedo advised that she would note these
vehicles and their positions in her report of the
incident. I did not observe fire damage from this
incident on any of the other vehicles in the area.
The pavement under vehicle 1005-145 was clear of debris,
and I observed no staining on the surface.
To the left of the vehicle, (drivers side) on the surface
of the pavement, there were pieces of safety glass found.
These glass fragments were concentrated on the pavement
just below the drivers and drivers side passenger
windows, and did not appear to have scattered too far

from the vehicle.
The pavement behind the vehicle was clean.
On the pavement to the front left, in front of, and to
the right front of the vehicle, were dried leaves. The
leaves to the left front and at the front of the car were
not affected by the fire, and were relatively
undisturbed.
The leaves to the right of the car were burned to a
distance of approximately six (6') feet from the car, and
the surface of the raised concrete island was charred in
this area.
Two Sea Grape trees were planted in the island area, one
to the front left of the car and another at the right
front of the car. The tree to the left did not have any
fire damage, while the tree to the right sustained an
amount of heat damage to the leaves and branches.
All four tires on the victim vehicle were intact and
inflated. The gas cap cover was closed, and the gas cap
was in place.
Upon inspection of the engine area, the battery was in
place, and undamaged. I observed no burnt wires, and the
insulations on the wiring did not show signs of shorting.
_ Barn patterns on the exterior of the engine hood, showed
a progression of fire and heat damage, the most damage
being on the surface closest to the windshield, in a V-
pattern toward the front of the hood. In that same
direction, the next damage area was hot enough to burn
black, the hood paint, also in a lesser distinct v-
pattern. The area closest to the front of the car was
clean and undamaged. The engine area under the hood was
relatively clean, and would not be the origin of this
fire.

The exterior of the trunk area and rear bumper were not
burned, and the only indications of damage to this area
were from spot heating from the interior areas. The gas
tank was intact. The exterior in this area would not be
the origin of this fire.
The exterior of the drivers' side of the car, sustained
similar type heat damage as the trunk area, in that the
damage to the exterior surfaces on this side was from
interior heat blistering the paint in places.
The passenger side of the car sustained heavy fire and
heat damage, especially to the front and rear passenger
doors. The right front quarter and right rear quarter
panels were somewhat clean of heat and fire damage, with

damages on this side concentrated on the doors and frame
for the windows and roof support.
The door handle on the passenger side rear door was
damaged but in place. The door handle on the front
passenger door was missing. The passenger side, side
view mirror was also missing.
The interior of the vehicle did sustain major fire
damage, with the dash, seat fabric and padding, center
console, and all paneling and flammable materials
consumed.
Upon inspection of the front seat springs, it did appear
that the drivers seat springs were subject to a great
deal of exposure to heat, but they had retained their
form and integrity. The passenger seat springs showed
signs of collapse and fatigue.
The roof of the car showed areas of buckling, especially
along the passenger side length of the roof.
On the pavement on the passenger side of the car, was
found a broken piece of concrete block. Upon inspection
of the block, there were pieces of broken glass adhering
to the bottom, indicating that the glass on the vehicle
had been broken and then the piece of block dropped or
p~aced on top of the glass pieces. Black material was
also found on the edge of the block.
A short distance from the car, a pack of matches were
found. The cover of the matchbook had the logo of
CHEVRON printed on it with the telephone number of 296-
3190. This book of matches would be from the CHEVRON at
1126 Truman Ave.
The matchbook was new and clean. It appears that one or
two matches were missing from the book, and the flint
strip appeared to have only one or two strikes on the
surface.
In the area, I also found an open pack of 305's brand
cigarettes. The pack was open, with a few cigarettes
missing from the pack. The pack was clean, any lying on
top of some leaves in the parking lot. It was unknown if
this item is related to the fire scene.
At 0652 hrs. Detective Michael P. Olon from the State
Fire Marshals Office arrived on scene.
Details of the scene were explained to Detective Olon,
and the scene turned over to him.

During my scene investigation, a citizen who advised that
his wife had seen the fire from her apartment on Simonton
Street around 2 AM approached me. I asked him if we
could later contact her for a statement on what she may
have seen, and he provided me with her contact
information.

Upon completion of my scene investigation, I collected
the matchbook for possible fingerprint processing, as
well as the package of cigarettes, and the broken piece
of block. I cleared the taking of these items with
Detective Olon.
At the FDLE Lab, I conducted processing of the matchbook
and cigarette package with results insufficient for
identification.
The piece of block was packaged to preserve any trace
evidence that may be on the surface.
All items collected by me in this case were forwarded to
Property/Evidence, along with the photo disks.
This case report and the items collected were done as an
assist to the K.W. Fire Department and the State Fire
Marshal's Office.
No further action taken in this case at this time.

Enclosed you will find a copy of e-mail correspondence between you and my assistant
Sandy Molina regarding the Dell Computer that was stolen in September, 2001. Also
enclosed is a copy of the police report, along with the supplemental report that was done. I
have also included a copy of e-mail correspondence between John Andola and Glenwood
Lopez dated March 4, 2003. You will notice the date at the top of this is 2/4/04. This is the
first time that I have heard about the computer being stolen.

On April 24, 2001, approval was given to Monroe County for the purchase of a computer from
Dell Marketing in the amount of $1,293.00. Reimbursement was 9Qten for this computer in May,
2001. This was for the Summer Youth Program that Monroe County had at that time. When
Monroe County moved from the Public Service Bldg. on Stock Island to the GA TO Bldg. in Key
West, all files and equipment, including the above computer, was relocated to May Sands School.
This is where Mr. Glenwood Lopez was located for his school board job.

Once a year the Monroe County Finance Department takes inventory of all equipment issued to
Departments. We got the request for the inventory of equipment which took place this moming.
The above computer is on our inventory. Since the computer is not physically located in my
office, I contacted Mr. John Andola last week to find out exactly where the computer was located
so that our inventory clerk could go and see it. Mr. Andola stated to me that back in March, 2003,
he received an e-mail from Glenwood Lopez that the computer was placed in storage, and that on
September 15 or 16, 200' the storage unit was burglarized and a police report was done.
However, Mr. Glenwood Lopez had forgot that the computer was in this particular storage area,
therefore, it was not listed on the police report. At this time, alii have is a copy of the e-mail
correspondence between John Andola and Glenwood Lopez. I have not asked for the police
report at this time, since the computer was not listed on it. This is the first time that anything was
said to us about the burglary.
In the meantime, I have located paperwork authorizing the purchase of the computer and the
reimbursement of that computer. Once I give this paperwork to the Monroe County Finance
Department, this will get the computer taken off of our inventory. I need to know how to proceed
with your office as to how you want to handle the situation.

I responded to 100 Simonton St. (Gato Building) in reference to
a follow up report. Upon arrival, I met with Sandy Molina (RP).
Molina said that someone from her work filed a burglary report on 9-
17-01 at May Sands School. Molina said when they did inventory in
Feb. 2004 they realized that there was a computer (monitor, keyboard,
and hard drive) missing. The computer was being stored in a room at
May Sands School. Molina received an E-mail advising her of the
missing computer. Molina said according to the E-mail she received
the computer was stolen during the 2001 burglary. I issued Molina the
original case number and advised her that I would add it to the
report. I forwarded a copy of the report to dispatch for computer
entry (Serial number) .

The computer you called about was not on loan to the district at the time of my possession, the district did not
have a WIA program at that time. It was asked of me if 1 could store all the WIA files and the computer
because the Board of County Commission WIA program would no longer be housed in the county building on
Stock Island, becsuse they were moving to the GA TO building. I told Jim Malloch that we had some spece
here at May Sands where I could slore the above mentIoned. I personally did not ever maintain serial number,
10 # or any of the other information you asked for, because the computer! sssumec:l was property of the BOCC
and we only used it the summer of 2001. The room where it was stored was burglariZed sometime during the
weekend of September 15 Of' 16, 2o<j.The report was taken on that Monday September 17, I did not al that
time remember that the computer was there and it does not appear on the police report. I do heve a copy of
the report here on file. .

, recently called you about the computer on loan to the district from South Florida Workforce. Twice a
year we need to report the locatiOn of the computer including 10 #. descriptiOn, serial ##. manufacturer.
model #. room#lcustodian, purchase date, unit cost, and funding source.
You told me you thought this computer was stolen some time last year and that you have no detailed
records of the computer. Please provide me with any of the above listed information if you have it. In
addition. since the computer was stolen, please send me detaOs of the theft. When was it stolen,
where was it located at the time, \0 whom did you report the theft. and any other details surrounding
the theft that you can provide.
