The proclamation was requested by Karen Willis, University of
Florida Inaugural Steering Committee, to celebrate the inaugura-
tion ofthe 11 th president, Dr. 1. Bernard Machen.

WHEREAS the County of Monroe is a proud supporter of the University of Florida and
passionate champion of the ideals of American higher education, and
WHEREAS the University of Florida has a proud tradition and serves as a leading
institution of higher learning of the State of Florida, continually serving its communities, its
state, its nation and the world at large both faithfully and exceptionally while performing its
mission of teaching, research and service, and
WHEREAS the university, Florida's largest, now enrolls and provides the opportunities
inherent in higher education to more than 48-thousand students, making it the fourth largest
campus in the country,and whose student population and list of alumni represents all of
Florida's 67 counties, all fifty states, and more than 100 countries, thereby bringing cultural and
intellectual diversity to its campus while also significantly extending the ideals of the American
and Florida higher education system worldwide, and
WHEREAS the university ranks first among all public universities in the number of
National Achievement Scholars enrolled in the Fall 2003 freshman class, and ranks second
among all public universities in enrolling National Merit Scholars in that same class,
demonstrating the appeal of the high standards ofa University of Florida education to the state's
and nation's top young scholars from every American community, and
WHEREAS the university is home to one of the finest faculty and staff to be found on
any American campus, where a record $458 million in research and training grants were awarded
in the academic year ending in 2003, adding to the respect of peer institutions and commentators
on academic institutions already enjoyed by the University of Florida, and
WHEREAS Dr. J. Bernard Machen comes to the University of Florida extremely
qualified to become the university's 11 th president, bringing with him extensive experience in
leadership and academic endeavors honed through a career of exceptional service and
advancement within the community of higher education,

NOW, THEREFORE, by the authority vested in me as Mayor of Monroe County, I do
hereby proclaim the days of September 9-10, 2004 as "The Grand Inaugural of the Eleventh
President of the University of Florida" in the County of Momoe and invite all our citizens to join
me in congratulating the university and its new president for this significant milestone of the
university's glorious history.

. On September 10th, Dr. J. Bernard "Bernie" Machen will be inaugurated as the University of
Florida's 11 th president. As Florida's largest university with many alumni in your
city and county, we would be honored if you and your citizens would celebrate with us by
authorizing the Proclamation herein.

commissioners to visit Gainesville, Florida, September 9-1 0 as we celebrate the Grand Inaugural
