ITEM BACKGROUND: As part of the DCA agreement, the Florida Legislature has provided $10 million for wastewater improvements in Monroe County. I am enclosing a copy of the signed document by all the Mayors as to the amount to each project. This division provides 6.5 million to Islamorada for 900 EDD and 3.35 million to Layton for 300 EDD. Key Colony received $150,000 for repairing leaky underground pipes, which were contaminating the ground water. I believe this distribution for this year was the best use of the state funds and the cities of Layton and Islamorada will be able to complete two projects. With the County moving forward with bonding 40 million for wastewater projects in Key Largo and Coppitt Key, rapid progress is now being made towards elimination of cesspit credits and unpermitted septic tanks. The purpose of this meeting was to divide the 10 million dollars ofD.E.P. money for wastewater to be able to complete projects and lower the cost per EDD by creating a competitive atmosphere for projects ready. I would like to thank each of the Mayors for their cooperative spirit and their willingness to work together for the good of the whole county. Wastewater is not a static entity and improvement in one area will help the water quality in the entire county. This agreement will allow two projects to be completed for a total of 1200 EDD's for less than 10,000,000 state dollars. Without this agreement Islamorada and Layton would not have been able to complete their projects. I would also like to remind you to bring this Mayor's agreement to your respective boards for approval or disapproval and mail the results to Colleen Castille with D.E.P. As a follow-up to our recent conversation, I want to specifically address your question on the deadline for a recommendation to the Secretary for a spending plan for the $10 million Keys wastewater money. The Department would like to receive the consensus recommendations no later than November 1, 2004. We certainly understand the Hurricane related setbacks, the traffic accident that caused the last meeting to be delayed, and the conflicts in travels schedules. I understand that your meeting is scheduled for October 13th. With some hard work it does appear that the parties can indeed make the November 1 deadline. Good luck with your meeting, we look forward to receiving the recommendation and thank you for your extra efforts in securing the $10 million from the Florida Legislature. Pine Avenue Plus #8 Stock Island North South (9/30/04) ~'lorida Keys Wastewater Manae:ement Plan: Evolution of the term "Hotspot" · The term "hotspot' originates in the Keys with the development of the Phase I and Phase II Reports for the Water Quality Protection Program for the Florida Keys National Marine Sanctuary. · During a number of EP AlSanctuary workshops that occurred during the period of 1991 through 1992, a broad range of questions were raised about water quality issues in the Florida Keys - principally - "what were the major sources of pollution?" · In both the Phase I and II reports the term "Hotspot' was frrstused. Hotspots were delineated for both stormwater and wastewater pollution. ; · Most of the data for the delineation of hotspots came from the: 205j ,study"a study undertaken by the state (thenFDER, now FDEP) in the late,:,1980's,as part of delineating areas in the Keys to be defmed under state statutes as "Outstanding Florida Waters" (OFW). Ultimately the State defmed all waters of the Florida Keys to be OFW, except canals and a 100 yard square around the Key West sewer outfall. · The term "Hotspot" remained largely unchanged until the development of the Wastewater Master Plan. The term then took on two related meanings: 1. The Wastewater Master Plan molded the original term into one that became an assessment of theoretical wastewater load density: · Pounds Phosphorous per acre · Pounds of Nitrogen per acre, or · The number of cesspits per acre or subdivision. 2. Engineering then factored in and "Hotspots" became the areas that were practical from a cost perspective to be sewered. Hotspots were prioritized based on the number of cesspit, amount of phosphorous load or the amount of nitrogen load (See Volume 2 of the Wastewater Master Plan). 3. Finally, the term "Colds pot" was coined as being those areas with low enough density that they weren't practical to sewer.
