Approval of recommendations from the Selection Committee to select Corradino Group, Inc. to prepare
the Stock Island and Key Haven/US 1 Corridor Enhancement Plan (approximately Mile Marker 4.2 to
6.0) and direct staff to enter into negotiations with the firm, if staff is unable to successfully negotiate a
contract with this firm, staff is authorized to re-advertise the RFQ as recommended by the Selection
Committee.
ITEM BACKGROUND:
In order to continue the Livable Communikeys Program and the implementation of the Florida Keys
Scenic Highway Corridor Management Plan and Overseas Heritage Trail Master Plan it is necessary to
analyze alternatives to public/private property improvements to enhance the visual quality of the
viewshed along US 1, and identify bicycle and pedestrian improvements on Stock Island and Key Haven.
The Growth Management Division duly advertised an RFQ to complete the US-l Corridor Enhancement
Plan for Stock Island/Key Haven. The Division received responses from two firms: l)Corradino Group
Inc. and 2)McMahon Associates.
The Selection Committee met on September 21, 2004 and selected the Corradino Group as the top-
ranked firm. The Selection Committee also recommended that the RFQ be re-advertised if a contract is
not successfully negotiated with the top ranked firm.

June 16, 2004-BOCC approves Request for Qualification (RFQ) to retain services of consultant
to prepare the Stock Island/Key Haven US-l Corridor Enhancement Plan.

understands that the Monroe County Department of Planning and Environmental Resources clearly sets
forth not only a vision of the urban environment for the Stock Island/Key Haven US-1 Corridor, but also
sets forth quality standards for any consultant wishing to support its services. As the County moves to
designate a consultant to prepare a Corridor Enhancement Plan for the Stock Island and Key Haven
community, it should expect nothing less than professional excellence, experience, local area knowledge,
ond personal commitment to deliver efficient high-quality services. The Corradino Team can fulfill these
expectations ond sincerely appreciates the opportunity to be considered.
The depth of services required to meet the needs of this contract are best served by a multi-disciplined
Project Teom of Registered Planners, Architects, Engineers, and landscape Architects supported by highly
qualified staff of professionals with the resources and experience found in a firm like Corradino. The
resources of Corradino include over 45 multi-disciplined project professionals in Miami and over 150
professionals company-wide who are available to serve as an extension of the County's staff at a moment's
notice. Partnering with Corradino are Miller legg & Associates (MLA), a recognized industry leader in
landscape Architecture, and Sandra Walters Consultants (SWC), a highly specialized Public Involvement
ond Urban Planning group with offices located directly within the study area. This will provide the County
with a consistent Local Project Team presence during the length of this project. The Corradino Group has
a strong teaming history with these firms, including current teaming arrangements for projects in Monroe
and Miami-Dade Counties.
The Corradino Team has local project experience in Monroe County. Our Team's Project Manager, Ms.
Aileen Boucle, AICP, is currently managing two studies in Monroe County, including the Plantation Key
Weigh Station Relocation Assessment Study and the Snake Creek Bridge Replacement Study. Both of these
projects will have significant impacts for the U.S. 1 corridor in Monroe County. Mike Ciscar, P.E., Principal-
In-Charge for this contract, , he has over 14 years of experience in dealing with Monroe County projects
and issues. He is a former FOOT District VI official who manage and oversaw numerous Monroe County
projects during his career at FOOT. In addition, he recently completed the Big Coppitt Key PD&E Study,
which included a successful public involvement program that resulted in community consensus for the
recommendation of various corridor enhancements. Ms. Sandra Walters (SWC) is a resident and practicing
professional located within the study area and brings a wealth of knowledge of the Lower Keys community,
based on numerous planning studies and projects conducted in the Lower Keys area. She has a unique

The Monroe County Department of Planning and Environmental Resources clearly
sets forth not only a vision of the urban environment for the Stock Island/Key
Haven community, but also sets forth quality standards for any consultant wishing

within the project corridor. SWC has lead the effort for a variety of planning
studies and public involvement efforts in the lower Keys area and brings a unique
awareness and understanding of the many community and corridor issues that
exist in the Stock Island/Key Haven community. Due to SWC's location within
the study corridor, our Project Team will be able to effectively maintain a
consistent local presence throughout the length of this project.
PROJECT MANAGEMENT PLAN
The Corradino Team understands the importance of project management control
and coordination with the County Project Manager and community stakeholders
to ensure successful and timely completion of this project. Our Project
Management Plan is modeled after other highly successful projects and includes
an experienced Project Manager supported by highly qualified Functional
Managers. After careful review of the Scope of Work and Project Objectives
outlined for the US- 1 Corridor Enhancement Plan in Stock Island and Key Haven
communities, our Team has determined the following main elements required

for successful project delivery of the Corridor Enhancement Plan: Landscape
Master Plan, Bicycle/Pedestrian Plan, Corridor Improvement Plan, Development
of Design Guidelines, Public Involvement Plan, and a comprehensive
management plan that emphasizes Project Team coordination with the County
Project Manager and stakeholders.
During Task 1 of this contract, the Corradino Team Project Manager will meet
with the County Project Manager to specifically outline the scope of the project
and budgets for all work items and deliverables. The Corradino Project Manager
will also outline staff assignments and responsibilities, document control
procedures, communication and protocol procedures, project schedule, and
quality control procedures. This Plan will be reviewed and approved by the
County's Project Manager. Some of the elements of this Plan will include:
PROJECT COORDINATION
Corrodino considers communication and project coordination with our clients
to be the most critical element of success for any project. In this case, upon
notification of Notice-to-Proceed, the Corradino Project Manager will
immediately arrange a meeting with the County Project Manager to outline the
project schedule and scope. During the process, coordination with community
stakeholders ond field reviews will also take place in order to ensure an adequate
and representative work plan.
QUALITY AsSURANCE PLAN
A conventionol definition of quality is "conformance to requirements." An
emphasis on quality has multiple benefits: reduced levels of "re-design" of plans;
projects are completed on schedule; and work is done within budget. Achieving
a high level of quality is no easy task, especially if one considers that quality is
not something added to a project just prior to delivery. It is a characteristic that
is built into a project over its life.To assure that a high level of quality is maintained
and improved, all activities and deliverables under this contract will be subject
to stringent quality criteria, quality control, and quality assurance procedures.
The processes and procedures will be fully documented and disseminated to
Project Team members. These procedures will be part of the overall Project
Management Plan.
PROJECT COST CONTROL
At Corradino, project cost control measures occur on more than one level.
Through our practice of excellence in project management, work power
utilization and attention to detail, product deliverables are always produced
within budget. Our project team members together with the Project Manager
review task budgets on a weekly basis to assess our progress, and if necessary
make adjustments prior to budget overruns.

PROJECT SCHEDULE CONTROL
At Corradino, project schedule preparation and monitoring is extremely
important. Our Project Team has identified a Three-Month Project Schedule for
this project. In this case, we will follow our normal process of having a thorough
initial schedule prepared jointly with the County Project Manager during work
authorization and negotiations. Although the final responsibility for adhering
to the schedule lies with the Corradino Project Manager, all Team members will
obide by the time frame allotted to their tasks. The project team will meet weekly
to monitor completed tasks, initiate tasks, allocate appropriate resources, and
review time-to-complete. These weekly meetings will compliment coordination
ond production meetings between the Corradino Project Manager and the
County Project Manager.
The Project Team was specifically assembled to meet the needs of this project
and is organized as follows:
Mike Ciscar, P.E., (Corradino), Principal-In-Charge for this contract he has

Ms. Aileen Boucle, AICP, (Corradino), Project Manager and Principal Planner
for this contract, is an experienced project manager currently managing two
Monroe County projects, including the Plontation Key Weigh Station Relocation
Assessment Study and Snake Creek Bridge Replacement Study. Both of these
projects will have significant impacts for the U.S. 1 corridor along Monroe County.
She is managing other similar scope contracts including the Florida Department
of Transportation, District VI, Multi-Modal Transportation Enhancement
Contract. The work associated with this contract is focused on corridor
enhancements associated with the state's Livable Communities Initiatives. She
is also currently managing the City of Miami's Evaluation and Appraisal Report
of the Comprehensive Neighborhood Plan and Transportation ElementUpdate.
Ms. Boucle brings over 12 years of experience in the planning, project
development, and project management of several similar scope planning projects
and she will be your single point of contact for the duration of this contract.
Michael D. Kroll, RLA, (MLA), Functional Manager for landscape Master Plan
for this contract, has exemplified his expertise in landscape design through his
involvement with numerous corridor-oriented projects over his 18 years of
experience. Mr. Kroll's capability of integroting unique design concepts into
functional and safe spaces is key to the development of numerous innovative
approaches for his corridor design work and other landscape architectural design

projects. Mr. Kroll directed design activities as they relate to the numerous FOOT
District VI streetscape projects, the Miramar Parkway Master Streetscape Project,
and the City of Sunny Isles Beach Active Park Project. These projects include
enhancement of roadway landscaping as well as development of usable
pedestrian corridors and other public open spaces. Mr. Kroll has previously
served as project manager for public sector contracts and has an excellent
working knowledge of the requirements and guidelines as they correspond to
design and administrative issues.
Mr. Anthony Tzamtzis, AlA, (Corradino), Functional Manager for the
development of Design Guidelines for this contract, and Vice President, Director
of Architecture for The Corradino Group, is 0 registered architect with the State
of Florida and is highly experienced in the development of design guidelines for
corridors within built communities. Mr. Tzamtzis has over 30 years of professional
experience as on architect. In addition to 0 parallel educational background in
Architecture and City Planning, Mr. Tzamtzis has also been professionally involved
with urban plonning ond urban design projects. These include the Miami-Dade
Rapid Tronsit Station Area Design and Development planning effort undertaken
during the conceptual phose of the local transit system, the expansion and
enhancement of the City of Miami Dinner Key marina project where he
contributed with the landside design of amenities and pier identification
structures. In addition, Mr. Tzamtzis has authored numerous municipal
Comprehensive Plans, Subdivision regulation standards, Commercial Strip
Development standards, ond Open Space Plans in the State of Pennsylvania.
Mr. Tzomtzis' career includes 0 major focus on passive design applications for
hot and humid climates, and on emphasis on architectural work inspired by the
regional historical construction methods and design context.
Ms. Sandra Walters (SWC), Functional Manager for the Public Involvement
Plan for this contract, with over 20 years of professional experience and is
currently the Public Involvement Coordinator for three separate consulting teams
presently conducting FOOT feasibility studies in the Florida Keys. She is very
experienced at coordinating public information and involvement programs and
will manage all aspects including plan development, community outreach and
consensus building using various tools such as workshops and/or charrettes.
SWC has full multimedia capabilities for production of public presentations,
websites, newsletters, news releases, and all support documents needed for
effective public information and participation programs.

McMahon Associates, Inc. (McM) is pleased to submit two originals and six copies of our qualifications
and performance data in response to the request from Monroe County to provide assistance in the Preparation of
a Corridor Enhancement Plan for Stock IslandIKey Haven US-I. We have evaluated the requirements that
were included in the RFP No. PLN-245-121-0-2004, have field reviewed the corridor, and familiarized ourselves
with the available project materials.
Team Organization
We have assembled a highly qualified team of professionals, which meets the needs of this Request for
Qualifications. Our team is comprised of local engineering firms that have the skill and knowledge, and
demonstrated past performance, to work with the County. Another important point concerning our team is that
we have worked together before. This will ensure a seamless coordination effort between the team and the
County, and will provide us with a "hit the ground running" approach.

Public involvement and conceptual design:
Understanding of Project
Despite the charm of its location in the beautiful Florida Keys, Stock Island is a community "along the
way" to another community. With Key West next door, and lacking a focal point of its own, Stock Island is a
bedroom community with a functional, but aesthetically unappealing major road (US-I) running through its
middle. Redevelopment pressures are increasing and new residents may bring with them a different set of values
that must be "grafted" into the existing community vision.
Enhancing the aesthetics of the corridor is, in itself, a desirable goal for the community; however,
improving roadway function at the same time is an even better goal. The proposed Overseas Heritage Trail

already envisions the addition of facilities for both bicyclists and pedes1rians. The Livable CommuniKeys Plan
includes consideration of such aesthetic concerns as the installation of enhanced landscaping and street ftnniture.
These plans provide some direction in developing an effective, compelling corridor enhancement plan.
It is easy to suggest a variety of enhancements that could improve mobility and, at the same time, improve
the road's visual appeal. It is somewhat harder to work with residents of the community to find a consensus view.
The McM team is well practiced at working with community groups to find such consensus. In fact, we enjoy it!
Project Management
Gerard A. Osborne, P.E., P.T.O.E., will be the McM team Project Manager. Gerard's 18 years of
international experience. performing a wide variety of corridor analyses, Planning, Design and Environmental
(PD&E) studies, infrastructure assessments, traffic calming studies and other projects requiring sensitivity to
community concerns, have made him uniquely qualified to manage this project for Monroe County. Gerard will
be assisted by the other dozen traffic engineers, planners and technicians in our Fort Lauderdale office, as well as
Bermello, Ajamil and Partners, Inc. staff in Coconut Grove, Florida.
Project Approach
Our approach to this project will follow a few basic tenets, to ensure the successful completion of the
contract. Specifically, the McM Team will do the following:
. Provide proactive project management which will keep participation of the County staff to a
minimum, unless staff chooses to become more involved; .
. Provide a thorough review of the project with the County to develop a comprehensive scope of work;
. Develop a realistic project schedule that meets the County's needs and includes sufficient time for
reviews and our in-house quality control procedures;
. Assign experienced staff, who are able to meet the project demands and schedules within the required
budget; and
. Assist the County, as required, with public involvement events to build consensus and support for the
project.
To further simplify our approach to the project, and to foster a trusting working relationship with the
County, all communication with the McM Team will be through a single point of contact, our Project Manager,
Gerard A. Osborne, who will be responsible for all coordination between the County and the McM Team. The
simple fact is that we have the knowledge and experience to execute task assignments in a timely and economical
fashion.
An additional benefit to the County is that we plan on taking advantage ofBermello, Ajamil and Partners'
office, located in Coconut Grove. We intend on conducting project team meetings and reviews and, where
appropriate, client meetings from their offices.
We are pleased to submit these qualifications to Monroe County. We trust that you will fmd the McM
Team uniquely qualified to perform those services required. The County has our commitment to deliver
professional and personalized service on time and with quality, while being sensitive to the budgetary nature of

Our office location in Fort Lauderdale enables us to serve the County promptly with minimal travel costs
and delay. Our office staff of 13 experienced engineers, planners and teclmicians, will ably address all aspects of
this project - from conducting an inventory of existing parking spaces to providing suggested language for
modifications to the County's Code. We can do it all. Moreover, our other Florida offices offer additional staff
that may be called upon to assist should a task require dedication of added staff resources.

A. ADMINISTRATION & MANAGEMENT OF WORK PLAN
Stock Island is, in some ways, a relatively underutilized area. Economic conditions in the Lower
Keys are likely to ensure ongoing redevelopment pressure on both Stock Island and Key Haven.
Monroe County staff are charged with the responsibility of managing that pressure in a way that
allows long-time residents peace of mind and yet permits new development and redevelopment
to occur in appropriate locations and to an acceptable scale.
Although a destination for residents, Stock Island is merely "on the way" to and from Key West
for thousands of others. However, with a revitalized corridor, Stock Island residents could find
themselves in the enviable position of enjoying their current Oceanside existence with additional
pedestrian and bicyclist amenities, improved landscaping, enhanced intersection and corridor
operations, and other people slowing their cars to enjoy the beauty oftheir scenic environment.
The scope of work for the project necessary to accomplish these goals is well defined in the
Request for Qualifications prepared by County staff. The McMahon Associates, Inc. (McM)
team's interpretation of the scope of work follows:
Task One
A "Kick-off" meeting will be scheduled with the Monroe County Project Manager to discuss
project management issues such as the contract budget, schedule and quality control plan. After
that meeting, it is expected that monthly meetings will occur between McM's Project Manager
and the County's Project Manager. A complete management plan with due dates for key project
elements and cost estimates for each task in the scope of services will be presented to the
County's Project Manager at this meeting.
Task Two
McM will commence the project with an investigation of the corridor. This invcstigution will
include field reviews to collect photos and videos showing existing roudwny tontul'Cs, adjacent
land uses, intersection geometries, existing driveway types and spacing, nnll tmffic signals.
Existing roadway plans will be procured from the Florida Department of TruuHPurtution and
Monroe County, and right-of-way widths and any encroachments (such UK 'fOO~" llbove-ground
utilities, etc.) will be identified from the plans and aerial maps. 1'11&118 dovoloped by other

Using the information described above, improvement alternatives that correspond to the stated
goals and objectives of the Livable CommuniKeys Plan and other portions of the Comprehensive
Plan will be developed. These alternatives will also consider the Florida Department of
Transportation's interest in maintaining effective access management along US-I, while still
providing necessary access for residents and visitors. The alternatives will be developed with
more than a functional goal-they must be aesthetically pleasing, as well.
Task Three
The information gathered in Task Two will be presented to local residents and other stakeholders
at a design charrette. McM will report on the existing conditions and those future conditions
already identified (such as upcoming roadway projects), then seek audience assistance in
identifying community needs along the studied corridor and discuss potential remedies to those
needs.
Task Four
The alternatives identified by the McM team will be presented to the audience participants
immediately following our report on existing conditions. The audience will be given an
opportunity to critique the alternatives and offer whatever suggestions or comments they wish to
make. The McM team will have sufficient numbers of trained staff available to respond quickly
to questions or comments from individual audience members.
Task Five
McM will assist the charrette participants by preparing graphic displays of recommended
alternatives, ordinance language to be considered by the County Commission, cost estimates for
the studied alternatives and other pertinent information to assist them in setting priorities for
determining and then implementing a recommended alternative. A draft report will be prepared
that includes the earlier existing conditions summary report information, a record of the
stakeholder's comments and recommendations, and the recommended alternative and the reasons
given for its superiority. The draft report will be provided to County staff for their review and
comment in .pdf format on a Cdrom.
Task Six
The McM team will present the findings of our study to the Monroe County Planning
Commission and the Monroe County Board of County Commissioners for review and comment.
Once those comments have been addressed, three bound, color copies of the report and a Cdrom
containing the entire report in .pdf format will be delivered to the County Project Manager.

familiar with how Mr. Osborne works, and our coordination will be seamless for the client.
With this diversity and team structure, the McM Team is poised to execute the County's plans
for the US-l Corridor.
