AGENDA ITEM WORDING: Approval to establish a special annual parking pass rate of $365.00 at the Key West
International Airport.
ITEM BACKGROUND: In January of this year we increased the annual parking rate from $288.00 to $960.00. That was
done to discourage those people that use the parking lot to simply store their car, boat, or RV all year `round. Apparently
there is a group of people who use the airport frequently during the year and so in the past they have purchased an
annual ticket because it was more economical then paying monthly. These people do not just store their cars here (as per
the attached letters). To be eligible for an annual parking pass at $365.00 rather than annual storage at $960.00, the
vehicle must be moved into and out of the lot at least 6 times during the year.

Please review the two attached letters concerning annual parking fees. This may
have been a group that we did not consider when we raised the annual parking pass
to 950.00.
Please let me know if you have any thoughts about modifying this category to allow
those who actually use the airport at least once a month to do so at a rate below
950.00 annually.

I want to thank you for considering a special and separate rate for airport parking fees for those of
us who frequently use the Key West airport.
We built a home in Sugarloaf Shores in 1991, and since have been commuting regularly from
Orlando to Key' West/Sugarloaf. Our time in the Keys is precious to us, and we have built a
lifestyle to support this travel, even living near the airport in Orlando. We are well known to the
Comair supervisors and staff who have been very helpful and gracious to us over the years.
Flexibility of parking and reasonable expense makes this transition and travel practical and
sustainable.
We typically travel at least once a month to Key West and frequently more. In the past we
traveled as much as two to three weekends a month.
We feel that our "home" is more Sugarloaf than Orlando.
Your consideration of the special parking rate is greatly appreciated. I enjoyed our conversation
and hope that we can meet personally at some time.

Dear Mr. Horton,
As a follow-up to our phone conversation I'm writing about the proposed increase in
annual parking rates at your airport. As you know the current fee is $288 / year. Only a
few years ago it was about $150 / year. The proposed increase to $950 / year will just run
everyone off (and not just from the airport)
It sounded like during our phone conversation that you have a certain group whom is just
using the lot for storage. I (and I think many others) do not fall into that category. We are
coming and going, and use the lot for convenience I would say that on average, I fly
down there 10-12 times a year, with most trips in the summer. While it's easy to get a cab
from the airport, the same is not true around town and back to the airport. I come down to
Key West to relax and avoid hassles, so the solution was to buy a car and leave it at the
airport.
I can't spealLs to others using your parking lot, but I would think KW would be trying
to encourage customers such as myself. I'm paying the City to keep my boat at Garrison
Bight Marina (it's been there over 7 years). I buy gas and pay to leave my plane at your
airport when I'm there. I spend all kinds of money in your shops and restaurants. I bring
guests with me whom also spend money in KW. Unlike the tourists whom get off a cruise
ship and buy one t-shirt, I and people like me produce a net revenue benefit to KW.
I understand that there may be some consideration towards establishing an annual parking
pass at around $350 / year. I would ask that you consider rolling the rate back to less than
the current $288 / year. As you establish the criteria for a new classification keep in mind
that some of us are not coming and going exact ally once every 30 days. For example I
might not come down there for say 70 days in the waiter, but then in the summer I might
come every other weekend. Please don't make any new classification so complicated it's
a hassle to try to comply with the requirements. Perhaps a questionnaire that you review
or a classification for us aircraft owners?
