ITEM BACKGROUND: The Florida Keys Scenic Highways Program received funding from the Florida Department of Transportation to implement removal of exotic plant species along the corridor, The removal of exotic plant species within the Scenic Corridor right-of-way is one of the action items in the Florida Keys Scenic Highways Corridor Management Plan. The County acting on behalf of the Florida Keys Scenic Highway Advisory Group issued an RFP and received responses frorn the following firms: Aquagenix, and Aquatic Vegetation Control Inc, After reviewing both proposals the Selection Committee unanirnously selected Aquatic Ve~etation Control Inc, as the most responsive firm to the RFP, PREVIOUS RELEVANT BOCC ACTION: January 21,2004 - Approval to advertise the Request for Statement of Qualifications. Purchasing, Aquatic Vegetation Contro~ Inc. (A VC) is pleased to furnish a proposal for providing professional services to manage the removal of invasive exotic plant species within the Florida Keys Scenic Highway Right-of-Way to Monroe County (County). It is clearly understood that the scope of work solicited by the County is comprised of furnishing all supervision, labor, material, and equipment necessary for removing and disposing of FlEPPC Category I and II invasive species within designated portions of the ROW from Key Largo to Stock Island (:1:107 miles). All target vegetation, cut or treated in place, will be chemically treated such that >95% control is achieved. It is also clearly understood that the County seeks a qualified :firm with experience in dealing with large projects of similar nature. Based on previous and on-going experience with invasive species control projects within the southern everglades and Keys, we believe that A VC can provide a highly experienced team of supervisors and field personnel capable of functioning as an extension of the CourIty's staff. Our use of dependable equipment, extensive knowledge of herbicides, current solid working relationship with public agency staff within the Keys, and practical experience gained from other large projects are just a few of the qualifications that make A VC optimal for providing cost-effective, exceptional treannent and reporting services for this project, The key personnel for this project are Jim Levesque (project Manager), Ruben Trevino and Santiago Gutierrez (Certified Crew Supervisors), and Ken Sullivan (Quality Control Officer). Mr, Levesque, Invasive Plant Division Manager and Project Manager for this project, has over thirty years experience with a wide variety of projects concerned with vegetation management and ten years experience with the control of invasive vegetation. Ruben Trevino and Santiago Gutierrez, Certified Crew Supervisors, have each gained experience in treating exotic species through supervising treannent projects within the Keys and . . southern everglades for Florida Department of Environmental Protection and the National Park Service. Ken Sullivan, Assistant Invasive Plant Division Manager and Quality Assurance Officer for this project, has :fifteen years experience with controlling vegetation along utility ROW's and natuml arras. In addition to those mentioned, A VC has a solid employee base of highly experienced and resourceful professionals and a dependable pool of field personnel on which to draw on for this project. Prior and curreut clients include Florida Power & Light, Florida FDOT District 6, South Florida Water Management District, National Park Service, Florida Department of Enviromnental Protection, The Nature Conservancy, Palm Beach County Environmental Resource Management, Martin County Enviromnental Lands Program, and Northern Palm Beach County Improvement District. Since its establishment as an exotic/nuisance vegetation management company specializing in the control of invasive wetland and upland species, A YC has broadened its scope of capabilities to include chemical mowing, certified lake management, re-vegetation, restoration services, roadside and utility vegetation management, and general enviromnental/ecological consulting. A YC was founded on the basis of providing innovative and cost -effective services to public and private clients with projects that include natural resource or water management concerns. Services are provided in a professional and personal manner, such that clients are kept infonned and included in each phase of a project. Through work at other firms and previous A YC projects, Mr. Burney has gained twenty years of experience and knowledge in providing enviromnental services. In this capacity, he was involved with ecological assessments for created wastewater treatment wetlands, transportation alignments, landfill siting studies, wasteload allocation detenninations, threatened or endangered species, and natural resource restoration and management projects. Mr. Burney holds an M.S. Biological Sciences and Professional Wetland Scientist certification and has gained comprehensive technical and project management experience, as well as a working understanding of environmental pennitting procedures, Most recently, Mr. Burney has been included in the SFWMD's Expert Assistance Pool for wetlands ecology and treatment wetlands. Phillip L. Young, retired, has over thirty years of experience in environmentaI services and agricultural chemical research and development. Mr. Young's seventeen years of chemical research and development experience prior to A VC included Technical Supervisor for an experimental research station charged with field evaluations of aquatic and forestry control chemicals and Supervisor for greenhouse evaluatiol1..5 ofI)ew herbicides.. Through broad experience gained from conducting scientific research and company management, Mr, Young has gained invaluable insight necessary for providing knowledgeable and cost-effective solutions for environmental projects. Todd Olson, Executive Vice President and Certified Lake Manager, is responsible for providing land and lake management services. Mr, Olson holds a B.S. Fisheries and Wildlife and has twelve years of progressive responsibilities in lake management, vegetation management, and wildlife management. Past work experience includes fisheries biologist and. consultant, installations and service consultant for lake aeration systems, and management of 142 freshwater lakes and brackish lagoons for a 4700-acre coastal community. In this capacity he also coordinated the management of wildlife species within preserve areas. Angel Lopez, Vice President of Operations, has over eighteen years experience with aquatic and terrestrial invasive plant management. Prior to assuming his current position, Mr. Lopez acted as the Aquatics Division Manager for A VC. Division Managers, Alex Mateos, Jeff Hines, John Sullivan, David Bosland, and JIm Levesque have managed environmental resource projects for over eleven years, including: herbicide treatment programs for Florida Department of Environmental Protection, the Village of Wellington, the City of Palm Beach Gardens, the City of Port St. Lucie, the USACOE, Palm Beach County ERM, City of West Palm Beach, the State of South Carolina, and water management districts in the State of Florida. Through over twelve years of conducting some of the largest herbicide treatment programs in the southeastern U.S., these men have gained significant experience in aquatic and terrestrial resource management.
