ITEM BACKGROUND:
The Florida Keys Scenic Highways Program received funding from the Florida Department of Transportation to
implement removal of exotic plant species along the corridor, The removal of exotic plant species within the
Scenic Corridor right-of-way is one of the action items in the Florida Keys Scenic Highways Corridor
Management Plan.
The County acting on behalf of the Florida Keys Scenic Highway Advisory Group issued an RFP and received
responses frorn the following firms: Aquagenix, and Aquatic Vegetation Control Inc, After reviewing both
proposals the Selection Committee unanirnously selected Aquatic Ve~etation Control Inc, as the most
responsive firm to the RFP,

Purchasing,
Aquatic Vegetation Contro~ Inc. (A VC) is pleased to furnish a proposal for providing professional services to
manage the removal of invasive exotic plant species within the Florida Keys Scenic Highway Right-of-Way to
Monroe County (County). It is clearly understood that the scope of work solicited by the County is comprised of
furnishing all supervision, labor, material, and equipment necessary for removing and disposing of FlEPPC
Category I and II invasive species within designated portions of the ROW from Key Largo to Stock Island (:1:107
miles). All target vegetation, cut or treated in place, will be chemically treated such that >95% control is
achieved.
It is also clearly understood that the County seeks a qualified :firm with experience in dealing with large projects
of similar nature. Based on previous and on-going experience with invasive species control projects within the
southern everglades and Keys, we believe that A VC can provide a highly experienced team of supervisors and
field personnel capable of functioning as an extension of the CourIty's staff. Our use of dependable equipment,
extensive knowledge of herbicides, current solid working relationship with public agency staff within the Keys,
and practical experience gained from other large projects are just a few of the qualifications that make A VC
optimal for providing cost-effective, exceptional treannent and reporting services for this project,
The key personnel for this project are Jim Levesque (project Manager), Ruben Trevino and Santiago Gutierrez
(Certified Crew Supervisors), and Ken Sullivan (Quality Control Officer).
Mr, Levesque, Invasive Plant Division Manager and Project Manager for this project, has over thirty years
experience with a wide variety of projects concerned with vegetation management and ten years experience with
the control of invasive vegetation. Ruben Trevino and Santiago Gutierrez, Certified Crew Supervisors, have
each gained experience in treating exotic species through supervising treannent projects within the Keys and

southern everglades for Florida Department of Environmental Protection and the National Park Service. Ken
Sullivan, Assistant Invasive Plant Division Manager and Quality Assurance Officer for this project, has :fifteen
years experience with controlling vegetation along utility ROW's and natuml arras.
In addition to those mentioned, A VC has a solid employee base of highly experienced and resourceful
professionals and a dependable pool of field personnel on which to draw on for this project. Prior and curreut
clients include Florida Power & Light, Florida FDOT District 6, South Florida Water Management District,
National Park Service, Florida Department of Enviromnental Protection, The Nature Conservancy, Palm Beach
County Environmental Resource Management, Martin County Enviromnental Lands Program, and Northern
Palm Beach County Improvement District.
To cope with the logistics of working in the southern everglades and the Keys, A VC has su1Hxmtracted
experienced local labor suppliers and established warehouse fuci1ities in Florida City in order to reduce travel
time and out~f-town expenses while increasing field time within our service area.

Environmental Management and Research
Qualifications and Experience
Aquatic Vegetation Contro~ Inc. (A YC) is an eighteen year old Florida corporation offering vegetation
management and general enviromnental consulting ~rvices throughout the southeast. Since its
establishment as an exotic/nuisance vegetation management company specializing in the control of
invasive wetland and upland species, A YC has broadened its scope of capabilities to include chemical
mowing, certified lake management, re-vegetation, restoration services, roadside and utility vegetation
management, and general enviromnental/ecological consulting.
A YC was founded on the basis of providing innovative and cost -effective services to public and private
clients with projects that include natural resource or water management concerns. Services are
provided in a professional and personal manner, such that clients are kept infonned and included in
each phase of a project. This interaction is achieved by providing experienced, competent professionals
that function as an extension of a client's staff.
Although A YC was founded strictly as a vegetation management finn, the current senior staff has
extensive experience in managing a wide variety of small and large-scale environmental projects
ranging from re-vegetation to protected species inventory to plant growth regulation. In addition, the
senior staff has worked together on projects for over ten years. As a result of this long-tenn
relationship and experience, we offer our clients a proven team of enviromnental professionals with
diverse backgrounds capable of meeting resource management and consulting needs within specified
timeframes and budget.
The founder of A YC, James L. Burney, Sr., had extensive experience in resource management in both
the public and private sectors, Prior to establishing A YC, Mr. Burney worked as project manager and
marketing agent for a large vegetation control firm. In this capacity, he was responsible for bid
preparations, work plan development, adherence to enviromnental regulations, and client contact.
Projects primarily consisted of nuisance species control in both uplands and wetlands. Upon
establishment of A YC, Mr, Burney continued to operate in the capacities of project management and
regulatory agency contact. Projects included nuisance species control, ecological restoration, mitigation
planting and maintenance, and surface water investigations. Through work at other firms and previous
A YC projects, Mr. Burney has gained twenty years of experience and knowledge in providing
enviromnental services. He operated under this capacity until his death in 2002.
The President of Aye, James L. Burney, Jr., is a certified Professional Wetland Scientist and has

gained extensive experience at international engineering and consulting finns through sixteen years of
involvement in environmental projects. In this capacity, he was involved with ecological assessments
for created wastewater treatment wetlands, transportation alignments, landfill siting studies, wasteload
allocation detenninations, threatened or endangered species, and natural resource restoration and
management projects. Mr. Burney holds an M.S. Biological Sciences and Professional Wetland
Scientist certification and has gained comprehensive technical and project management experience, as
well as a working understanding of environmental pennitting procedures, Most recently, Mr. Burney
has been included in the SFWMD's Expert Assistance Pool for wetlands ecology and treatment
wetlands.
Phillip L. Young, retired, has over thirty years of experience in environmentaI services and agricultural
chemical research and development. Mr. Young's seventeen years of chemical research and
development experience prior to A VC included Technical Supervisor for an experimental research
station charged with field evaluations of aquatic and forestry control chemicals and Supervisor for
greenhouse evaluatiol1..5 ofI)ew herbicides.. Through broad experience gained from conducting
scientific research and company management, Mr, Young has gained invaluable insight necessary for
providing knowledgeable and cost-effective solutions for environmental projects. To date, he acts as a
consultant in regards to herbicide efficacy and application techniques. ..
Todd Olson, Executive Vice President and Certified Lake Manager, is responsible for providing land
and lake management services. Mr, Olson holds a B.S. Fisheries and Wildlife and has twelve years of
progressive responsibilities in lake management, vegetation management, and wildlife management.
Past work experience includes fisheries biologist and. consultant, installations and service consultant for
lake aeration systems, and management of 142 freshwater lakes and brackish lagoons for a 4700-acre
coastal community. In this capacity he also coordinated the management of wildlife species within
preserve areas.
Angel Lopez, Vice President of Operations, has over eighteen years experience with aquatic and
terrestrial invasive plant management. Prior to assuming his current position, Mr. Lopez acted as the
Aquatics Division Manager for A VC.
Division Managers, Alex Mateos, Jeff Hines, John Sullivan, David Bosland, and JIm Levesque have
managed environmental resource projects for over eleven years, including: herbicide treatment
programs for Florida Department of Environmental Protection, the Village of Wellington, the City of
Palm Beach Gardens, the City of Port St. Lucie, the USACOE, Palm Beach County ERM, City of
West Palm Beach, the State of South Carolina, and water management districts in the State of Florida.
Through over twelve years of conducting some of the largest herbicide treatment programs in the
southeastern U.S., these men have gained significant experience in aquatic and terrestrial resource
management.
A VC's management structure includes a QA/QC officer responsible for approving all field procedures
and reporting efforts. The QA/QC officer is also responsible for assuring that all team members
understand the objectives of each task, have the necessary equipment to complete the task, and
properly record QA procedures. Since a wide range of procedures are available for each project, A VC
staff has evaluated which techniques are best under differing site (and weather) conditions.

Project Approach and Estimated Schedule:
DeAngelo Brothers, Inc. dba Aquagenix proposes the following Project Approach and Work
Schedule for "Professional Services to Manage Removal of Invasive Exotic Plant Species on the
Florida Keys Scenic Highway Right-Of-Way for Monroe County";
Aquagenix will supply all equipment and personnel including, but not limited to, a five (5) man
crew supplied with all necessary DOT Safety Equipment, Vehicles with Yellow Flashing Lights,
and an MOT Sign Board.
Crew will begin work on the West Side of the Florida Keys Scenic Highway at Mile Marker
106.5 on Key Largo. Crews will travel South With the flow of traffic and follow the below
"Sample Work Schedule" to Mile Marker 4, then transfer to the East side of the Florida Keys
Scenic Highway and travel north, once again, with the flow of traffic.
All efforts will be made to avoid any lane closures during the work period and still maintain a
safe working environment for our crew.
Crews will work 8 (eight) hours per day, 5 (five) days per week, with a lunch break per company
policy. This schedule is subject to change due to circumstances beyond our control such as
weather delays. Estimated Completion time for the entire project is Two (2) Months.

Professional Services
Aquagenix provides aquatic, terrestrial management and maintenance services consisting of: control of
emergent, floating, and submerged aquatic weeds, control of algae and aquatic parasites; wetlands and
coastal restoration, wetland planting, maintenance and monitoring, as well as the treatment and/or removal
of exotic (non-indigenous) species from wetland and upland areas and water bodies.
The Company provides industrial weed control through both aerial and ground-based applications. Other
services include: site permitting; triploid grass carp and sport fish stocking; water displays and aeration
systems; bacteria monitoring and water testing; and lake dyes and colorants. Aquagenix focuses on
offering a package of fully integrated services to meet the particular needs of each client.
Exotic Plant Control Within Wetlands, Uplands, and Right of Way
Noxious exotic plants have become a serious problem throughout the southeastern United States. Early in
this century, many foreign species were introduced into our ecosystems either through escape from
cultivation or introduced by design. The U.S. Government as a means of "drying-up" the Everglades and
promoting development introduced the Melaleuca tree, The Australian pine was planted, as wind breaks
for farmers in early Florida. The trees grew fast and provided the needed shelter for the easterly winds that
blow across the peninsula,

Melaleuca trees are currently displacing our native vegetation at the rate of thousands of acres per year and
they consume ten times more water than indigenous species. Our ecosystems have been adversely
impacted by the introduction of exotic plants. Not only do exotics decrease the value of the land by making
these areas virtual "deserts", they displace native flora and precious wildlife, birds and waterfowl. The
uncontrolled spread of exotics such as Melaleuca, Ear leaf Acacia, Australian Pine, Brazilian Pepper,
Kudzu, Chinese Tallow and Japanese Climbing Fern have seriously impacted the delicate balance of nature
throughout South Florida. Exotic species are one of the major causes of power outages and electrical shorts
within utility right of ways and easements.
Safe control of these exotic species in natural areas requires well trained and experienced crews. oUr
herbicide applicators and foreman are required to be certified by the Department of Agriculture and the
herbicides used must be properly applied and handled. This hot, dirty and dangerous work requires
personnel specially trained for this service. Our crews are educated to differentiate exotic species from
native and/or desirable species. Personnel are taught in the methods required to safely remove nuisance
species without damage to adjacent native vegetation.
Aquagenix has the trained personnel to handle the control of these undesirable invaders. Our personnel are
provided the best in equipment to insure that the project is completed smoothly and efficiently. We are
uniquely qualified in the areas of Rights Of Way, Upland and Wetland exotic control. Our employees are

Wetland Creation and Restoration
Once viewed as mosquito ridden impediments to progress, our nation's wetlands are now recognized as
vital national treasures. These wetlands perform many valuable functions in the ecosystem. In essence,
they act as filters for industrial, farm and residential run off. They are water purification systems on a grand
scale. Aquagenix recognized the importance of these natural filtering systems early on; to that end, our
corporate policies and programs are highly "pro-active" in promoting the conservation and creation of
these vital ecosystems.

One of the most neglected areas of environmental remediation has been the long term maintenance of
marsh and wetland systems. In excess of a billion dollars has been spent to "mitigate" developmental
impacts. Without a long term maintenance program, several months after an area has been planted, it
can be taken over by exotic or noxious species and most of the desirable plants will become displaced.
Property owners often face costly replanting and exotics removal fees and may face potential fines
from permitting agencies. If maintenance is not given priority, a wetland will stand little chance of
ever becoming a viable and functioning part of the environment. While most of the emphasis is usually
placed on the design and hydrology of the site, even the most creatively designed site can become a
breeding ground for the opportunistic exotics that will thrive and/or "out compete" desirables in
disturbed areas of a created wetland site.

Fish Stocking Services / Biological Control of Aquatic Weeds, Algae and Insects
Aquagenix provides a full range of game fish stocking services for its clients but our fisheries services are
much greater. Through years of research, we have developed programs using fish to control nuisance,
aquatic weeds, algae and insects.
Proportional stocking rates of control species and seasonal timing of placement are the keys to success that
we have mastered. The most commonly used species are the Triploid Grass Carp, Tilapia, Koi and
Goldfish. Triploids eat a variety of rooted aquatic species; Tilapia feed on algae and rooted plant species
(and provide seasonal forage for Largemouth Bass); Koi and Goldfish consume a variety of plants mid
insects including Mosquito and Midge-fly.
