ITEM BACKGROUND: The County and Barnes Alarm Systems, Inc. (BAS) entered into an Agreement for the Duck Key Security District Security Camera Installation and Maintenance on October 8, 2020 for the period of November 1, 2020 to October 31, 2021. The Agreement allows for the agreement to be extended for after the initial term. The Duck Key Security District Advisory Board at its July 13th meeting voted to recommend for the agreement to be extended for a period of up to 1 year. BAS has successfully installed the 5 new security cameras and this extension provides for maintenance of the Duck Key Security District's security equipment. PREVIOUS RELEVANT BOCC ACTION: The Board at its 9/16/20 meeting approved acceptance of the BAS proposal for the installation and maintenance of security equipment for the Duck Key Security District. MOTION CARRIED 1 Packet Pg.764 C.13.b STANDING REPORTS .2 MCSO - Det. Sgt. Trevor Wirth reported Duck Key has been quiet, no criminal cases except for a Domestic dispute. A question was asked of MCSO about a supposed A/C theft, but after researching MCSO advised the complaint was cancelled. Another question involved a resident that lives on the Hawks Cay side of the Truman Bridge that was harassed by boys in a golf cart, and reflectors in his yard knocked down. The resident inquired of he could use the DKSAB photos from the cameras on the Truman Bridge to identify the boys? MCSO advised yes they could use the photos, provided MCSO was involved in the case and all procedures were followed. Photos from the cameras can be used by residents,but it has to involve MCSO and be coordinated through MCSO. Christine Limbert,Asst. County Attorney agreed the DKSAB cameras and photos information can be shared but must be used properly. Lt. Mark advised due to the current situation in Cuba, more Cubans may be trying to come to the US via our waters. If residents see activity they should alert/call MCSO and they will contact the proper authorities and proceed accordingly. Luis Requejo from Ralons Security asked at what age are children permitted to drive golf carts, with or without an adult present. MCSO advised 14 years old is the permitted age. MCSO will put up an electronic sign on the Hawks Cay side of the Truman Bridge advising all of the age requirement. 0 Ralons Security- Luis Requejo advised golf cart issues are a concern and the MCSO sign will help.Another issue that has been an issue is with people trespassing on private property and docks to watch Sunsets. The Ralons guards will continue to monitor and ask people to come off of the private properties and watch from the street. Kids on `i° construction sites is another issue, and the Ralons guards will monitor those sites and make sure they advise the kids they are trespassing and need to leave the private property. There have been some noise complaints, and these have been addressed as needed. Noise Ordinance is in effect at 11 p.m. Ralons is still in need of guards, and those interested in c interviewing should contact the Company. A question was asked about illegal rentals on Duck Key. It was suggested those who suspect illegal rentals should contact Monroe County Code Enforcement with the address and information. CD Hawks Cay Resort- Bob Moore, Manager of Hawks Cay, introduced himself and advised he too is a resident of Duck Key. He advised Hawks Cay and the Hawks Cay HOA are y replacing the street lights lost during Hurricane Irma next week. The Head Pins are still awaiting approval/permitting by The Army Corp. of Engineers. Hawks Cay is increasing their Police coverage/security to stop the use of their facilities by non-guests. Their Boat Ramp is now limited to guest and Duck Key residents only.A Drivers license with Duck Key address or DKPOA membership card are required for residents to show at the Boat Ramp. Hawks Cay is working with FWC in an effort to increase their presence, especially during the upcoming Mini Season. Angle &Ale prices are increasing due to protein costs rising. FWC - Sgt. James Yetter was not in attendance. 2 Packet Pg.765 C.13.b OLD BUSINESS .2 Technology Update Camera/Camera Maintenance - Frank Jackson advised that the 11 cameras: 6 overhead cameras (still in warranty) and 5 LP Readers, that were just replaced, are all working. The new cameras have a 1 year warranty, except for labor costs. If labor is needed Barnes Security can provide the service for $87.50 an hour. There are minimal issues now, and Frank Jackson can handle most of them. There have been some issues at night with the LP Readers on North Indies,the narrowed scope causes a problem and in time an additional camera might be needed to get the LP from Indies going over the bridge. Discussion came up about Barnes Security, and if they can provide the technical support needed. Rick Sherman stated that as the cameras age and come out of warranty,then it would be cost-effective to contract with IFSS. We are ok with Barnes for now and best to engage the additional one-yr contract extention with them. The Barnes Security contract has been in effect since November 1, 2020 and continues to October 30, 2021 with a possible 1 year extension, with mutual agreement of all parties. MOTION: To recommend continuance of the Barnes Security contract for an additional year after October 30, 2021. 2 Motion to approve by Jay Miller; second by Mike Weber. MOTION CARRIED c Radar Signs - Frank Jackson advised Traffic Logic,who the radar signs were purchased from, has been great at replacing and maintaining parts and insuring the signs are up and running. In April the older Radar signs had the 3G changed and updated to 4G. `i° NEW BUSINESS 0 Bridge Update - Clark Briggs, Monroe County. Demolition of the south side of Bimini is ongoing and American Empire Builders (AEB) has begun work on the construction of the temporary critical wall on the south side. The contractor has mobilized and is setting up a larger crane to complete demolition of the south side and continue the installation of the wall. Surveyors completed the initial elevation surveys for the settlement monitoring program and will continue the survey throughout the duration of the project per specifications. The contractor submitted y additional information on the survey locations that was requested by the Engineer and it is being reviewed by KCA. The vibration monitoring system is in place to monitor vibration during the operation of any equipment that causes vibration. Information will be provided to the Engineer for review as required for project specifications. FKAA's contractor is onsite at the Bimini Bridge and is working to confirm the location of the FKEC boring prior to the start of work. 3 Packet Pg.766 C.13.b FKEC has a scheduled electrical shutdown planned for Wednesday,July 14 from 9 a.m.to noon, during which time FKAA's contractor will perform the boring for the water main on the north side of Bimini Bridge. They plan to complete the bore this week and install the pipe and perform tie-in the week of July 19th. Upon completion of the water main work, the contractor will proceed with the bores for the sewer and reclaimed water lines at Bimini Drive Bridge. FKEC has completed the subaqueous installation of its line at both Bimini Drive and Harbour Drive Bridges and the overhead lines have been removed.AT&T and Comcast aerial lines will remain in place at Bimini Bridge until the reconstruction of the south side is complete; the utilities will coordinate with the contractor as needed. E AEB and FKAA have completed the temporary relocation of the water, sewer and reclaimed water line at the Seaview Drive Bridge and the contractor is installing the platform to contain demolition debris.AEB is fabricating guardrails and performing exploratory work in the bridge deck in advance of installing guardrails. Once the guardrail is installed the demolition will begin. The temporary relocation of the waterline at Harbour Bridge is complete; AEB will install a second beam and FKAA will relocate the sewer and reclaimed water lines to it shortly.AEB is currently installing the guardrails on the Harbour Drive Bridge; once this is completed the demolition will begin. The contractor had difficulty in obtaining supplies, specifically wood and guardrail posts needed for the strengthening projects, which delayed the project by several weeks; they resolved the issue by fabricating the guardrail themselves and are working to maintain the revised estimated completion date for Phase I of the strengthening of Harbour Drive and Seaview bridges at August 11, 2021*. le *Note: subsequent to the meeting,the dates changed and the current completion date is now estimated to be August 18 - 24, 2021. 0 DKSAB Financial Update -Jay Miller was unable to give an update due to conflicting numbers on reports, and will get back to the Board via an email at a later date.
