ITEM BACKGROUND: It has been documented in the last two travel time and delay studies, that the US highway has specific areas of significant travel time delays due to issues of repetitive, problematic congestion. Areas of the Upper Keys are experiencing congestion to a virtual standstill every weekend. The Florida Keys Transportation Coordination Committee has made several specific recommendations for increased traffic flow and safety, but in general has supported that FDOT focus on simple merge and deceleration lanes, left turn lanes, and right turn only lane projects at certain locations where these can be of most use. They are simple construction and or pavement marking and proven to be effective at enhancing traffic flow in congested areas. EXECUTIVE SUMMARY This report contains the results and findings of the 2021 Arterial Travel Time and Delay Study (ATTOS). The primary objective of this study is to determine the Level of Service (LOS) on US I for concurrency management purposes pursuant to Chapter 163, Florida Statutes and Monroe County Land Development Regulations, The study methodology was developed by the US i Level of Service Task Force in 1993. The methodology established a procedure for using travel speed as a means of assessing the LOS and reserve capacity for US 1.The study methodology was modified by the US 1 LOS Task Force in 1997 and 2021 to account for the latest changes in the Highway Capacity Manual (HCM). 0 Both Monroe County and the Florida Department of Transportation (FDOT) have adopted a 0- LOS C Standard for US 1. Further, 45 miles per hour(mph) has been adopted as the LOS C ?: Standard for the entire length of US I regardless of the posted speed limits. Day weekend to test improvements made to the 18-mile stretch for evacuation purposes, this test was to he performed 5 years alto. o Commissioner Rice wilt raise the issue with the board. C. inter-local agreement o ILA was approved by BOCC, Key West and Marathon. The ILA still has to be presented to and approved by F DOT. Rod Delostrinos is anticipating implementation of the third LKS bus in Aprit. • Commissioner Rice raised the question to Rod Delostrinos of improvements to the Key West transit system to accommodate for future growth on Stock Island. Per Rod Delostrinos, Stock Island is already recognized as a user and changes to transit stops/routes is anticipated as they have not been .2 revised in about 15 years. D. Commissioner Rice requested Kevin speak with Kimberly Matthews prior c to moving forward with the exercise to determine if his services and needed. o Kimberly will provide an update next meeting. E. discussion of Transportation ideas, issues, and Options—Norman Wartman 0 r Discussion of options in handout from Dorman. o Discussion ensued about the ideas presented. Discussion included: * Norman's review of F130T 5-year plan,two projects that would help alleviate congestion were found. The only new projects that affect highways (not resurfacing, landscaping, bridge repairs, transit subsidies, planning studies, CEI, drainage,etc...) was the re- alignment of the Burton Drive/ U.S.1 intersection in Key Largo and 2 Traffic Light ITS computer enhancement projects. There were several "push button" projects that were not clearly identified as to what and where. All together they total just a few million dollars of a FDOT S year budget of$28S;000,000.00. CL Below I have grouped the Islamorada Ideas and general ideas that may be used in e Islamorada: U lslarnorada: . At key community locations to be determined with study,add left turn lanes, deceleration/right turn lanes,and merge lanes into traffic at key locations in the Islamorada area to improve traffic flow, both north and south bound, (i.e. Whale Harbor,and Holiday Isle, Publix shopping center, post office, -- Walgreens busiest community locations. Restriping project, widen shoulders.) 2. Islamorada - Restri e old U.S. 1 (2 lanes) as Northbound U.S. 1 and have the exiting U.S. 1 as 2 lanes southbound. (Not politically very attractive, but it E will save lives and significantly reduce congestion). c . Islamorada Scramble lane. - Explore &.study alternatives. Also, as requested by a concerned resident, include in the study the option of a deceleration/right turn lane, on the outside of the single northbound and southbound lanes. . School busses should be required to pull over after the 3rd consecutive strop ❑n U.S. 1,within a short distance, and let the vehicles stuck behind them pass. This should reduce illegal passing,road rage. S. Expand pick-up/Drop off sites. Widen shoulders at bras stops where needed. 6. Have the TDC promote packages that include Air, Hotel and Transportation (roan auto) to the hateL � . Create a rapid accident response and clearing program for U.S.1 &Card Sound Road (similar to the Turnpike"s program that rewards the rapid and safe clearing of accidents). 8. Fatal accident response by the medical examiner/coroner by air if the accident is north of Marathon. It should reduce the closure of the road by approximately 2 hours per incident. 9. Regulate festivals events and parades that affect traffic movement on U.S.1 to a much greater degree then we have been doing. For example parking for Founder's Park events should be on the West side of the road and U.S. 1 Packet Pg. 1507 level. Such as the Federal Transportation Administration grant for funding pilot project for transit- oriented development. She noted that ferries were also pan of the funding program. The Florida Job Growth Grant provides funds for training programs. Could help address the lack of licensed CDL drivers in the Keys. The College of the Florida Keys is trying to pull together a, CDL training program. FDOT will provide 50'o funding to support transportation services,, as they do for Key West N Transit, and for Miami-Dade "Transportation bus services.. A new service grant, i.e. airport shuttle express with a few limited stops. CL c Public/private partnerships with resortsihotels. 2 The 1 S-mi. toll Vil[l. Discussion of USI and County roads flaw and safety projects-Norman Wartman06 Norman Wartman discussed his proposed safety and traffic flow enhancing projects. �- a. Highpoint Rd.- Left turn onto US 1 northbound. Weeds a median merge lane. b. MM100-108, Key Largo -Overhead safety lighting, very dark in that area. c. Ocean Hay Dr., Key Largo - The bike path needs reflectors, and rip rap along Lake Largo to prevent erosion, d. Mm96-1f1D, Key Fargo -- Overlay zoning for right turns only for entry and departure hotels U and restaurants where median is forested. High number of vehicles turning wrong way, not realizing it is a split north and southbound lanes section of the highway. Limit turning,directing vehicles leaving the establishment to turn only north or so thbound right turns as applicable. This could be-required by permitting regulation change whenever the business getting permitting for major renovations. Require the enhance entrance/exit cuts as part of the renovation. a e. MMI I I-125 - Fires in the Everglades. Add agricultural "rainbirds" sprinkler system along _ the fence line to prevent and control the spread of fires, smoke, and road closures. Tamara Lamarche added suggestion received from Upper Keys resident, Dr. Susana May,to make � a right turn only at Snapper Avenue and US 1,across from the Pink Plaza,with pavement markings. A lot of accidents have occurred at this location. It was noted that these road improvement suggestions would he provided to Engineering for their evaluation and comment to which items County can perform and which will have to be referred to FDOT for US I future work plans.
