AGENDA ITEM WORDING: Approval to advertise for professional mobile LiDAR elevation,
surveying and mapping services for roads and facilities in the municipalities to assist in their
resilience planning work, to be funded by the municipalities.
ITEM BACKGROUND: The County previously solicited for mobile LiDAR survey data for
county-maintained roads and included roads in the municipalities as optional services. Hurricane
Irma struck soon after the solicitation, and the municipalities were unable to participate due to
funding constraints. The County went on to complete the mobile LiDAR for County maintained
roads. The municipalities have advised they are now ready to proceed with the work and have
budgeted funds. County staff will assist by issuing the solicitation and overseeing the selection and
work processes. These efforts will provide necessary survey data for the roads elevation planning
and determine the cost for roads elevation in the municipalities, which can then be used to determine
the overall amount of funding needed to build a resilient Florida Keys. The municipal and County
officials can then work together to build a long term funding and implementation plan.
The LiDAR services will be fully funded by the municipalities. The Data collected from this project
will provide more accurate elevation data of municipal roads, and first floor facility elevations if
desired, in preparing for sea level rise. The completed mobile LiDAR data is anticipated to be used
for roads elevation planning, similar to those efforts underway by the County.
The availability of accurate elevations will enable several tasks to the municipalities, including:
• Road elevation data - will help quantify and prioritize road work needed to adapt for Sea
Level Rise
• Mobile LiDAR survey information -to assist with roadway engineering design
• Road maintenance
• Road drainage analysis
• Roadway asset extraction system - to create a GIS-based road asset management and
maintenance system

with MBI for professional mobile LIDAR elevation, surveying and mapping services for County

11/20/18: Approval to enter into a no-cost time extension under Amendment No. 2, to a contract
with Michael Baker International, Inc. for professional mobile LIDAR elevation, surveying and
mapping services for County roads and facilities, retroactive to September 30, 2018.
O1/23/19: Approval to enter into a no-cost time extension under Amendment No. 3, to a contract
with Michael Baker International, Inc. for professional mobile LIDAR elevation, surveying and
