ITEM BACKGROUND: This item is for the Board of County Commissioners to review and approve grant applications to be submitted by August 30, 2021 under the new Resilient Florida program signed into law on May 12, 2021 (Section 380.093, F.S.). Information on the applications and required match will be provided prior to the meeting. PREVIOUS RELEVANT BOCC ACTION: January 20, 2010: BOCC approved the Southeast Florida Regional Climate Compact by Resolution 022-2010. July 20, 2011 the BOCC approved the use of"A Unified Sea Level Rise Projection for Southeast Florida," for planning purposes. December 9, 2015: Approval to accept the updated Unified Regional Sea Level Rise Projections (2015) of the Southeast Florida Regional Climate Change Compact and direct staff to utilize the updated projection as the basis for sea level rise adaptation planning activities. April 15, 2020: Approval to accept the updated Unified Regional Sea Level Rise Projections (2020) of the Southeast Florida Regional Climate Change Compact and direct staff to utilize the updated projections as the basis for sea level rise adaptation planning activities. June 21, 2021: Resolution to reaffirm use of the updated Unified Regional Sea Level Rise Projections (2019) of the Southeast Florida Regional Climate Change Compact and direct staff to continue to utilize the updated projections as the basis for sea level rise adaptation planning Packet Pg. 1633 N.4 activities. A couple of other items: 1. We know that construction grants are likely to have more than a year to execute but we don't know how long. DEP can't answer that question yet. This would impact the year match is needed/committed. 2. DEP still can't tell us what year match needs to be available. Its unlikely needed for 2022 FY, but we don't entirely know that for sure yet. 3. Planning grants have been funded at the level of$3 Million annually statewide, but that pot includes $20 Million this year and there will likely be more competition for it. Planning grants will have 18 months for total time allotted for completion. 4. ARA money can be used for match (at least that is that last info DEP has conveyed). 5. #2 3- Neighborhood Adaptation Planning (no cost share) would be a "deep dive" into 3 highly vulnerable neighborhoods (including Stillwright as the Upper Keys location) to figure out what other adaptation strategies make sense in that area beyond road elevation. It may be a combination of public infrastructure, shoreline and/or private property adaptations. Its not construction of these features ONLY planning for what may be necessary for that neighborhood. I know that DEP would like to see something like this, and an Upper, Middle and Lower location based on our vulnerability assessment update and preliminary adaptation action areas would be a good place to start to ID these areas.
