PUBLIC HEARING AGENDA ITEM WORDING: A Public Hearing to consider Approval of Resolution adopting the final Residential Solid Waste Collection, Disposal and Recycling non ad valorem special assessment rates for fiscal year 2021/2022. ITEM BACKGROUND: The annual residential non-ad valorem special assessment for fiscal year 2021/2022 is set at$413.00 per household/unit an increase of$6.00 ($196.40 to $199.29 for Collection of Residential Solid Waste; $157.95 to $160.28 for Disposal of Residential Solid Waste; and $52.65 to $53.43 for Recycling of Residential Solid Waste). The total rate is proposed to increase from $407 to $413 (A CPI adjustment of 1.4%rounded to the nearest whole dollar) The increase in the special assessment rate is needed to; 1) offset the Consumer Price Index (CPI) increase adjustments to the Franchisees and disposal contractors (The CPI for Miami-Ft. Lauderdale is 1.4%); 2) Support collection and haul-out cost for the increase of illegal dumping; 3)to ensure the fund balance remains healthy. The Board adopted Resolution 173-2021 adopting the tentative rates for FY22 at its May 19, 2021 meeting. The Public Hearing will be held at 1:30 P.M., on August 18, 2021 at the Harvey Government Center, 1200 Truman Avenue, Key West, FL 33040. The public can also attend the Public Hearing via Communication Media Technology ("CMT")/Zoom at the following virtual address: hL s Jwww.monroecounty- fl.govIBOCCMeetin u 18, for the purpose of receiving public comment on the proposed assessments. All affected property owners have a right to appear virtually or in person at the hearing and to file written objections with the County Commission within 20 calendar days of the date of this notice. Pursuant to section 286.0105, Florida Statutes, notice is given that if a person decides to appeal any decision made by the County Commission with respect to any matter considered at the hearing, such person will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made. The total annual solid waste assessment revenue to be collected within Monroe County and the City of , Marathon, Layton and Key Colony Beach for the upcoming fiscal year is estimated to be $14,008,547. The CL rate of assessment for the upcoming fiscal year shall be $413.00 per residential dwelling unit. The maximum rate of assessment that can be imposed in the fiscal year commencing October 1, 2021 and future fiscal years shall be $413.00 per residential dwelling unit.
