ITEM BACKGROUND: This agenda item seeks approval to hold a public hearing to be held at the August 18, 2021 meeting. The public hearing will consider restricting access by vehicle traffic to Loquat Drive in Key Largo at the intersection of CR 905 and Loquat Drive to eliminate the use of the residential roads as a through route into Key Largo when traffic backs up on CR 905. Loquat Drive will remain accessible via Atlantic Boulevard and will remain accessible for pedestrian use. Residents have alerted staff to the fact that vehicles seeking to avoid traffic on CR 905 will travel through this residential area at speeds up to 55 mph and the number of vehicles using the "cut through" route makes it difficult and/or close to impossible for residents to pull in and out of their driveways. Letters were sent to adjacent property owners, and the location was posted as required by Monroe County Code. Letters of no objection have been received from utilities, fire, and the sheriff s office. Living on corner of the main turn onto Andros I get it from the front and the side of my home.There are times I cannot even back out of my driveway due to the congestion in my once quiet neighborhood.There is so much traffic on the weekends it is like living on US1. We are the people most affected by the traffic and feel that each person, as promised over the phone, should have received the notification. Not one person in the neighborhood received anything. We are in favor of the road being closed on Loquat and County Road 905 because we do not want highway traffic from County Road diverting through our neighborhood: 1. If we wanted to live on a highway we would have bought on the highway; 2. The amount of cars, trucks and even buses is non-stop. One of the neighbors clocked 300 cars in 1 hour; 3. Not one of these cars follows our 25 mile speed limit; 4. The children are not safe; 5. Pets are not safe; 6.We've seen numerous accidents happening; 7. Someone will be killed; 8.
