Participants were very surprised at the variety and volume of fraud technques. • Alicia developed a 15-page 5-part evaluation tool to examine short- and long-term changes in knowledge, behaviors and impacts of a new national Extension leadership training program. • Alicia mentored two new community development faulty members. Helping them to develop needs assessments,programming and evaluation in their communities. • Alicia is part of a national team of climate stakeholders including Extension Foundation, USDA Climate Hubs, NOAA and NIFA who have been organizing a plan to apply for support for the new NOAA Climate Smart Communities grant. 2 Packet Pg. 1567 N.1.a The Environmental Horticulture Agent accomplished the following activities: • Michelle and Shelly continue to work on composting sargassum and were invited to be a part of the Monroe County Sargassum Management working group. • Michelle submitted three abstracts to the Florida State Horticultural Society for their annual conference that will be held in Daytona Beach this September. • The educational signs for the demonstration garden in Key West were installed. These signs will help inform residents about the benefits of insects, the threatened and endangered plants in the Florida Keys and components of a butterfly garden. This content is part of a larger educational component and directs residents to our website for additional resources. • Michelle wrote a letter of support for the Key West Botanical Garden Society application to the Endangered and Threatened Plant Conservation Grants Program. Our horticulture program has partnered with KWBGS to inform and engage residents about the rare plants in the Keys and their role in the environment. As part of this collaboration, KWBGS 0 donated plants to include in our demonstration garden in Key West; we have developed several fact sheets, and created signage highlighting these plants in the garden. The Florida Sea Grant Marine Extension Agent accomplished the following activities: c • Shelling with Shelly, a module within the new Florida Friendly Visitors Guide is ready for final edits and Shelly wrote a blog about seahorses, available at t� W hqp://blogs.ifas.ufl.edu/monroeco/2021/07/07/seahorses-marine-biologv/. • Shelly and Michelle continue to work on composting sargassum and were invited to collaborate with University of Miami scientist Dr. Helena Solo-Gabrielle on their technical awareness group and the Monroe County Sargassum Management working group. • Shelly is secretary of the FKNMS Ecosystem Connectivity Working group, which provides recommendations to the FKNMS Advisory Council. They passed a unanimous resolution regarding the Lake Okeechobee System Operating Manual (LOSOM)to increase freshwater flows to Florida Bay as part of the Comprehensive Everglades Restoration Plan. The PD&E phase will begin in FDOT FY2022; design and construction will follow. • Staff attended meeting with FDOT Planning on April 6th; FDOT Planning is preparing memo to Central Office to support NEPA designation of Categorical Exemption for this project, which would eliminate the need for the PD&E phase. • County contracted with Wood Environmental to conduct a benthic survey of two bridges to identify seagrass and coral resources present. The work was completed the first week in June and the draft report was submitted to FDOT on June 24th; staff is awaiting 0 notification from FDOT on how to proceed. Bimini Drive (Duck Key) Bridge Replacement: • Temporary critical wall installation is ongoing. Additional crane on site to help drive temporary wall into place. c, Harbor Drive(Duck Key) Bridge Replacement: • FKAA has completed temporary utility relocations. • FKAA is preparing design and permits for pipes to be installed subaqueous. • Engineering design and permitting is ongoing and design is at 90% submittal phase for the permanent bridge replacement project. • Contractor has fabricated and installed guardrail system for bridge strengthening. • Contractor is preparing containment structure for single lane demolition. • Contractor is widening bridge approach to accommodate larger vehicles accessing bridge t� during construction. • Load calculations have been submitted to FDOT for review and approval which will E eliminate load restrictions after bridge strengthening is complete. April 29, 2021 — DEO notified staff of pending approval memo for grant agreement execution. DEO meeting being scheduled for early August. • HMGP Grant Program Twin Lakes —Staff notified FDEM that County was withdrawing grant application for Sands and submitted revised budget and subrecipient management E cost forms for Twin Lakes to FDEM. Project is currently considered a back-up project per FDEM. Staff responded to FDEM RFI regarding new construction in flood zone on Adams Drive. May 11, 2021 — FDEM notified staff of local mitigation group action required to submit additional funding request since only $2.9 million is potentially available in back up pool. • Twin Lakes — Consultant site plan required and pending for FKEC utility agreement for new riser pole at Lake Street and US 1, underground cables, terminations and transformer equipment at Adams Drive and Crane Street. The County is currently soliciting a new RFP for long-term services. In the interim, The City of Key West has partnered with the County through an Interlocal Agreement to c operate a temporary pumpout service for vessels anchored in the Key West and Stock Island anchorages. a Services began on August 27, 2020. To date, the City has performed 4,496 pumpouts and collected 48,618 gallons of sewage from approximately 241 registered vessels. Services are anticipated to continue through September 2021 while Monroe County continues to address the future of the mobile pumpout service 0 program. In addition, a contract with On The Hook Marine Services was established to provide temporary services for the Upper Keys service area. Service began in October 2020 and is anticipated to continue through September 2021. Staff is focusing on work without permits and illegal land clearing taking priority to other general complaints. Other complaints are reviewed and prioritized keeping the health, safety and welfare of citizens in mind.
