APPENDIX A
PROJECT OVERVIEW/DESCRIPTION
The project shall consist of the Renovation and Expansion to the existing Passenger Terminal
Building (PROJECT) at the Key West International Airport (EYW) for Monroe County
(SPONSOR). The SPONSOR has hired Jacobs Engineering (JACOBS) to act as an extension of
EYW staff for the PROJECT. The primary goal of the PROJECT is to provide the addition of
Concourse A and renovation of select areas of the existing building to accommodate the proposed
Concourse A addition, as represented on the Jacobs Concourse A Schematic Design Narrative
Report dated October 19, 2020, and the Jacobs Concourse A 15% Schematic Design Drawings
dated June 17, 2020, representing the Conceptual Design Layout, summarized as follows:
• CIVIL/SITE: Modification of utility service lines (water, sewer, natural gas, electric,
telephone, cable) to service the proposed building expansion and renovation.
Modifications to the existing stormwater collection system is also required to accommodate
the proposed building expansion and renovation. The following is a list of the anticipated
utility owners to be affected:
o Water Florida Keys Aqueduct Authority
o Sewer Florida Keys Aqueduct Authority
o Propane Suburban Propane (contract directly with EYW's Conch Flyer
restaurant)
o Electric Keys Energy Services
o Telephone Comcast, Verizon
o Cable Comcast, Verizon
• AIRSIDE: Addition of Passenger Boarding Bridges along with an update to the aircraft
movement and operations areas to accommodate new traffic and operation patterns;
renovate sections of the apron pavement to meet code grading requirements, accommodate
new aircraft parking locations; as well as relocation of airfield markings, lighting, signage,
and cabling.
• PASSENGER SECURITY SCREENING CHECKPOINT: TSA Checkpoint to be
relocated into the existing landside Conch Flyer Restaurant, consistent with the general
configuration shown in the Jacobs drawings.
o The passenger screening system will be designed with the oversight and
concurrence of the TSA.
o Anticipated that the level, capacity, and type of passenger screening systems,
equipment, and staffing will increase to four screening lanes.
• POST-SECURITY PASSENGER CONCOURSE, HOLD ROOMS, RESTROOMS,
AND CONCESSIONS: New construction consistent with concept shown in JACOBS
drawing set or approved by SPONSOR during the design process.

RESTAURANT & KITCHEN: The existing Conch Flyer restaurant is expected to be
relocated within one of the proposed Concourse A concession spaces. An additional large
restaurant and three quick service restaurants are also anticipated.
BAGGAGE CLAIM / CAR RENTAL: Renovation of existing baggage claim space,
partitions, ceilings, and finishes including new partitions, counters interior finishes,
lighting, and signage. Modification to the existing MEP/FP/ distribution systems to
accommodate the new floorplan is included. Also includes physical expansion of baggage
claim into the existing hold room to accommodate an additional baggage claim belt.
MECHANICAL, ELECTRICAL, PLUMBING, FIRE PROTECTION (MEP/FP) /
INFORMATION TECHNOLOGY(IT) / SECURITY SUPPORT SPACES: System
modification as required to accommodate the proposed layouts in the existing building, in
addition to new MEP/FP/IT systems serving the proposed Concourse A addition.
MISCELLANEOUS: Provision of the following throughout as determined to be
accommodated by the budget:
o Common use Flight/Baggage/Gate Information Display Systems
(FIDSBIDS/GIDS)
o Upgraded MEP/FP/IT/access control/public address systems
o Wayfinding Signage
PROJECT BID PHASES: Due to the desired date for the substantially completed
construction of the PROJECT(see PROJECT SCHEDULE),it is anticipated the PROJECT
will be completed by executing a four (4) separate bid packages. While the specific bid
packages will be coordinated and finalized with the SPONSOR's Construction Manager at
Risk (CMaR) to assist in the development of the CMaR's Guaranteed Maximum Price
(GMP), the bid packages are anticipated as follows: 1) Utilities; 2) Structural Foundations;
3) Superstructure and Building Envelope; and 4)Primary Terminal Construction. Each Bid
Phase will progress through the Project Design Phases noted below, and coordinated with
CMaR input to meet the schedule.
PROJECT DESIGN PHASES: Each Bid Phase will progress through the following
Design Phases, modified as necessary to meet the expedited schedule:
o Schematic Design(30%): Develop terminal program and budget through meetings
with STAKEHOLDERS (to be defined by the SPONSOR), SPONSOR,
CONSULTANT, CMaR, and key SUBCONSULTANTS. Schematic
documentation of terminal improvements and expansion, including phasing
strategy,code review,accessibility review,and passenger screening layout per TSA
direction, and outline specifications.
o Design Development (60%): Development of contract documents showing all
anticipated major construction elements, coordinated with work of other design
consultants and engineers.
o Construction Documents (90%): Finalization of contract documents showing all
anticipated major construction elements, coordinated with work of other design

consultants and engineers, in preparation for SPONSOR and Authority Having
Jurisdiction review.
o Construction Documents (100%): Stamped, sealed bid documents, final
statement or probable cost, final specifications.
o Bidding and Award. Hosting of Bid Documents, tracking of plan holders,pre-bid
meeting, issuance of addenda.
• PROJECT SCHEDULE: The anticipated project schedule is as follows:
• Schematic Design (30%) - 9/1- 11/1 (9 weeks)
• Design Development(60%) - 11/1 - 1/31 (13 weeks)
• CD's (90%) — GMP Set- 2/1 through 511 (13 weeks)
• GMP set to CMaR 511 for Bidding

• PROJECT BUDGET: The PROJECT's estimated opinion of probable construction cost
has not yet been finalized but is estimated to be a $65M-$75M total budget, including soft
costs and a construction contingency. The final project budget will need to be developed
in conjunction with SPONSOR and the CMaR. This scope and fee have been established
based on the level of design effort associated with this estimated budget. A separate
agreement will be executed for the Construction Administration/Management phase of the
project and is not included herein.

RESPONSIBILITY OF THE SPONSOR: The SPONSOR shall coordinate all efforts
of the Airport Staff and Airport Tenants with the following tasks:
o Provide as-built drawings in plan and digital formats as may be available for use by
the CONSULTANT in preparing project design and construction documents.
o Establishment of project budget,project schedule, and project design criteria.
o Engagement of Airlines, TSA, FAA, FDOT and other project STAKEHOLDERS.
o Coordination and determination of ground operations including ground equipment,
(bag carts, tugs etc.) and staffing required to service airline operations, customers,
baggage handling and terminal functions. Any building or infrastructure
requirements associated with said equipment and staffing must be communicated
to the CONSULTANT.
o Coordination with CMaR
SCOPE OF SERVICES
It is anticipated the PROJECT will be constructed utilizing four (4) separate Bid Phases. Each Bid
Phase will progress through the Design Phases detailed below, modified as required to meet the
overall schedule.
A. ADMINISTRATION/PROJECT MANAGEMENT
The following items of work shall be completed under the Administration/Project
Management task:
1. The coordination with the SPONSOR & EYW staff, key STAKEHOLDERS, and
associated utility company personnel regarding owned and/or operated facilities that
may be impacted by the project.
2. Procurement and coordination with the SUBCONSULTANT's services such as
architectural code review, BIM model development, concessions, wayfinding,
baggage handling, grant services, and professional design services necessary for
completion of the work to be done under this contract. This includes the preparation
of the necessary subcontract documents,negotiation,and/or bid assistance and award.
3. Coordinate,attend and lead a series of project coordination meetings with SPONSOR,
EYW, JACOBS, airline representatives and other key stakeholders. An estimated
thirty-six (36) project meetings with the AIRPORT and/or Monroe County planning
and building department representatives to facilitate coordination and project reviews
are expected.
4. Coordinate, attend and lead a series of project coordination meetings with
SUBCONSULTANTS to progress the project. An estimated forty-eight(48) weekly
meetings with the SUBCONSULTANTS to facilitate coordination and project
reviews are expected.

B. PERMITTING ASSISTANCE
1. The CONSULTANT will provide permitting assistance and coordination with
Monroe County Building Permit officials for each of the four (4) identified
construction/permit packages including various bid packages identified by the CMaR.
The CONSULTANT will work with EYW, County Administrator, and County staff
at the onset of the project to identify a dedicated County Planning, Building Permit,
and Fire Code Team to participate in permit reviews for the duration of the Concourse
A program.
2. This dedicated County permit team will coordinate with the CONSULTANT
throughout the design process, review plans and specifications for compliance with
County Building Code compliance at each of the key project milestones and bid
packages, and ultimately review Building Permit applications and issue Building
Permits for each construction package.
The following permit team coordination and review meetings,to be conducted onsite
with the SPONSOR, are anticipated for each of the four (4) construction/permit and
bid packages:
• Early Coordination Meeting — Permit team meeting and coordination to
discuss scope of the design/construction package, areas of special concern
or code clarifications, critical path items, and schedule for design
completion,permit reviews, and construction start.
• Pre-Application Meeting—Permit team meeting to review the 90%design
package (drawings and specifications), resolve questions or requests for
design changes, and identify any remaining changes required prior to
100% documents and final permit application.
• Permit Application Meeting — Permit team meeting to review the final
Building Permit application and 100% construction documents for
issuance of the Building Permit.The goal of this meeting will be to resolve
any outstanding questions related to the 100% documents, make any
necessary revisions or additions to address reviewer concerns, and
establish final revised 100% documents for issuance of the applicable
Building Permits by the County permit team.
It is anticipated that each of the above County permit meetings will be conducted on-
site at the Airport over the course of one (1) day for each anticipated bid package
(twelve (12) total days based on four (4) anticipated bid packages) and will include
the following participants:
primary technical lead(s) from the CONSULTANT and
SUBCONSULTANTS as required for each meeting

3. Additional coordination and review meetings will be conducted with other
stakeholder and permit agencies including; Keys Energy, Florida Keys Aquaduct
Authority (FKAA), South Florida Water Management District (SFWMD), Florida
Department of Transportation (FDOT) Aviation office, and the Federal Aviation
Administration (FAA) to obtain necessary reviews, approvals and permits to support
issuance of the final Building Permit by the County.Coordination under this task will
follow the same three (3) meeting review format outlined in Task B.2 above. It is
anticipated these meetings will be a mix of on-site and virtual/teleconference meetings
based on agency availability. A total of fifteen(15) meetings are anticipated.
4. The CONSULTANT and SUBCONSULTANTS will prepare and provide the
necessary design/permit drawings and technical specifications to support each of the
meetings/reviews identified in Tasks B.1 and B.2. This will include labor and
materials for one (1) set of revisions for subsequent review and/or permit issuance.
5. The CONSULTANT will provide permitting guidance and assistance to EYW's
concessions vendor.
C. STAKEHOLDER ENGAGEMENT
1. Community Stakeholder Engagement Program — Due to the magnitude and
importance of the Concourse A and Terminal Improvements Program for the
Airport, Monroe County, and local community, the CONSULTANT with support
from the SUBCONSULTANTS when required, will implement a comprehensive
community stakeholder engagement program to ensure airport and community
stakeholder coordination and engagement are included from the initiation of
project. The engagement program will include direct meetings and communication
with the County Commission,business community,local community,and traveling
public. This engagement will gain input into the design process and so the Airport's
customers and local community are informed on the changes, progress, and
traveling conditions that may impact their daily lives.
The following items are included in this task and will be conducted over the course
of the project design phase (estimated 12-month schedule):
• Identify list of key community stakeholders/participants for direct
invitations
• Identify project community outreach POC and public input protocols
• Develop outreach templates and coordinate with County
• Develop project website and monthly content updates
o Include development of welcome video by the mayor
o Include construction progress/drone video (max 4 flights)
• Develop monthly press releases/updates for digital release
• Develop graphic social media content(2 posts per month)
• Conduct public information meetings (max 4 meetings)

1. SCHEMATIC DESIGN(30%)
I.I. SCHEMATIC DESIGN(30%)—GENERAL
1.1.1. Attend pre-design meetings with the SPONSOR's representatives, the TSA, Federal
Aviation Administration (FAA), and associated permitting Agencies described
elsewhere herein.
1.1.2. Provide on-going review of the existing data such as survey information,geotechnical
data, as-built construction drawings, airport signage, airline data, and other existing
data as is available in addition to the existing data collection/review that has occurred
during previous Task Order for this terminal expansion.
1.1.3. The CONSULTANT will assist the CMaR in the provision of documentation
necessary for their preparation of opinions of probable costs at each design phase
including bid packages, as well as support to the CMaR regarding their
constructability reviews/recommendations and their recommended phasing of
proposed terminal building improvements to minimize impacts to airport operations,
safety and security, and airport users. Subtasks include the following:
1.1.3.1. The CONSULTANT will attend routine meetings with the SPONSOR and
CMaR during the Schematic Design phase conducted at the SPONSOR's
office and participating with SUBCONSULTANTS requested to attend
these meetings in person or via video and/or teleconferencing. It is
anticipated there will be a total of six(6) meetings during this phase.
1.1.3.2. The CONSULTANT will attend routine weekly meetings with
SUBCONSULTANTS during this phase of the project and will be responsible
for meeting invitations, preparation of agenda items, and preparation of
meeting minutes. It is anticipated there will be a total of nine (9) meetings
during this phase.
1.1.4. The CONSULTANT along with the key SUBCONSULTANTS, as necessary, will
continue to refine space layouts and terminal improvements identified in the prior
airport terminal expansion Task Order including the following tasks:
1.1.4.1. The CONSULTANT will coordinate with SPONSOR related to space layout
refinements including additional meetings/discussions with key airport staff
and other stakeholders.
1.1.4.2. The CONSULTANT and SUBCONSULTANTS shall provide a summary of
the final recommended layout refinements to the SPONSOR, who upon
review shall provide written acceptance and approval of the recommended
refinements to the CONSULTANT.
1.2. SCHEMATIC DESIGN(30%)—CIVIL/SITE

1.2.1. The CONSULTANT will coordinate and provide direction to the Civil/Site
SUBCONSULANT throughout this Schematic Design Phase of the project including
the SUBCONSULTANT'S required attendance at routine weekly meetings.
1.2.2. The CONSULTANT will review documents being advanced by the Civil/Site
SUBCONSULANT throughout this Schematic Design phase of the project.
1.2.3. The CONSULTANT will provide and assist in the coordination of other
SUBCONSULTANTS regarding the information necessary for and requested by the
Civil/Site SUBCONSULTANT to advance their work.
1.2.4. The CONSULTANT will provide on-going review of the Civil/Site
SUBCONSULTANT'S adherence to schedule requirements,development of phasing
documents as coordinated additionally with the CMaR,review of permitting progress
and coordination by the Civil/Site SUBCONSULTANT with permitting Agencies,
and other tasks related to the Scope of Services for the Civil/Site SUBCONSULTANT
included herein Exhibit C.
1.3. SCHEMATIC DESIGN(30%)—MEP/FP
1.3.1. Field investigate the terminal building and adjacent site areas to understand the
mechanical, electrical,plumbing, and fire protection (MEP/FP) system locations and
connections to site utilities.
1.3.2. Based on the existing drawings and other information provide, construct MEP/FP
Building Information Model (BIM) model of the existing facility's MEP/FP systems
that will be impacted by proposed new work. Systems not impacted by proposed work
will not be modeled.
1.3.3. Determine the implications of building additions or modification to the existing core
MEP/FP systems. CONSULTANT will make recommendations when feasible for
layout modifications that could reduce the impact of the required project
phasing/construction.
1.3.4. Define MEP/FP systems and associated equipment to be demolished and/or relocated.
1.3.5. Develop preliminary mechanical system descriptions to include central plant, duct
chases, single lines showing major duct runs; design criteria for mechanical systems;
and narrative including "U" factors, temperature range, air changes, humidity
controls, etc. that meet the 2020 Florida Building Code (Mechanical Code section).
Major equipment, vertical shafts and riser locations to be sized and located on
architectural drawings.
1.3.6. Research 2020 Florida Fire Prevention Code and standards with narrative and a
general description of fire suppression system(s) and coordination of a hydrant flow
test.

1.3.7. Develop plumbing fixture counts complying with applicable 2020 Florida Building
Code (Plumbing Code section) for drinking fountains, lavatories, urinals, water
closets, and other applicable plumbing fixtures.
1.3.8. Define existing and/or proposed gas, water, sewer, etc., service points.
1.3.9. Provide proposed concept for electrical, security and other special systems(including
but not limited to CCTV, FIDS, BIDS, GIDS, access control and TSA Security),
including voltage,number of feeders,preliminary equipment locations and alignment
of underground conduit run. Provide a specific description of items to be served by
emergency power and describe consideration for special areas. Coordinate with
SUBCONSULTANTS regarding their equipment that requires power/IT connections.
1.3.10. Provide schematic MEP/FP equipment room locations and space requirements for
Mechanical, Electrical, Sprinkler, Telecom, and Special Systems rooms based upon
2020 Florida State Codes (applicable MEP/FP Code sections).
1.3.11. Create preliminary system schematics for heating, cooling, exhaust, energy
management,power,fire alarm,fire protection and telecommunications systems.
1.3.12. Provide preliminary coordination with the FAA regarding their power, data and
telecom needs required throughout the duration of construction as required. The
CONSULTANT will coordinate with the SPONSOR to provide assistance in the
event a reimbursable agreement is required by the FAA.
1.4. SCHEMATIC DESIGN(30%)—STRUCTURAL
1.4.1. Based on the existing structural drawings and other information provide, the
CONSULTANT will construct structural BIM model of the existing facility to be
modified.
1.4.2. The CONSULTANT will review the existing terminal building structure and evaluate
the impacts of the proposed TSA area modifications.
1.4.3. The CONSULTANT will prepare schematic level structural plans and sketches of the
following proposed work. For the new construction, the plans will identify major
framing system and types,foundation systems, and lateral systems.

1.4.4. The CONSULTANT will retain the services of a wind tunnel testing firm. The
CONSULTANT will coordinate with the wind tunnel testing firm to establish design
wind pressures for the new structures.
1.4.5. The CONSULTANT will attend routine weekly meetings with the Architectural
SUBCONSULTANT, other SUBCONSULTANTS whose scope of work may
require structural considerations and coordination, the CMaR, and as determined to
be required with the SPONSOR throughout this project phase.
1.5. SCHEMATIC DESIGN(30%)—ARCHITECTURAL
1.5.1. The CONSULTANT will coordinate and provide direction to the Architectural
SUBCONSULANT throughout this Schematic Design Phase of the project including
the SUBCONSULTANT'S required attendance at routine weekly meetings.
1.5.2. The CONSULTANT will review documents being advanced by the Architectural
SUBCONSULANT throughout this Schematic Design phase of the project.
1.5.3. The CONSULTANT will provide and assist in the coordination of other
SUBCONSULTANTS regarding the information necessary for and requested by the
Architectural SUBCONSULTANT to advance their work.
1.5.4. The CONSULTANT will provide on-going review of the Architectural
SUBCONSULTANT'S adherence to schedule requirements,development of phasing
documents as coordinated additionally with the CMaR, review of related permitting

2. DESIGN DEVELOPMENT
2.1. DESIGN DEVELOPMENT(60%) —GENERAL
2.1.1. Attend meetings with the SPONSOR's representatives and the funding agencies, the
TSA, Federal Aviation Administration (FAA), and associated permitting Agencies
described elsewhere herein.
2.1.2. The CONSULTANT will provide on-going coordination of the
SUBCONSULTANTS identified elsewhere herein.

2.1.3. The CONSULTANT will assist the CMaR in the provision of documentation
necessary for their preparation of opinions of probable construction costs at this design
phase including bid packages as well as support to the CMaR regarding their
constructability reviews/recommendations and their recommended phasing of
proposed terminal building improvements to minimize impacts to airport operations,
safety and security, and airport users.
2.1.4. The CONSULTANT will attend routing weekly meetings with the
SUBCONSULTANTS to assist in overall successful project advancement and to
monitor the progress as a whole. This includes reviews of the SUBCONSULTANT'S
work efforts to enhance coordination, design decisions, and to help identify points of
conflict/interference. It is anticipated there will be a total of thirteen (13) meetings
during this phase.
2.1.5. The CONSULTANT will attend routine meetings with the CMaR to assist in the
consideration of bid packages,project phasing and sequencing, cost estimating needs
identified by CMaR, potential material and design approach substitutions identified
by the CMaR that may reduce overall project cost and enhance project
phasing/sequencing/constructability, and related topics raised by the CMaR.
2.1.6. The CONSULTANT will attend meetings with the SPONSOR and other attendees
required by the SPONSOR to report on progress, schedule adherence, issues
encountered,decisions needed from the SPONSOR,and to respond to input presented
during these meetings.It is anticipated there will be a total of ten(10)meetings during
this phase, inclusive of meetings with CMaR.
2.1.7. The CONSULTANT and SUBCONSULTANTS will prepare an initial set of
technical specifications for use in the project. Standard AIA Specifications will be
used whenever possible.
2.1.8. The CONSULTANT and SUBCONSULTANTS will perform an in-house review of
the plans and specifications for Quality Assurance and Quality Control. The review
will be undertaken for conformance to specified criteria, constructability, and clarity
of delivery.
2.2. DESIGN DEVELOPMENT (60%)—CIVIL/SITE
2.2.1. The CONSULTANT will coordinate and provide direction to the Civil/Site
SUBCONSULANT throughout this Design Development Phase of the project
including the SUBCONSULTANT'S required attendance at routine weekly meetings.
2.2.2. The CONSULTANT will review documents being advanced by the Civil/Site
SUBCONSULANT throughout this Design Development phase of the project.
2.2.3. The CONSULTANT will provide and assist in the coordination of other
SUBCONSULTANTS regarding the information necessary for and requested by the
Civil/Site SUBCONSULTANT to advance their work.

and coordination by the Civil/Site SUBCONSULTANT with permitting Agencies,
and other tasks related to the Scope of Services for the Civil/Site
SUBCONSULTANT' Design Development phase efforts included herein in Exhibit
C.
2.3. DESIGN DEVELOPMENT (60%)—MEP/FP
2.3.1. The CONSULTANT will incorporate information obtained in the Schematic Design
review into the Design Development plans.
2.3.2. The CONSULTANT, in conjunction with necessary SUBCONSULTANTS and
CMaR will prepare Concourse A MEP/FP phasing plans that provide temporary
equipment, connections to existing systems, and temporary security screening,rental
car,baggage handling, or retail spaces.
2.3.3. The CONSULTANT will develop Mechanical drawings and analyses, including:
2.3.3.1. Size and location of utility risers, shafts, chases and equipment coordinated
with architectural plans.
2.3.3.2. Prepare heating and cooling load criteria for each space and major duct or pipe
runs sized to interface with structural and architectural building components.
2.3.3.3. Prepare mechanical room equipment layouts, location of major equipment
such as air-cooled chillers, air handling units, heat pumps/VAV's, exhaust
fans, etc., and identify location of intake and exhaust louvers.
2.3.4. The CONSULTANT will develop Electrical drawings,including:
2.3.4.1. Size and location of utility equipment on architectural plans;
2.3.4.2. Major electrical equipment (switch gear, distribution panels, emergency
generator, transfer switches, UPS system, etc.) dimensioned and drawn to
scale into the space allocated, also include riser diagram or one-line diagram;
2.3.4.3. Identification of service amperage and voltage requirements;
2.3.4.4. Identification of power requirements regarding specialty systems (security,
baggage, FlDs,food service vendors,etc.);
2.3.4.5. Location size of conduit runs, cable trays,risers, shafts, chases, etc.;
2.3.4.6. Location of site electrical:transformers,underground service,entrance details,
etc.;

2.3.4.7. Identification of typical and feature lighting fixtures: ceiling and wall types
and reflective ceiling plan;
2.3.4.8. Identification of electric, security and telephone panel room locations;
2.3.4.9. Location of electrical devices for typical spaces, offices, etc. including power
receptacles, computer, telephone, TV, light switches, fire alarm, and special
system including closed-circuit TV, security, and intercom devices;
2.3.4.10. Location of exit and emergency lighting and fire alarm devices;
2.3.4.11. Update design calculations to include power consuming equipment and load
characteristics;
2.3.4.12. Locate and identify site lighting fixtures;
2.3.4.13. Define location and electrical/IT requirements of card access system, camera
locations, and security hardware.
2.3.5. The CONSULTANT will develop Plumbing drawings,including:
2.3.5.1. Location of all toilets,urinals,lavatories,mop sinks,floor drains and drinking
fountains;
2.3.5.2. Location of sanitary and supply lines. It is assumed that sanitary will be
gravity-fed to the existing wastewater pump station "L" located outdoors to
the east of the proposed Concourse A;
2.3.5.3. Location of maintenance hose bibs in toilet rooms and on exterior of building;
and
2.3.5.4. Location of roof drainage system(quantity and location of roof drains,internal
and external downspouts, and connection to proposed site drainage system).
2.3.6. The CONSULTANT will develop Fire Protection drawings,including:
2.3.6.1. System tie-in location in existing fire pump mechanical space,sprinkler heads,
piping mains and branches, and standpipes;
2.3.6.2. Definition of the most remote area demand coverage of the proposed sprinkler
system;
2.3.6.3. Hydraulic calculations; and
2.3.6.4. Final determination of existing fire pump sizing adequacy based on most
remote area, hydraulic calculations, and flow test results.
2.3.7. The CONSULTANT will prepare preliminary details and control schematics for the
installation and control of MEP/FP equipment.

2.4. DESIGN DEVELOPMENT (60%)—STRUCTURAL
2.4.1. The CONSULTANT will continue the development of the Schematic Design
structural drawings during this Design Development phase. A structural analysis
model will be developed to facilitate design of structural vertical and lateral load
carrying elements and the foundation systems.
2.4.2. The CONSULTANT will prepare a set of Design Development structural drawings.
These plans will be generated from a three-dimensional BIM model. The BIM model
will be coordinated and integrated with other project disciplines with primary
coordination/integration with the Architectural SUBCONSULTANT.
2.4.3. The CONSULTANT assumes that basic building plans, elevations and sections are
readily available in a timely manner and will be provided by the architectural
SUBCONSULTANT. A site inspection will be conducted to verify that the proposed
details and approaches to the modification of the existing structure are feasible and to
document dimensions and details that may not be included in the existing building
plans.
2.4.4. The CONSULTANT will attend routine weekly meetings with the Architectural
SUBCONSULTANT, other SUBCONSULTANTS whose scope of work may
require structural considerations and coordination, the CMaR, and as determined to
be required with the SPONSOR throughout this project phase. These meetings have
been considered in other portions of this task order.
2.5. DESIGN DEVELOPMENT(60%)—ARCHITECTURAL
2.5.1. The CONSULTANT will coordinate and provide direction to the Architectural
SUBCONSULANT throughout this Design Development phase of the project
including the SUBCONSULTANT'S required attendance at routine weekly meetings.

analysis and design of items listed in the Design Development(60%)—MEP/FP.
3.3.2 The CONSULTANT will provide final coordination with the FAA, TSA and
SUBCONSULTANTS regarding their power, data, security and telecom needs
required throughout the duration of design phase.
3.3.3 The CONSULTANT will prepare final Construction Documents for the proposed
terminal expansion project to include the final BIM mechanical, electrical,plumbing,
and fire protection models with final plans listed in Design Development (60%) —
MEP/FP.

3.4 CONSTRUCTION DOCUMENTS (90%)—STRUCTURAL

conformance with the Building Code of Florida and develop procedures and formats
for reporting results prior to the start of construction. The CONSULTANT will
recommend the appropriate content and frequency of the periodic testing and
subsequent reports.
3.4.2 The CONSULTANT will continue the development of structural drawings. The
structural analysis model will be refined to facilitate design of structural vertical and
lateral load carrying elements and the foundation systems, which is integrated with
other project disciplines with primary coordination/integration with the Architectural
SUBCONSULTANT.

software. The drawings will be stamped and signed by appropriate design
professionals registered to practice in the State of Florida. It is assumed three(3) full
sets of hardcopy documents will be required using "E"-size drawings (30"x42").

5. BIDDING AND AWARD ASSISTANCE
5.1 BIDDING AND AWARD ASSISTANCE—GENERAL
5.1.1 The CONSULTANT and SUBCONSULTANTS will prepare bidding document
packages (Bid Documents) to reflect the specific requirements of the FAA, and the
SPONSOR. This will include the documents prepared in the aforementioned scope,
as well as the Bid Set drawings for each of the anticipated four (4) Bid Phases. The
Bid Documents will be made available in electronic format on the CONSULTANT's
online bid portal or as required by the SPONSOR.

5.1.2 The CONSULTANT will attend up to four (4) CMaR-led pre-bid conferences (one
(1)conference for each of the assumed four(4)bid packages)at EYW to assist CMaR
in presenting the projects to interested parties and to record contractors' and sub-
contractors' questions. The CONSULTANT will assist CMaR in conducting a site
walk of the project area to allow the contractors and sub-contractors to observe the
existing conditions and to ask questions regarding their observations. The
CONSULTANT will prepare written responses to questions that require additional
information not available at the time of the pre-bid conferences and will distribute the
responses to the CMaR for each of the four(4)bid packages of the PROJECT.
5.1.3 The CONSULTANT and SUBCONSULTANTS will answer questions from
potential bidders concerning the Bid Documents. The CONSULTANT will prepare
and issue up to five (5) addenda for each to bid package to the Bid Documents
recipients to clarify,modify,or correct the Bid Documents. The CONSULTANT will
answer questions and provide technical advice to the SPONSOR concerning the Bid
Documents.
5.1.4 The CONSULTANT and SUBCONSULTANTS will assist CMaR in reviewing the
bids with the SPONSOR and answer the SPONSOR's questions concerning the
apparent bid results if required.
6. SCOPE OF SERVICES ASSUMPTIONS
6.1 GENERAL
6.1.1 This contract includes design services through the bidding and award of an anticipated
four (4) construction Bid Packages to complete the PROJECT. A separate
Construction Administration and Management services contract will be developed for
the construction phases of the project.
6.1.2 Scope and Objectives of the PROJECT are as stated per Project
Overview/Description.
6.1.3 The anticipated baggage handling subconsultant is identified earlier in this
document,but due to the potential for a large variation in their scope of work(based
on CMaR construction phasing), their scope is not included and will be added via
amendment later.
6.1.4 It is assumed that variances from applicable Code requirements will not be required.
6.1.5 The Federal Equal Employment Opportunity(EEO)requirements will take precedent
over the State EEO requirements and the EYW specific Disadvantaged Business
Enterprise (DBE)program will be the governing EEO program.
6.1.6 All interior work for the existing ticketing area is excluded from this scope of work.

6.1.7 The proposed two large concession spaces and three QSR's in Concourse A will be
designed as shell spaces as part of this task order. As the specific needs of the future
tenants are defined, this task order can be amended to include this work.
6.1.8 The SPONSOR meetings are assumed to be held at EYW. CONSULTANT and
SUBCONSULTANT meetings to be held via teleconference or videoconference.
6.1.9 Destructive/invasive investigations are not anticipated as part of this scope of work.
6.1.10 Any specific requirements for the Specification Division 1 of the Contract
Documents and front-end construction contract terms, conditions, and bid forms
shall be provided by the SPONSOR for use by the CONSULTANT.
6.1.11 Leadership in Energy and Environmental Design (LEED) certification or other
sustainable features beyond building or energy code requirements are not part of
this project. Actual LEED certification and application process is excluded; but
can be provided as an Additional Service.
6.1.12 Building permitting will be through the Monroe County building inspector.
6.1.13 PROJECT electronic files will be delivered in REVIT 2021 and PDF formats.
6.1.14 The proposed design is based on the 2020 Florida Building Codes.
6.1.15 The building model will be a BIM model developed to a minimum Level of
Development(LOD) 200 as described in AIA Document E202(Building Information
Modeling Protocol Exhibit).
6.2 CIVIL/SITE
6.2.1 Design scope of services assumptions for the site/civil SUBCONSULTANT can be
found in Exhibit C.
6.3 MEP/FP
6.3.1 Mechanical/electrical services to the concessions spaces will be provided based upon
information from concessionaires.
6.3.2 No landside MEP/FP services are required (e.g. parking lot lighting, road lighting,
entryway lighting, ticket booths, etc.).
6.3.3 The building management system, fire alarm system and security systems will be an
extension of the legacy systems, which will be interfaced with the proposed system
extensions.
6.4 STRUCTURAL
6.4.1 The CONSULTANT has assumed that the structure will be founded on auger cast
piles or a similar foundation system.

6.4.2 The CONSULTANT will be provided with existing structural drawings of the existing
building. It is assumed that these drawings will reflect the original constructed
condition of the building, and all changes made since the original construction. The
drawings will be complete enough such that a BIM model of the existing structure can
be constructed. No selective demolition will be performed to expose hidden structural
elements.

Scope of Services
Mead & Hunt Inc., (Subconsultant) will provide design services for Architectural, Interiors, Sustainability,
Waste Diversion Planning, Visualization, BIM Coordination, Public Area Lighting Design, and Security
Screening Checkpoint Design, and Quality Assurance/Agency Coordination services for Monroe County,
Florida (Sponsor / Owner) at the proposed Key West International Airport (Airport) Concourse A and
Terminal improvements as a Subconsultant to McFarland-Johnson Inc (Consultant).
Abbreviations for personnel referenced herein are as follows: Quality Assurance Lead (QA) Architectural
Lead (AL), Lead Project Architect (LP) Project Architect (PA), Interior Designer (ID), Sustainability
Consultant (SC), Waste Manager (WM), BIM Coordinator(BC), Lighting Designer (LD). Additional support
staff assisting these personnel will be involved as required.
The professional services shall be provided by the Subconsultant in a continuous design process to include
the following tasks:
1. Quality Assurance,Agency Coordination, and Project Administration
Upon notice to proceed, this phase will include the following items:
Agency Coordination Services: Assist Consultant with identifying relevant Federal, State, and local codes,
regulations, and ordinances prior to beginning design and consistently review design plans for compliance
with these regulations. This high level of dedicated QA review will be supported by key staff that have
working relationships with the Federal Aviation Administration (FAA),Orlando Airports District Office(ADO),
Southern Region and headquarters offices, as well as the Florida Department of Transportation (FDOT)
District 6 and central Office, and other state agencies to facilitate coordination and communication of
regulatory challenges that may arise.

Project Administration: This task provides Subconsultant's project administration and coordination
throughout the course of this project and will involve communicating project progress and issues with the
Consultant, coordinating the Subconsultant's team's activities, weekly team meetings with the Consultant,
reviewing the design with the CMaR, providing oversight of internal quality control, organizing project
information, administering invoices, and managing the project budget.
Subconsultant's Internal Project Administrative Services include:
• Establishing project scope and fee.
• Prepare, coordinate and update our project work plans and tasks.
• Prepare, coordinate and update our project work schedule.
• Coordination our services with Consultant and their other subconsultants' services.
• Conduct internal team coordination meetings.

2. Schematic (30%) Phase
Following the completion of our prior Programming Verification services and with Consultant's authorization
to proceed,the Schematic(30%) phase will include design work for further development of the architectural,
interior,sustainability, BIM Coordination, visualization, and lighting design including coordination with other
disciplines. The purpose of these documents is to clearly identify changes and enhancements made during
the Program Verification Task Order, to the 15% Preliminary Design Documents prepared by Jacobs. This
phase will include the following elements:
General Tasks
■ Field verify existing conditions as needed to affirm design.
■ Update design layout to include requirements from an evaluation and application of building code
to the proposed work, and code summary prepared by Consultant's code subconsultant and other
subconsultants.
o Update plans for egress, accessibility, and fire-rated construction.
o Coordinate fire-rated construction requirements with other disciplines/subconsultants.
■ Develop 30% Construction Document level drawings:
o Architectural and interior design including floor, ceiling, and roof plans, building sections,
wall sections, exterior elevations, primary interior elevations, curtainwall elevations,

construction cost estimating update purposes. The deliverables provided at the conclusion of this phase
will be further developed drawings and specifications. The following Construction Documents services
will be provided:
General Tasks—
Progress the development of the construction drawings and specifications for architectural, interiors, and

■ Finalize FF&E plans and schedules.
■ Coordination with code subconsultant and wayfinding subconsultant's services for incorporation
of their comments into the building design.
■ Finalize the development of the related material specifications for bidding and construction.
■ Submit 100% Construction Document Review/Permit Set to Consultant for maximum 1-month
concurrent reviews by Consultant, Owner, Atkins, AHJ-Permitting, and TSA. Review CMaR and
AHJ-Permitting comments with Consultant and Owner if necessary, prior to incorporating them
into 100% Documents for issue.
■ Verify lighting design (public areas only) layout, product selections, lighting schemes with
Consultant's electrical engineer for inclusion in Consultant's electrical final construction
documents
■ Coordination with Atkins for their revisions to Construction Safety Phasing Plan to incorporate
FAA review comments, and their resubmittal of final to FAA.
■ Review of design for incorporation of sustainability in all design disciplines final documents.
o Review project design documentation for conformity and progress with sustainability,
resiliency goals, and strategies
o Update sustainability, resiliency narratives, and strategies for project if required.

Scope of Services
McFarland Johnson (CONSULTANT) has requested that Atkins North America
(SUBCONSULTANT) perform the following design phase scope of services for the New
Concourse A and Terminal Improvements (PROJECT) covers services for the Site/Civil design
and includes permitting with the South Florida Water Management District (SFWMD), if required,
sanitary sewer permitting through both the City of Key West and the Florida Department of
Environmental Protection (FDEP), and water permitting (if required) through the Florida Keys
Aqueduct Authority (FKAA) and FDEP. The SUBCONSULTANT will also provide the Cost
Estimating and QAQC services of the overall design documents at each milestone as described
herein. The design development will be in coordination with the CONSULTANT, SPONSOR, and
CMaR for their input.
Site Civil/Stormwater/Utilities
The intent of this scope of services is to design airfield and utility modifications necessary to
support the New Concourse A and Terminal Improvements (PROJECT) at Key West International
(EYW) Airport. In a previous task order, the SUBCONSULTANT validated the program set forth
in the Concourse A Schematic Design Narrative Report, dated October 19th, 2020, and the
Concourse A Schematic Design 15% Plans, dated June 17th, 2020.
It being understood and agreed that there will be no substantial changes from the PROJECT
description, space, layout, or functionality set out 15% documents or permits, except as expressly
authorized by SPONSOR in writing. To that end, the design objectives and constraints, space,
capacity and performance requirements, flexibility and expendability, and any budgetary
limitations shall be as described in the 15% Concept Documents as may be amended by
SPONSOR accepted changes submitted by SUBCONSULTANT in this validation phase.
Based on the 15% Concept Documents, the PROJECT will include the reconstruction of a portion
of the apron and associated improvements to support the New Concourse A and Terminal
Improvements including the following project elements:
• Airfield Phasing including CMaR Coordination
• Airfield pavement reconstruction as required to construct the new concourse;
• Airfield pavement design;
• Airfield pavement markings;
• Site sanitary and water improvements;
• Site grading and drainage improvements and associated erosion control;

Cost Estimating
The SUBCONSULTANT will provide Cost Estimating services of the design documents at 30%,
60%, and 90% Design Document milestones. The cost estimating services included are the

The QC review process using Bluebeam software as a QA/QC tool, which documents and tracks
the entire five-step review process in a cloud-based, real-time environment. The
SUBCONSULTANT will provide a training session for the team in the five-step Bluebeam review
process.
Step 1: The SUBCONSULTANT will input all the documents into a Bluebeam session once the
team's consultants notify Atkins that Step 1 is complete. All consultants will be notified the Session
is open. Team will be sent a link.
Step 2: The SUBCONSULTANT will perform an independent review of all the documents in the
Bluebeam session. Once the review is complete each consultant team will be notified, and they

can proceed with Step 3. At the onset of Step 3 the SUBCONSULTANT will conduct a team wide
call to review the comments with the team.
Step 3: Each consultant will resolve their comments made in Step 3. It is assumed this will involve
cross discipline discussions.
Step 4: Each consultant will verify the correct changes were made.
Step 5: Each consultant will verify all the comments have been addressed.
Step 5a: The SUBCONSULTANT will close the Session out as complete. A permanent record will
be kept of the session and comments.
A. BASIC SERVICES
The Basic Services for this PROJECT include the following design and permitting services by
the SUBCONSULTANT.
TASK 1 — Project Administration and Coordination
Task 1.1 The SUBCONSULTANT's Project Manager and respective design leaders will
coordinate with agencies having jurisdiction and subconsultant firms as necessary to
complete the design phase services. The SUBCONSULTANT's Project Manager and
respective design leaders will participate in telephone calls and Microsoft Teams, WebEx or
similar web conferences with the SPONSOR, CONSULTANT, and CMAR as reasonably
required to accomplish the tasks and objectives of this phase.
This task also involves the internal management of the contract including project bookkeeping,
billing, and coordination with the CONSULTANT. The SUBCONSULTANT's Project Manager
will be readily available to the project team and the CONSULTANT to oversee necessary
project related elements. The SUBCONSULTANT's Project Manager will be the main point of
contact to the CONSULTANT and will be responsible for ensuring that the Project's goals and
objectives are met within the agreed upon schedule.
Task 1.2 The SUBCONSULTANT will attend a kick-off meeting with the CONSULTANT,
SPONSOR, and CMaR to discuss the goals and objectives for the project. The
SUBCONSULTANT's Project Manager and/or technical leads will attend the meetings as
appropriate to perform the work.
Task 1.3 The SUBCONSULTANT will prepare a quality control (QC) plan for the PROJECT
in accordance with the SUBCONSULTANT's Quality Control and Assurance for Projects
(QCAP) program. This will include a plan for project deliverables to be reviewed by a qualified
technical expert who is independent of the design team. The plan will address how the QC
process will be incorporated into the various design phase submittals.
TASK 2 — Schematic Design (30%)
Task 2.1 The SUBCONSULTANT'S Project Manager and/or appropriate technical leads will
prepare for and attend various PROJECT team meetings. It is anticipated that there will be
ten (10) virtual team coordination meetings, four (4) virtual meetings with the CONSULTANT,
SPONSOR, and CMaR, and one (1) in-person document review meeting with the
CONSULTANT, SPONSOR, and CMaR for this phase of the PROJECT. The CONSULTANT
shall record the meeting minutes of all meetings.

Task 2.2 Under this task the SUBCONSULTANT will prepare the 30% Design for the
Site/Civil elements of the PROJECT. At this phase, the design will include the project design
components to reflect the project goals and objectives while still allowing for modifications.
The 30% Design will include preliminary airside geometry and associated aircraft parking
layouts, future terminal building location, stormwater management locations, etc. The
drawings are anticipated to include the following type of sheets:
• Cover Sheet
• Index of Drawings
• Site Plan
• Airfield Phasing and CMaR Coordination
• Airfield Demolition Plan(s)
• Airfield Typical Pavement Sections

Task 2.3 The SUBCONSULTANT's Project Manager and/or appropriate technical leads
shall schedule, prepare for and attend pre-application meetings with the respective agencies
as needed for the permits listed below. The SUBCONSULTANT shall establish agency review
contacts and confirm the permit types, required forms, fees, and timelines and shall prepare
notes to be presented to the CONSULTANT and the project team for the following permits
and respective agencies:
i. Environmental Resource Permit - South Florida Water Management District
ii. Sanitary Sewer Permitting - City of Key West and the Florida Department of
Environmental Protection (FDEP)
iii. Water Permitting - Florida Keys Aqueduct Authority (FKAA) and FDEP
Task 2.4 The SUBCONSULTANT shall collect, review, compile, and summarize available
data related to the PROJECT. The SUBCONSULTANT will review the SPONSOR's files and
records to determine relevant information for the SPONSOR to provide, such as the airport
master plan, airport layout plan, pavement evaluation reports, aerial photogrammetry, survey
data, previous design plans as-builts, specifications, water/sewer reports/records, and
geotechnical investigation reports. A written summary and assessment of this available
relevant data will be included in the 30% Design Report.
Task 2.5 The SUBCONSULTANT will review the topographic and subsurface utility
exploration (SUE) surveys completed as part of the PROJECT. The resulting data will be
utilized by the SUBCONSULTANT in the Site/Civil design of the PROJECT.
Task 2.6 The SUBCONSULTANT will review the geotechnical investigation reports
completed as part of the PROJECT. The resulting geotechnical information will be utilized by
the SUBCONSULTANT in designing pavements and stormwater and sanitary facilities. A
summary of the pavement design will be included in the 30% Design Report.

Task 2.7 The SUBCONSULTANT will perform quantity take-offs for Site/Civil elements.
Task 2.8 The SUBCONSULTANT will prepare a design narrative documenting the basis of
design and criteria for the Site/Civil elements of the PROJECT. This report will include a
summary of site investigation data, preliminary design analysis, preliminary design
calculations, technical specification outline, and applicable standards.
Task 2.9 The SUBCONSULTANT will prepare a cost estimate in Master format for the 30%
Design. The SUBCONSULTANT will review the cost estimate with the SPONSOR,
CONSULTANT, and CMaR. The 30% cost estimate will be updated based on the review and
reconciliation with the design team. The 30% cost estimate will then be updated based on the
two-day workshop with the CONSULTANT, SPONSOR, and CMaR.
Task 2.10 The SUBCONSULTANT will conduct an in-house quality control review of the 30%
Design Documents prior to submittal to the CONSULTANT in accordance with the
SUBCONSULTANT QC Plan referenced above.
Task 2.11 The SUBCONSULTANT shall compile, submit, and distribute PDF copies of the
Site/Civil 30% Design Plans, Design Report, and overall PROJECT Cost Estimate to the
CONSULTANT, SPONSOR, and CMaR.
Task 3: Design Development (60%)
Task 3.1 The SUBCONSULTANT shall review the comments received from the SPONSOR
from the 30% Design submittal review and incorporate applicable comments into plans,
specifications, and design narrative. The SUBCONSULTANT shall provide a written response
to each comment stating how it will be incorporated into the documents or why it was not
applicable.
Task 3.2 The SUBCONSULTANT'S Project Manager and/or appropriate technical leads will
prepare for and attend various PROJECT team meetings. It is anticipated that there will be
fifteen (15) virtual team coordination meetings, eleven (11) virtual meetings with the
CONSULTANT, SPONSOR, and CMaR, and one(1) in-person document review meeting with
the CONSULTANT, SPONSOR, and CMaR for this phase of the PROJECT. The
CONSULTANT shall record the meeting minutes of all meetings.
Task 3.3 This task includes the development of drawings necessary and appropriate for a
60% level of design for the Site/Civil elements of the PROJECT as determined by the
SUBCONSULTANT. The 60% Design drawings shall include major design items and provide
information to define the scope of the PROJECT. Major PROJECT elements will be included,
but detailed design items may not be included in this submission. The drawings are anticipated
to include the following type of sheets:

Task 3.4 The SUBCONSULTANT's Project Manager and/or appropriate technical leads
shall schedule, prepare calculations, exhibits, and other supporting documents required for
application submittals with the respective agencies as needed for the permits listed
below. The Consultant's Project Manager and/or appropriate technical leads shall prepare
and submit the following permit applications to the respective agencies:
i. Environmental Resource Permit— South Florida Water Management District
ii. Sanitary Sewer Permitting —City of Key West and the Florida Department of
Environmental Protection (FDEP)
iii. Water Permitting — Florida Keys Aqueduct Authority (FKAA) and FDEP
Task 3.5 The SUBCONSULTANT will develop a preliminary list of appropriate PROJECT
bid items and methods of measurement and payment for Site/Civil elements for the
construction of the PROJECT in concert with the CMaR. The SUBCONSULTANT will perform
quantity take-offs for Site/Civil elements.
Task 3.6 The SUBCONSULTANT will prepare a draft Construction Safety and Phasing Plan
(CSPP) for the PROJECT in accordance with FAA requirements. The SUBCONSULTANT will
solicit input from the SPONSOR and CMaR regarding necessary safety and phasing
requirements for the construction of the PROJECT.
Task 3.7 The SUBCONSULTANT will prepare a 7460 for the temporary construction and
proposed site plan for the PROJECT in accordance with FAA requirements.
Task 3.8 The SUBCONSULTANT will develop draft technical specifications for the
PROJECT based on the FAA, FDOT, or CSI standards as appropriate in concert with the
CONSULTANT and CMaR. If standard technical specifications are not available for a
particular construction item, the SUBCONSULTANT will create the necessary technical
specification.
Task 3.9 The SUBCONSULTANT will update the design narrative to document additional
design progress. This report will include a summary of site investigation data, design analysis,
design calculations, and applicable standards.
Task 3.10 The SUBCONSULTANT will prepare a cost estimate in Master format for the 60%
Design. The SUBCONSULTANT will review the cost estimate with the SPONSOR,
CONSULTANT, and CMaR. The 60% cost estimate will be updated based on the review and

reconciliation with the design team. The 60% cost estimate will then be updated based on the
two-day workshop with the CONSULTANT, SPONSOR, and CMaR.
Task 3.11 The SUBCONSULTANT will conduct an in-house quality control review of the 60%
Design Documents prior to submittal to the CONSULTANT in accordance with the
SUBCONSULTANT QC Plan referenced above.
Task 3.12 The SUBCONSULTANT shall compile, submit, and distribute PDF copies of the
Site/Civil 60% Design Plans, Technical Specifications, Design Report, and overall PROJECT
Cost Estimate to the CONSULTANT, SPONSOR, and CMaR.
Task 4: Construction Documents (90% & GMP)
Task 4.1 The SUBCONSULTANT will review the comments received from the SPONSOR
on the 60% Design submittal review and incorporate applicable comments into plans,
specifications, and design narrative. Then the SUBCONSULTANT will continue to progress
the plans, specifications, and drawings to a 90% Design level. At 90% Design, the PROJECT
elements and details will be essentially complete and ready for final review. When the 90%
Design drawings are submitted to the SPONSOR, they shall be considered final design
documents pending only AHJ's review and approval to proceed with bidding.
Task 4.2 The SUBCONSULTANT'S Project Manager and/or appropriate technical leads will
prepare for and attend various PROJECT team meetings. It is anticipated that there will be
fifteen (15) virtual team coordination meetings, eleven (11) virtual meetings with the
CONSULTANT, SPONSOR, and CMaR, and one(1) in-person document review meeting with
the CONSULTANT, SPONSOR, and CMaR for this phase of the PROJECT. The
CONSULTANT shall record the meeting minutes of all meetings.
Task 4.3 This task includes the development of drawings necessary and appropriate for a
90% level of design for the Site/Civil elements of the PROJECT as determined by the
SUBCONSULTANT. The drawings are anticipated to include the following type of sheets:

• Site Plan
• Airfield Construction Phasing, Safety Plan, and Coordination with CMaR
• Airfield Demolition Plan(s)

Task 4.4 The SUBCONSULTANT will finalize and submit the Environmental Resource
Permit (ERP) application to South Florida Water Management District (SFWMD). This
includes agency coordination, ERP application, submittal of project plans and supporting
documents for drainage and environmental components, and responses to agency requests
for additional information (max. two requests for additional information are assumed). Any
changes due to permitting will be incorporated into the Bid Documents. A project assumption
is there are no FDOT Drainage Connection Permit or any local permits necessary.
Task 4.5 The SUBCONSULTANT will update the list of appropriate PROJECT bid items and
methods of measurement and payment for Site/Civil elements for the construction of the
PROJECT in concert with the CMaR. The SUBCONSULTANT will perform quantity take-offs
for Site/Civil elements.
Task 4.6 The SUBCONSULTANT will finalize and submit the CSPP to the FAA for their
review and approval.
Task 4.7 The SUBCONSULTANT will update the technical specifications for the PROJECT
in concert with the CONSULTANT and CMaR.
Task 4.8 The SUBCONSULTANT will update the design narrative to document additional

Site/Civil 100% QC/Permit Design Plans and Technical Specifications to the CONSULTANT,
SPONSOR, and CMaR.
Task 6: 100% Design (Bid Documents)
Task 6.1 The SUBCONSULTANT will complete the plans and specifications to a level
necessary for bidding. Documents will be updated to include bidding dates and requirements
as provided by the CONSULTANT.
Task 6.2 The SUBCONSULTANT'S Project Manager and/or appropriate technical leads will
prepare for and attend various PROJECT team meetings. It is anticipated that there will be
four (4) virtual team coordination meetings, two (2) virtual meetings with the CONSULTANT,
SPONSOR, and CMaR, and one (1) in-person document review meeting with the
CONSULTANT, SPONSOR, and CMaR for this phase of the PROJECT. The CONSULTANT
shall record the meeting minutes of all meetings.
Task 6.3 The SUBCONSULTANT shall conduct an in-house quality control review of the
100% Design Bid Documents prior to submittal to the CONSULTANT in accordance with the
SUBCONSULTANT QC Plan referenced above.
Task 6.4 The SUBCONSULTANT shall compile, submit, and distribute PDF copies of the
Site/Civil 100% Design Bid Document Plans and Technical Specifications to the
CONSULTANT, SPONSOR, and CMaR.
Task 7: Bid Phase Services
Task 7.1 This task includes assistance to the CONSULTANT, SPONSOR, AND CMaR
during the bidding phase of the PROJECT. The SUBCONSULTANT will prepare for and
attend the Pre-Bid Conference and address technical questions. The SUBCONSULTANT will
also respond to written technical questions from prospective bidders which are submitted to
the CMaR with respect to the documents prepared under this scope of services. The
SUBCONSULTANT will prepare addenda relating to the design as necessary to interpret or
clarify the Bidding Documents for construction.
Task 7.2 The SUBCONSULTANT'S Project Manager and/or appropriate technical leads will
prepare for and attend various PROJECT team meetings. It is anticipated that there will be
four (4) virtual team coordination meetings with the CONSULTANT, SPONSOR, and CMaR
for this phase of the PROJECT. The CONSULTANT shall record the meeting minutes of all
meetings.
Task 7.3 The SUBCONSULTANT will also prepare a set of Conformed Documents for use
during construction of this project. Conformed Documents result from the integration of items

modified and/or revised via addendum during the Bidding Phase into the Bidding Documents
(plans and specifications), resulting in an "official' set of Conformed Documents to be used
for Construction.
Task 7.4 The SUBCONSULTANT shall conduct an in-house quality control review of the
Conformed Documents prior to submittal to the CONSULTANT in accordance with the
SUBCONSULTANT QC Plan referenced above.
Task 7.5 The SUBCONSULTANT shall compile, submit, and distribute PDF copies of the
Site/Civil 100% Conformed Documents Plans and Technical Specifications to the
CONSULTANT, SPONSOR, and CMaR.

B. BASIC ASSUMPTIONS
The following is a list of assumptions forming the basis of the SUBCONSULTANT's cost proposal
for providing the services detailed in the Scope of Services for this PROJECT. Any modification
and/or revision to these basic assumptions will constitute a change in the project scope and may
result in a revision to the SUBCONSULTANT's cost proposal.
1. The SPONSOR will provide any record documents that relate to the project area such
as existing information for location of utilities.
2. Documents will be created in the SUBCONSULTANT's standard format. All drawings
will be created in black and white AutoCAD and Revit format using English units.
Technical specifications will be provided in Master Spec, FAA, or FDOT standard format
as determined appropriate by the CONSULTANT.
3. The SPONSOR will provide the latest edition of their standard "front end" documents to
the CONSULTANT for incorporation into the bid documents. The SUBCONSULTANT
will assist the CONSULTANT in updating the front-end documents for the PROJECT.
4. The SPONSOR will pay all costs required for permitting directly. The
SUBCONSULTANT shall not be responsible for payment of any permitting fees.
5. Geotechnical investigations to support the project design are not included and will be
completed by others.
6. Uploading data in the FAA/GIS Database or creating a project on the FAA/GIS is not a
part of the Scope of Services as enumerated above. If this information is required, the
tasks associated with same will require additional fee negotiations.
7. Utility design and bid documents may be an early works bid package pending available
funding for the PROJECT.
8. The following items are excluded from the PROJECT scope of services but can be
added for additional fee if desired:
