ITEM BACKGROUND: The FKAA has had over four years to complete Little Venice, Conch Key, and Bay Point. Only Little Venice has been completed with the exception of customer hookups. All these projects have exceeded $16,000 per EDU of taxpayers I money. In contrast to this, Key West Resort Utilities provided 1,500 EDU's and an upgrade to A WT on their existing plant for $438.00 per EDU. Monroe County will receive back over $3,100,000 of the $3,900,000 paid to this utility. This project was also completed in nine months and under budget. As a parallel bid process will only provide the two high bids, Monroe must be the one government agency requesting bids on the Big Coppitt, Rockland, and Cudjoe wastewater projects. CONCLUSIONS AND RECOMMENDATIONS .1~ I', ,. In order to provide a comprehensive feasibWty study and cost of service analysis to provide wastewater service to the Boca Chica Community Service Area, several steps needed to be completed. The first of these was a determination and projection of the wastewater generation rates. A projected wastewater generation rate of 352,011 gallons per day was calculated for the Boca Chica Community Service Area. Next, the ability of existing wastewater systems within the service area needed to be evaluated. Although there is an existing wastewater treatment plant near the service area, no wastewater collection system existed within the service area nor is the existing wastewater treatment plant large enough to accommodate the projected wastewater flows without expansion. Therefore, three alternatives to providing wastewater service for the Boca Chica Community Service Area were developed. An analysis of the facflities required for each alternative, based upon the two types of treatment processed under consideration, was then developed. Both estimated construction costs and estimated annual operation and maintenance costs were developed for each alternative under consideration. A series of ranking factors,including costs, were developed, and each wastewater service alternative was ranked against each; of the ranking factors. From these rankings, and overall score was determined for each alternative. Based on these overall scores, the alternative providing wastewater service via a FKAA Regional Plant using the USBF treatment option was ranked that highest. The alternative considering expansion of the Key West Resort Utility (KWRU) treatment plant using a USBF process was- the second highest ranked option. A vacuum sewage collection system was determined to be the most feasible collection system option to utilize in conjunction with the FKAA Regional Plant. Effluent disposal will be via four shallow injection wells. The total estimated cost for construction of the collection system, 355,000 gallon per day regional treatment facility, and shallow injection wells is $16,425,566. Estimated operation and maintenance costs are approximately $136,880 per year. The FKAA Regional Plant using USBF treatment will serve the Boca Chica Community Service area throughout the planning period of 2023 and wl/l provide wastewater service in accordance with applicable rules and regulations.
