AGENDA ITEM WORDING: Ratification of the Notice to Proceed and Task Order(s) with DRC,
Inc. to perform debris management services within Monroe County as a result of Humcane Dennis
ITEM BACKGROUND: Monroe County was included in Disaster Summary For FEMA-159S-DR,
Florida, under Public Assistance, for assistance for debris removal and emergency protective measures.
Monroe County has an agreement with DRC, Inc., dated April!, 2002, as amended, to provide disaster
response and recovery services after a disaster. DRC, Inc. has been issued a Notice to Proceed and
Task Orders to proceed with the loading, hauling and transport of debris within the unincorporated
areas of Monroe County and other County operated properties/facilities, as directed. The
aforementioned Notice to Proceed and Task Order(s) were signed by the County Administrator
pursuant to Monroe County's Local State of Emergency declaration for Hurricane Dennis.
PREVIOUS RELEVANT BOCC ACTION: On February 13, 2002, the Board approved Agreement
for Disaster Response and Recovery Services with DRC, Inc. that became effective April!, 2002. On
September 17,2003, Board approved Amendment to Agreement with DRC, clarifYing County's labor
and equipment options and authority to issue task orders in response to a disaster or emergency
declaration.

Escambia and Santa Rosa Counties.
Public Assistance
(Assistance to State and local governments and certain private nonprofit
organizaUons for the repair or replacement of disaster-damaged facilities):
Bay, Calhoun, Escambia, Franklin, Gulf, Holmes, Jackson, Monroe, Okaloosa,
Santa Rosa, Wakulla, Walton, and Washington Counties for assistance for debris
removal and emergency protective measures, including direct Federal
assistance. For a period of up to 72 hours, assistance for emergency protective
measures, including direct Federal assistance, will be provided at 100 percent of
the total eligible costs. The period of up to 72 hours at 100 percent excludes
debris removal.
Consistent with the requirement that Federal assistance be supplemental, any
Federal funds provided under the Stafford Act for Public Assistance will be
limited to 75 percent of the total eligible costs.
Hazard Mitigation Grant Program

organizations for actions taken to prevent or reduce long term risk to life and
property from natural hazards):
All counties in the State of Florida are eligible to apply for assistance under the
Hazard Mitigation Grant Program.

Dear Mr. Isakson:
This serves as your Notice to Proceed and Task Order(s) with debris management services within Monroe County as a
result of Hurricane Dennis, and as directed by Monroe County in accordance with the terms of the contract executed with DRC,
Inc., dated Aprill, 2002, as amended. As you know, this has been deemed an emergency situation and will be processed in
tenus of emergency procedures.
DRC, Inc. shall perform the following tasks to assist the County in responding to the aftennath of Hurricane Dennis:
· The Contractor is tasked to proceed with the loading, hauling, and transport of debris from public rights-of-
way, streets and roads within the unincorporated areas of Monroe County and other County operated
properties/facilities, as directed, to the identified Temporary Debris StaginglReduction (TDSR) Sites.
. The Contractor is tasked to proceed with reduction and site management at the following identified TDSR
Sites: I). SugarloafElementaJy School located at mile marker 19, and 2) the Quay Property located at mile
marker 102.
· The County reserves the right to task the Contractor with final disposal services by issuance of an amended:
Notice-to~ProceedJTask Order during project progression.
. The County will compensate the Contractor in accordance witb Article 3 of the above referenced contract.

AMENDMENT TO NOTICE TO PROCEED
AND TASK ORDER
Ref: Contract for Disaster Response and Recovery Services between DRC, Inc., and Monroe
County, Florida
The following amendment to the Notice to Proceed issued on July 14, 2005, is agreed
upon as requested:
"The Contractor is tasked to proceed with the loading, hauling, and transport of debris within
unincorporated areas of Monroe County and other County operated properties/facilities, as
directed, to the identified Temporary Debris StaginglReduction (TDSR) Sites", shall be amended
to read:
"The Contractor is tasked to proceed with the loading, hauling, and transport of debris within
unincorporated areas of Monroe County, the City of Key Colony Beach, and other County
operated properties/facilities, as directed, to the identified Temporary Debris StaginglReduction
(TDSR) Sites".
All other stipulations to remain the same and in effect.
Please acknowledge concurrence with the above by DRC, Inc., by having the appropriate
person sign this Notice to Proceed and Task Order
