"'HEREAS, The Board of Trustees of the Intemallmprovement Trust Fund (State) claim tjtle to c-et1ain sovereignty submerged lands within the bounds of the Dry Tortugas National Park, and WHEREAS, Congress established Dry Tortugas National Park (Park) in 1992 and directed and authorized the National Park Service (Service) to manage the park for the purposes of protecting and preserving a pristine subtropical marine ecosystem, and WHEREAS. it is seen as mutually beneficial to manage the submerged lands within Dry T ortugas National Park in a manner to ensure the protection and preservation of the significant natural and cultural resources located within the Park through a Management Agreement between the two parties, now, therefore BE IT RESOLVED BY THE BOARD OF COli NT\' COl\fMISSIONERS, !\IONROE COl;NTY, FLORIDA THAT: Section l. The Board of COlliIty Commissioners supports the approval of a .Management Agreement between the State of Florida, Board of Trustees of the Internal Improvement Trust Fund and the U.S. Department of the [nterior, National Park Service. Section 2. It is recommended that, as part of the Management Agreement, the Service agree to manage the natural and cultural resources within the bounds of the Park consistent with federal law, regulation and policies, including the General Management Plan Amendment/Final Environmental Impact Statement for Dry Dry TortUglI.'ukk" 7H 2005 4:16:00 P\l p.~ Commissioner Neugent Tortugas National Park with the intent to protect and preserve said resources in perpetuity- Section 3. It is recommended that the State and Service collaborate for the purposes of protecting and preserving cultural resources when discovered within the Park; if such resources are removed from the Park that it only be for the purposes of research or preservation and protection; such removal be carried out under joint agreement remaining in joint possession and that such resources are conserved and curated in accordance with the National Historic Preservation Act. Section 4. It is recommended that the Service agree to manage tor natural resource damage, the result of vessel groundings, through civil claims or other actions as it deems appropriate. Section S. It is recommended that the Stale and Service agree to a prohibition of all forms of oil and gas leasing, exploration, or development.
