AGENDA ITEM WORDING: Ratification of Second and Third Amendments to Notice to Proceed
and Task Orders with DRC, Inc. to perform additional debris management services within Monroe
County as a result of Hurricane Dennis
ITEM BACKGROUND: DRC, Inc. was issued a Notice to Proceed and Task Orders to proceed
with the loading, hauling and transport of debris within the unincorporated areas of Monroe County
and other County operated properties/facilities, as directed. The attached Amendments provide for
DRC, Inc. to: 1) haul the vegetative debris from Monroe County to Belle Glade, Florida, and to haul
the construction, demolition debris and seaweed to Homestead; and 2) screen the sand and seaweed
mixture at Higgs Beach and spread resulting sand on the beach. The second and third amendments
were signed by the Deputy County Administrator so that the work could proceed.
PREVIOUS RELEVANT BOCC ACTION: On July 20,2005, Board approved ratification of the
Notice to Proceed and Task Order(s) with DRe, Inc. to perform debris management services within
Monroe County as a result of Hurricane Dennis, and granted approval of the amendment to include the
City of Key Colony Beach.

The following amendment to the Notice 10 Proceed issued on July 14, 2005, is agreed
upon a:$ requested:
"The County reserves the right to task the Contractor with final disposal
services by isslJ3J1ce of an amended Notice~to~ProeeedlTask Order during
project progression" sball be amended to read:
"The Contractor is tasked to proceed with the hauling out of the reduced.
vegetative debris to the Okkelaotl1 Landfill located in Belle Glade. Florida at
$I6.80/cy, There will be no tipping fee charged for disposal of the vegetative
material at the Okkelan13 site. The construction and demolition debris as well
as the seaweed will be hauled to the Waste Management site in Homestead,
Florida at $16,8 O/cy with a tipping fee of $11.40/cy. The Contractor win pay
Waste Management for tippiog fees and then will invoice tbe County for
reimbursement of those fees:.
