AGENDA ITEM WORDING: Approval for establishment of six additional part-time positions, three
Firefighter/EMTs, two Firefighter/Paramedics, and one Battalion Chief, for field operations in the
Lower & Middle Keys Fire and Ambulance District.
ITEM BACKGROUND: The current rate of injuries, sick leave, vacation leave, and vacancies in
MSTD-l has necessitated the remaining full-time employees to work large amounts of overtime, many
times on an involuntary basis. This creates fatigue factors for these personnel that are of concern in
terms of the potential for injuries and treatment errors when working with patients. In addition, the
excessive overtime creates problems in terms of family strain for these employees. Creation of these
positions will provide a reserve pool available to provide relief for these personnel, without the extra
expense of benefits provided to fulltime employees. This has no increased cost, since the overtime is
always paid at straight-time as opposed to time and one-half rates of pay for fulltime employees once
they have met their FLSA hourly threshold. This will also create an opportunity for developing
personnel for future consideration for fulltime positions as they come available.
PREVIOUS RELEVANT BOG ACTION: The Board of Governors has previously approved part-
time positions from time to time as staffing needs dictated.
