ITEM BACKGROUND:
It is currently the Board's policy that the BOCC approve expenditures from their Promotional Fund
account. This Resolution authorizes the County Administrator and Deputy Administrator to approve
expenditures from this account in a timely manner while arranging the delivery of momentoes of
recogni tl on.

RESOLUTION NO. _~2005
A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY AUTHORIZING USE
OF PROMOTIONAL FUND ACCOUNT AND SETTING FORTH
GUIDELINES.
WHEREAS, Monroe County has established a budgeted account for promotional
purposes to generate and maintain goodwill of the public by the issuance of Conch certificates to
people who have provided service to the community, issuing plaques and awards, and sending
flowers and cards to people who have served the community who experience significant events
which the County Commission deems should be recognized; and
WHEREAS, the County Commission deems the public interest to be best served by
arranging for the delivery of these momentoes of recognition in a timely manner, rather than
requiring each request for such recognition to come before the Commission at its monthly
meeting;
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Monroe County, that:
1.
The County Commissioners are authorized to issue honorary Conch certificates as
a Commissioner deems appropriate to persons who have provided service to the
County or its municipalities, or who may bring goodwill of others to the County by
virtue of their welcome into the fold of Conchdom.
2.
The County Administrator and the Deputy Administrator are hereby authorized to
approve expenditures for flowers, cards, plaques, award certificates, and other
semblances of recognition or appreciation in compliance with the following
guidelines:
A. Expenditures for flowers, cards or other means of recognition shall be
available only for certain occasions:
(i) For local or State government officials, both retired and current:
(a) Births or deaths of immediate family members, birthdays and
dates commemorating significant government service;
(b) Upon death of such prior or current official, flowers or other
insignia of note to immediate family.
(ii) For other persons:
(a) There must first be established in writing, in support of the
expenditure, a justification of the person's contribution to the weal of the
community through past service or continuing goodwill;
(b) The provision of flowers or other insignia of condolences are
limited to the funeral or memorial services and to the immediate family of such
person.

B. Plaques, award certificates and other tokens of appreciation shall only be
issued to persons who have provided service of a public nature to one or more of
the communities in the County or the County as a whole. The recipients may be
members of the general public, whether or not associated with any not~for-profit
organization, and public employees and officials, past and present, whose
contributions to their community have been especially remarkable and worthy of
special recognition, both as a reward for a work well done and as an
encouragement to others to similarly serve the public.
C. The County Administrator and the Deputy Administrator may confer with
any Commissioner or other public official (of the County or municipality within
the County), as the Administrator or Deputy deems to be an astute adviser
concerning the persons and community affected, in determining whether the
proposed expenditure is warranted by the generation of public goodwill.
3. This Resolution shall become effective upon the date of its adoption herein.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a meeting of said Board held on the twenty-first day of December, 2005.
