AGENDA ITEM WORDING: Approval for the appointment of John Dolan-HeitIinger to the Land
Authority Advisory Board.
ITEM BACKGROUND: If appointed, John Dolan-Heitlinger will be fulfilling the term of Debra
Hanison which expires 10/20/2006. This appointment requires a representative of a not-for-profit
organization or association dedicated to the acquisition of land for preservation and conservation
purposes. As a member of the Nature Conservancy and Ducks Unlimited, two premier environmental
groups and, as a past Commander and now reserve Commander of the Coast Guard, Mr. Dolan-
Heitlinger was trained in environmental response missions and commanded and served as the executive
officer in units with major environmental response responsibilities including monitoring compliance
with and enforcing environmental laws. Cmdr. Dolan-Heitlinger's duties in 1989 were to head the
Coast Guard surface operations during the Valdez Oil Spill in Alaska where he monitored and
evaluated the oil clean-up and rescued wildlife hurt by the spilled oil.

I spent 23 years as a Coast Guard officer, 4 on active duty and 19 in the
reserves, retiring in 1997 as a Commander. During that time I was trained in
environmental response missions and commanded and served as the executive
officer in units with major environmental response responsibilities including
monitoring compliance with and enforcing environmental laws. In June and July
of 1989 I was the head of Coast Guard surface operations during the Valdez Oil
Spill cleanup in Alaska. My forces monitored and evaluated the oil cleanup and
rescued wildlife hurt by the spilled oil.
