ITEM BACKGROUND: Thc County has committed to provide funding to make costs of system development and connections reasonable to users. Borrowing money from Florida's State Revolving Loan Fund is financially advantageous. PREVIOUS RELEVANT BOCC ACTION: The September 6,2005 lnterlocal Agreement between Monroe County and the Florida Keys Aqueduct Authority commits Monroe County to provide funding, secured by special assessments, for wastewater system development in the Lower Keys. Over the past 10 years, domestic wastewater treatment facilities received over 0.9 billion dollars through the state revolving loan fund, Many domestic wastewater projects throughout the state received a significant portion of these monies.
