G \ :-~~ L<:5J :2: Big Coppitt Key Service Area Wastewater Treatment Background Several options exist to treat wastewater for this area. These options include: I. Construct new wastewater treatment plant on Rockland Key. Monroe County has already purchased land for a Public Works Complex and this land can also house a wastewater treatment plant. This option will likely be less expensive to construct but more expensive to operate, thereby resulting in higher monthly costs to property owners. 2. Construct a new transmission line to the KW Resort Utility (KWRU) wastewater treatment plant on Stock Island and have FKAA be a customer of KWRU. The plant would have to be expanded and upgraded to meet advanced wastewater treatment (A WT) standards. This option would likely cost more to construct than Option I, but would yield lower monthly costs. Operation of one wastewater treatment plant would be less expensive than operating two. 3. Construct a new transmission line to the KWRU wastewater treatment plant on Stock Island and have FKAA purchase said plant. The cost of this option depends on the purchase price of the plant. If an agreeable purchase price cannot be reached, eminent domain can be pursued. The plant would have to be expanded and upgraded to meet A WT standards. If FKAA owns the plant, then a more uniform cost can be shared between all users.
