ITEM BACKGROUND: Per the attached, the contractor desires renewal and has requested a CPI
increase (3.5% CPI increase or $8,107.83 over the current year's contract of $231,652.32). This is the
final renewal option available under the contract.

Dear Mrs. Sheila Barker, Director, Community Service Division:
Subject: Renewal of Contract for the operations of the Key Largo Animal Shelter.
The Humane Animal Care Coalition, Inc. is pleased to request the renewal of the
third year of our three year option contract with Monroe County. Please reference
Sections III and IV of our current contract. Because of increase cost for most
expenses we also are requesting the contract be renewed with the CPI increase as
specified in section IV of our existing contract.
As we complete the end of ten years of operations (8 years privately operated) at the
Upper Keys Animal Shelter for Monroe County we see progress in all areas of
shelter operations. While much works needs to be done to solve the animal
overpopulation problems, we are very pleased with the high adoptions rates and the
reduction of unwanted animals coming into the shelter. We find the main reason for
this reduction of animals, is our "Free", privately funded, spay and neuter program
that we began providing the community in July 2000. We have now spayed or
neutered over 3,000 animals at no cost to the citizens we serve. This free service
has a value near $300,000.00. The above spays figure does not include all of the
adopted animals that are also spayed or neutered before going into their newly
adopted homes. Again we will be providing the shelter operating details in our eighth
annual report that we provide to Monroe County Officials each year.
Please send us the appropriate renewal contract documentation for our signature,
and let us know if this renewal will be on the January or February BOCC meeting.

RENEWAL AGREEMENT
(Operation of Key Largo Animal Shelter)
This renewal agreement is made and entered into this 15th day of February, 2006,
between the COUNTY OF MONROE (County) and HUMANE ANIMAL CARE COALITION, INC.
(Contractor) in order to renew that certain agreement entered into on March 17, 2004, as
follows:

In accordance with Section IV - RENEWAL, this agreement is hereby renewed for
one additional year.
Section IX - PAYMENT, is amended to read as follows:
"IX. PAYMENT:
The total compensation to be paid to the Contractor in consideration of its services
under this Agreement shall be $239,760.15 per annum ($231,652.32 plus 3.5% CPI
increase of $8,107.83). The County shall pay the Contractor on a per month in
arrears basis in an amount equal to 1 /12 of the total cost of the contract, or
$19,980.01 per month. The Contractor shall provide a monthly invoice to the
Division of Community Services, and payment shall be made on or before the 15th
day of the following month."
The term of this renewal agreement shall commence on April 1, 2006, and
terminate on March 31, 2007.
In all other respects, the original agreement between the parties dated March 17,
2004, and renewed on February 16, 2005, remains in full force and effect.
