ITEM BACKGROUND: On November 30, 2005 sealed bids were opened by the Purchasing Department for a Cost Recovery Service provider. This item was proposed in an effort to assist Fire Rescue in maintaining adequate budgets and to reduce the impact to the taxpayer for expenses incurred for working vehicle accidents, hazardous material incidents and false alarm calls. It is estimated that 40-85% of vehicle accidents in a given locality involve non-residents. We were looking for a user - based system that files claims with auto insurance companies. After further consideration, staff realized that it would not be cost effective to set-up a new contractor for this additional service, when we already have a current working contract in place that allows for this additional billing. In addition, more research is required in order to identify incident procedural changes necessitated by adding this service, i.e. time spent collecting data at each incident scene, coordination with Florida Highway Patrol for sharing in their data collection, modifications to our data collecting software, and additional personnel training. Once this research is complete and reviewed for feasibility, this item will be brought back to the Board for consideration. PREVIOUS RELEVANT BOCC ACTION: On April 20, 2005 a Request for Proposal was presented before the Board for a Cost Recovery Service provider to partially recover the expense of working vehicle accidents, hazardous materials incidents and false alarm calls.
