What has to be done to establish long range, strategic planning in Monroe County - a process that requires the Commission to look ahead 7-10 years and to develop and up-date strategies to satisfy major needs. 2. What has to be done to reduce what everybody calls "micro-management" by individual Commissioners? It is understandable for a Commissioner to jump at the request of a constituent to fix a problem, but it can be disruptive and may violate standard practices. And the role of a Commissioner is supposed to be that of a policy-maker and a provider of oversight and direction - not an administrator. 3. What has to be done to improve relations with Tallahassee? In recent months, Governor Bush has referred to Monroe County Government as a "pain in the butt" and "immature". Different Commissioners communicate with Tallahassee separately probably resulting in legislators, administrators and staff people receiving contradictory information. We will be electing a new State representative in November and a new Governor. We have an opportunity to start anew. 4. What has to be done to return the Board of County Commissioners to a Board of five members? Since the Concerned Citizens Report was made, the record clearly shows that the most important decisions regarding policies and appointments to Boards are being made by the same three individuals making the opinions ofthe representatives of forty percent of the County's population irrelevant and raising a question as to whether communications are taking place in advance of and outside of deliberations in this chamber. 5. What is the appropriate approach to be used by the County Commission in working with, counseling, disciplining and dismissing appointees and employees?
