ITEM BACKGROUND: The Village Council of Islamorada approved a similar ordinance at their recent meeting, and has requested the support or Monroe County and all the municipalities within Monroe to pass similar resolutions. Hurricane Rita passed south of the Florida Keys in the Florida Straits as a strong Category 1 hurricane. At its closest point, the eye of the hunicane was 60 miles south of Islamorada. As you are aware, US Highway One is the only roadway linking the Florida Keys to each other and to the Florida mainland. We have grave concerns about the life safety issues that arise from the loss of use of US Highway One during hurricane events and during the critical recovery actions necessary after hurricanes. If a stronger storm event occurs in the area, US Highway One will again become impassable and substantial damage could be caused to the roadway. Loss of use of US Highway One at Sea Oats Beach would effectively cut off the Middle and Lower Keys from the mainland, eliminating the ability of rescue workers to provide critical support and delaying all critical recovery operations. Islamorada has taken the initiative to coordinate with Monroe County and all municipalities within the county as well as with many other agencies. Islamorada is working to improve response to hurricane events as required by the National Incident Management System in concert with State and Local Comprehensive Emergency Management Plans, The Village Council passed Resolution 06-02-09 urging the Florida Department of Transportation to include, as a priority, improvement mitigation into their five year transportation improvement program for Monroe County. Islamorada is requesting your support in this endeavor to improve US Highway One and improve hurricane response and recovery. We ask that you give this important matter the attention it requires. The Village Council of Islamorada, Village of Islands, Florida requests the support of the State of Florida, including Governor Jeb Bush, the Florida Department of Community Affairs and Division of Emergency Management in this endeavor. Section 4. Reauest for County Support. The Village Council of lslamorada, Village of Islands, Florida, requests the Monroe County Board of County Commissioners and all municipalities within Monroe County adopt similar resolutions. Section 5. Distribution. A copy of this resolution shall be provided to Governor Jeb Bush, the Florida Department of Transportation, Department ofComnllUlity Affairs and Division of Emergency Management, Monroe County and all municipalities within Monroe County. Section 6. Effective Date. This resolution shall become effective immediately upon its adoption. The foregoing Resolution was offered by Councilman Sante, who moved for its adoption on first reading.
