ITEM BACKGROUND: As affordable housing is a regional issue and not local. The cities and county need to meet and coordinate issues such as density, height restrictions, unit sizes and mixes of low, medium and moderate income units. A coordinated effort by all parties to provide affordable housing on a level playing field will enable the county and cities to work with DCA to provide the necessary permits to solve our affordable housing issues in a shorter length of time. A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY REQUESTING A JOINT MEETING OF THE COUNTY COMMISSION AND THE CITY COUNCILS OF ALL MUNICIPALITIES IN THE FLORIDA KEYS TO ADDRESS COORDINATION OF AFFORDABLE HOUSING ACTIONS. WHEREAS, the BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY (hereinafter "COUNTY") has established a workforce housing advisory committee, made several purchases of property, leased space to not-for-profit organizations to facilitate the provision of affordable/workforce housing and is working on several development agreements for the development of affordable / workforce housing; and WHEREAS, the citizens of Monroe County live and work throughout the County, both in its various municipalities and in the unincorporated areas, resulting in an interdependent and unified economy that serves the entire Florida Keys; and WHEREAS, the challenge of providing affordable housing opportunities in the Florida Keys is one of regional significance affecting the municipalities and the unincorporated areas of our County; and WHEREAS, the Florida Department of Community Affairs recently indicated a willingness to assist Florida Keys local governments in addressing on a regional basis the challenge of ensuring long-term affordable housing viability in the Florida Keys; and WHEREAS, the COUNTY passed a number of resolutions at its February 15, 2006 meeting to enhance efforts to obtain affordable/workforce housing, including No. 91-2006 requesting multi-jurisdictional cooperation in addressing affordable / workforce housing needs for the Florida Keys; and WHEREAS, it is important to present to the Florida Department of Community Affairs a cohesive plan to achieve long-term affordable/workforce housing viability in the Florida Keys; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, that: 1. The city councils of the municipalities of Islamorada, Key Colony Beach, Key West, Layton, and Marathon be, and are hereby, invited to Joint Meeting Local Govts. 1 participate in a joint commission/ council meeting of all of the local governments of the Florida Keys to address affordable/workforce housing issues. 2. The County Administrator's office shall coordinate the meeting logistics for the COUNTY and the MUNICIPALITY councils. 3. This Resolution shall become effective upon the date of its adoption herein. 4. The Clerk of the COUNTY shall send copies of this resolution to the mayors of each municipality within the Florida Keys.
