This Task Order is entered into on the effective date noted above pursuant to the "Master
Agreement for Professional Services" between Monroe County, Florida ("Client') and JACOBS
PROJECT MANAGEMENT CO. ("Consultant"), dated February 15, 2017 ("Agreement'). The
Agreement is incorporated herein and forms an integral part of this Task Order.

TSA Checkpoint 3►d Lane Design
SCOPE OF WORK
Jacobs will provide architectural and electrical engineering documents for the addition of a third
checkpoint lane at the existing TSA checkpoint area. The scope will also include the renovation
of the existing adjacent sheriff's office(demolition and new office). See attached floor plan
exhibit A-1.0 date 08.06.21. These improvements will be located at the Key West International
Airport in Key West,Florida.All design work shall be designed in accordance with the Florida
Building Code 2020.
Jacobs understands that as-built documentation of the existing facility and site is available.
EXISTING CONDITIONS
The current checkpoint has two TSA check lanes. The location of the proposed third checkpoint
lane will be at the location of the existing sheriff's offices which will need to be demolished. The
existing floors and ceilings are to remain.A small office for the sheriff will remain towards the
north of the existing sheriff's office.
ESCRIPTION OF WORK
The data collection and design,will provide the following:
Article A--Data Collection
Field Verification: Visit and inspect the site (1 visit) to determine if existing conditions match
those provided by Monroe County. Take photographs and make written documentation, sketches,
notes or reports to confirm and record the general conditions of the existing facility and site.
Within this initial phase we will review all applicable requirements.
Initial Meeting: Conduct a meeting with representatives from Monroe County and the design A/E
team to include architect and electrical engineer. The purpose of the meeting will be to brief the
Jacobs team on the design intent,discuss project features, and review submittal requirements with
the design team,and answer questions developed by the Jacobs team.
• Review available record drawings
• Perform a site investigation
Services for Article A will be provided under a lump sum basis.

Article B—90% Design
The specific tasks Jacobs will perform are as follows:
After written authorization to proceed and based on the approved exhibit document and any
adjustments in the scope or quality of the project or in the Fixed Limit of Construction Cost
authorized by Client, Jacobs shall prepare the Final Construction Documents setting forth in
detail the requirements for the construction of the project. During this work phase, we will
prepare all required construction documents for permit and construction of the building. We will
provide detailing for the completion of the building. This work effort will include architectural
and electrical plans.
A meeting with Monroe County will be held to review the 90% Design documents and generate
comments towards the final Bid Documents.
Documents shall include the following:
• Set up drawing set.
• Title sheet including index of drawings, abbreviations, schedule of material indications,
and schedule of notations and symbols.
• An area location map and legal description of property.
• General Notes,abbreviation and code information.
• Site Plan
• Life-safety plans to show exit strategy,rated doors,emergency wall openings and ramps.
Fire extinguishers,emergency lighting,exit signs,smoke and fire dampers, and other life
safety-equipment relevant to the facility shall be indicated by symbol.
• Floor plans including:All dimensions and any target notes explaining the extent of work,
wall types, or other component,assembly or direction regarding the construction.
• Building and wall sections to establish vertical controls and construction types for the
Project.
• Structural analysis and calculations.
• Electrical Engineering: Drawings for lighting, including circuiting and luminaire
identification and switching. Convenience outlets and circuiting. Power systems and
equipment. Panel schedules,applicable installation details,general legend and
abbreviations.
• IT Design:Provide new conduits/raceways for TSA provided hardware, access control
and video surveillance for the new third lane and associated equipment.
• 90%construction order of magnitude cost estimate.
Services for Article B will be provided under a lump sum basis.
Article C—100% Design
The specific tasks Jacobs will perform are as follows:
After written authorization to proceed and based on the approved 90% Design Phase we will
prepare the bid and construction documents for permit and construction of the building. We will
finalize the construction documents and incorporate final owner comments from the 90% review.
The construction documents will include signed and sealed architectural, structural (calculations
only)and electrical plans.

Documents shall include the final drawings for following:
• Title sheet including index of drawings,abbreviations,schedule of material indications,
and schedule of notations and symbols.
• An area location map and legal description of property.

Services for Article C will be provided under a lump sum basis.
QUALIFICATIONS AND ASSUMPTIONS
For the purpose of providing a stipulated fee amount, this proposal has been based on the
following qualifications and assumptions:
• As-built documents will be provided by owner,including underground utilities.
• Design shall be based on previously approved planning / schematic design
documents attached.
• Permit issuance related work such as processing plans through City, County,
and/or State agencies, other than plan revisions requested by such agencies, are
not included.
• Government Agency cost for all building and engineering permit fees are not
included in this proposal.
• Review of change orders is not included, as that will be part of the future
construction task.
• Mechanical, Plumbing,Fire Protection engineering is not included.
• Structural engineering is limited to structural analysis of the existing floor slab to
support the new equipment. It is assumed the concrete slab and framing system
will have sufficient loading capacity for the new equipment being proposed.
• Construction administration services required by lending institutions and/or
prospective tenants in this project are not a part of our services in this phase.
• Preparation of close-out/warranty documents coordination is not included.
• Construction Administration Services are not included.
• Construction Administration does not include the preparation of As-Built
drawings.

• Jacobs will provide electrical coordination of Voice/Data&Communications
systems. (Voice/Data&communications system designs by others.)
• Life Cycle Cost Analysis is not included.
• The testing scope of services along with the construction testing is by others.
• Lightning protection will not be provided.
• Water fire flow test is not included.
• Preparation of 3D renderings and/or marketing brochures are not included.
• Architect/Engineer construction inspections are not included. Inspection services
for building/permitting inspections is not in our scope(no inspectors on staff),
none are anticipated by the architect/engineer.
• Proposal is based on the existing electrical systems having adequate capacity to
properly serve the renovation.No major modifications to the existing electrical
systems are included in this proposal.
• Attendance and/or presentation to public hearings and/or other meetings with
municipal agencies are not included.
• Municipal Agency and all associated permit fees are to be paid by the client.
Jacobs is not responsible for obtaining any permits. Permits are to be obtained by
the contractor.Jacobs will monitor the contractor's progress through the permit
process for the client and provide follow up periodically with the permitting
agency to verify the status,but it is ultimately the responsibility of the contractor
to obtain all permits.
• Services do not include"design to cost". Jacobs will assist the owner in
evaluating and offering cost reduction strategies as requested by client.The
"design to cost"is basically noting that if Jacobs receives direction from the
client or one of its sub-consultants on how to design the project and if any
changes are required due to the project being over budget,then the re-design
required to bring the project back within budget is not a part of the lump sum fee
and shall be treated as additional services.
• It is assumed that the existing utilities (with required capacity) are available
adjacent to the renovation.
• Other services not described in the scope of work.
Items identified as not included or limited in the scope of services can be provided or
expanded upon as additional services under a separate agreement or supplemental to this
agreement.
REFERENCES
The client will need to provide the following documentation to Jacobs before commencing with
our scope of work.
• As-built documentation of the existing facility, site and underground utilities.
• Construction Budget.
• Program requirements.
