Number of services provided: 32 phone calls, 135 emails, 27 one on one consults, 2 office
visits/visits to clients, 22 learning events with 409 participants, 14 media submissions, and 268

The County Extension Director/Family & Community Development Agent accomplished the
following activities:
• Alicia collaborated on submission of a letter of intent for the NOAA, Climate Smart
Communities Initiative which could fund Extension leadership in supporting at least 300
communities to develop and implement climate action plans.

• As a project of the Extension Committee on Organization and Policy (ECOP), Climate
Priority Action Team (PAT), Alicia worked to advance the Cooperative Extension E
System in expanding the footprint of work from a national perspective in climate change.

• Alicia held an afterschool club meeting for 11 youth called Climate Leaders. The club 0
will be twice a month to examine adaptation and mitigation youth leadership with a focus _
on public speaking and calls to action at school and community events.
The Environmental Horticulture Agent accomplished the following activities:

• Michelle spoke at the Big Pine Library about the Florida Friendly Landscaping
Principles. The event was live streamed via Facebook live with 45 views and additionally >,
was attended by 9 participants.

• Michelle was interviewed by the Education Manager at the Key West Tropical Forest&
Botanical Garden for their virtual Beginning Botanist series on composting and the
potential for sargassum in backyard compost systems.
• The Extension Coordinator and Michelle created a webpage in connection with the Gato
Wildflower Garden designed to provide additional information about the plants growing
in the garden and encourage residents to learn more about the plants that grow and thrive <
in our environment. Additional fact sheets and information will continue to be added. The

The Florida Sea Grant Marine Extension Agent accomplished the following activities:
• Shelly was featured on a new podcast from NOAA called "On My Coast."

My-Coast. Shelly was interviewed by a current Knauss Fellow from Savannah State
University about the Florida Keys community. Shelly was also a Knauss Fellow in 2009

at NOAA National Marine Fisheries Service while a graduate student at Savannah State
University.
• Shelly and Michelle worked with Dr. Tom Frankovitch from FIU at the Florida Bay
Interagency Science Center in Key Largo to identify a native benthic sargassum species
Sargassum pteuropluron, after many flats-guides out of Florida Bay expressed concern
about seeing increased amounts of the brown macroalgae this spring. This species is
native and not a cause for concern.
• Shelly spoke at the Big Pine Key Library to 12 participants about sargassum and stony
coral tissue loss disease and was an invited speaker to the Brevard county virtual Florida
Master Naturalist Marine Habitat Restoration course for 20 students on sponge habitat
restoration. N

Bridge#904982 Tubby's Creek (Card Sound) and Bridge#904984 Mosquito Creek Bridge
(Card Sound) Replacement Grant Award:
• FDOT advised staff that funding in the amount of$7,562,412 is being programmed in
FDOT's Work Program to fund the Project Development and Environment(PD&E),
Engineering Design and Permitting and Construction Phases for replacement of two
bridges on Card Sound Road. The PD&E phase will begin in FDOT FY2022; design and
construction will follow.
• FDOT confirmed that the project qualified for a NEPA Categorical Exemption and
PD&E Study Phase was not necessary. Engineering design and permitting funds were re-
programmed to FDOT FY 2023. Staff will begin RFQ preparation to procure design
consultant.

• Temporary critical wall installation at both ends of bridge ongoing.
• Permanent sheet pile wall installation to begin first week of September.

• CDBG-DR Grant - Sands — consultant is preparing the required environmental 0
assessment for grant award; staff is coordinating with DEO and awaiting receipt of grant 0

• CDBG-MIT Grant — Twin Lakes - Staff is working with consultant on 2nd round of
grant application with public comments due by September 10, 2021 and grant

• HMGP Grant Program Twin Lakes Project is currently considered a back-up project 0

PLANNING AND ENVIRONMENTAL RESOURCES DEPARTMENT
The goal of the Monroe County Planning and Environmental Resources Department is to foster sustainable,
quality development in the county while conserving and promoting stewardship of the county's fragile
environment and the unique character of its diverse island communities.
The functions of this department are implemented by the following offices:
The Planning Office is responsible for the administration of the adopted Monroe County Comprehensive Plan
and Land Development Regulations. The Department processes amendments to the Comprehensive Plan and
Land Development Regulations. Additionally, the department reviews development proposals for compliance
with the Comprehensive Plan and Land Development Regulations, including community character, growth
management provisions and environmental compliance.

The Environmental Resources Office services include the review of applications for compliance with
environmental regulations, such as: clearing limits, wetland delineation, landscaping, stormwater, land clearing 21
and FEMA required review of potential endangered species impacts under the Permit Referral Process (PRP). U)

enhance and preserve county-owned lands and partners with State and Federal agencies on maintaining
conservation lands, specifically covering the removal of invasive exotic species and planting of native species.

The Geographical Information Systems (GIS) Office develops, maintains, and disseminates geographic data

compared to the same timeframe in 2020 ($261,177). However, 30 of these vessels were funded through FWC
Derelict Vessel Removal Grants representing a cost savings of $308,597 to the County (or 73% of total
expenditures) in the past twelve-month period. These costs are included in the table above.

Since August 2020, the City of Key West has partnered with the County through an Interlocal Agreement to
operate a temporary pumpout service for vessels anchored in the Key West and Stock Island anchorages. To
date, the City has performed 5,083 pumpouts and collected 49,723 gallons of sewage from approximately 2
241 registered vessels. Services are anticipated to continue through at least September 2021. 0

In addition, since October 2020, a contract with On The Hook Marine Services ("On The Hook")was
established to provide temporary pumpout services for the Upper Keys service area. To date, this service has
provided 1,486 pumps and collected 20,253 gallons of sewage. A total of 51 individual vessels were served
in July 2021. Services are anticipated to continue through at least September 2021.

In July, the Board selected On the Hook to provide Keys-wide mobile pumpout services under an RFP
published by the County for these services. However, anticipated funding from the Florida Legislature to
support this service will longer be available to the County. Instead, this funding will be utilized by the
Florida Department of Environmental Protection (FDEP)to operate a mobile pumpout service in Monroe 2
County for the current state fiscal year through June 30, 2022. The FDEP is currently working on a
solicitation and anticipate selecting an awardee in mid-October. As a result, it is anticipated that extensions
to the current temporary services will be necessary to cover this gap in service.
