ITEM BACKGROUND: This item is to approve advertisement of a Request for Proposals for a culvert installation water quality improvement project on Canal 4259, located between Granada Avenue and Minorca Drive on Big Pine Key. This construction work is funded by U.S. Treasury "RESTORE" Grant 1 RDCGR170099-01-00. A culvert is a proven restoration technique that was vetted during the canal demonstration projects and is anticipated to increase the water quality in canal 259. This project includes a demonstration project for a new form of weed gate, a movable physical barrier gate at the surface of the canal in lieu of a submerged air curtain. If permits can be obtained for the weed gate, it will be constructed after installation of the culvert. Staff recommends providing a 2-year period of operations and maintenance (O&M) to test the gate's operation before setting up a potential assessment to fund the O&M. The O&M may be more cost effective for this form of weed gate as no electricity is required to operate it. However, it is unknown at this time the extent of repairs and maintenance needed. Because the proposed new weed gate is experimental and part of a demonstration project, resident approval of the weed gate and potential assessment has not yet been requested. A potential assessment amount is difficult to estimate at this time as the cost, repair record and other relevant data will not be available until at least 1 year after implementation of the project. An on-site meeting with the residents was held on July 29, 2021 to provide details of the project. A potential assessment was discussed, and staff stated that a recommendation would be made to the BOCC requesting to have the County fund a 2-year period of the operations and maintenance before implementing an assessment. It is noted that Grant Agreement No. X7-02D01921-0 from the United States Environmental Protection Agency funded the design and permitting activities of the demonstration weed gate. Packet Pg. 2587 P.4 Canal 259 is located between Granada Avenue and Minorca Drive on Big Pine Key and is rated as "fair" in water quality. This canal was selected based on water quality summary, ease of implementation and permitting, and cost of implementation. The canal management database and other associated ranking criteria for the canal restoration project was used in the selection of this canal and restoration technique. A culvert is a proven restoration technique that was vetted during the canal demonstration projects and is anticipated to increase the water quality in canal 259.
