ITEM BACKGROUND: The Canal No. 84 Organic Removal and Backfilling project is a continuation of the Monroe County Board of County Commissioners' Canal Restoration Program in accordance with the Department of Economic Opportunity's ("DEO") canal restoration work as detailed in the Monroe County Comprehensive Plan ("Comprehensive Plan"). The migration of weed wrack into this canal has resulted in the accumulation of organic material that has decomposed into organic muck that consumes the dissolved oxygen present in the canal, thus preventing the ability of the canal to properly support marine life. The organic muck removal activities due to be completed are to remove the subject oxygen depleting organic materials. The backfilling activities due to be completed are so that a natural benthic community can be established. This application is to provide for a temporary construction staging area for equipment and materials. Types of equipment and materials to be stored in staging area include: 1.
