THIS AMENDMENT 6 to the CONTRACT is entered into this 15th day of September 2021, between Monroe
County, whose address is 1100 Simonton Street, Room 2-216 Key West, Florida 33040, hereafter the"COUNTY"and
WSP USA, Inc., a Corporation of the State of New York, whose address is 7650 Corporate Center Drive, Suite 300,
Miami, FL 33126, hereafter referred to as"CONSULTANT".
WHEREAS, on the 20th day of November 2018, the parties executed a contract authorizing the Consultant to
perform Professional Services for the Engineering Design and Permitting Services for the Sea Level Rise Roadway and
Drainage Pilot Project, for an estimated not to exceed amount of$517,518.04; and
WHEREAS, on the 161" day of October 2019, the parties executed AMENDMENT 1 to the contract for
subconsultant Longitude Surveyors to perform additional topographic and boundary surveying services in the amount of
$7,500.00, due to utilization of the lot purchased by the County to be used for pump station infrastructure; RE Number
00302870-000000, Avenue C and Father Tony Way, Big Pine Key; and revising the estimated not to exceed amount to
$525,018.04; and
WHEREAS, on the 20th day of November 2019, the parties executed AMENDMENT 2 to the contract to add
National Park Service (NPS) permitting requirements in the amount of$20,751.77 due to the Key Largo project right-of-
way encroachment on Everglades National Parr lands;and revising the estimated not to exceed amount to$545,769.81;
and
WHEREAS, on the 19"1 day of August 2020, the parties executed AMENDMENT 3 to the contract to revise the
contract to add lightning protection design for the electrical equipment associated with the proposed pump stations in
the amount of$18,278.00, and revising the estimated not to exceed amount to$564,047.81; and
WHEREAS, on the 17t' day of March 2021, the parties executed AMENDMENT 4 to the contract to revise the
contract to add Task 1: Evaluate new target elevations (Twin Lakes and Sands); Task 2: Evaluate use of outfall versus
injection wells for disposal method; Task 3: Revise the Sands pump station layout onto two County owned lots; Task 4:
Provide subsurface electrical conduit design for Phase 3 power connection required by FKE (Twin Lakes); Task :
Revise design to incorporate new target elevation(Twin Lakes)Task 6: Revise design to incorporate new target elevation
(Sands) in the estimated not to exceed amount of $467,943.61, revising the total estimated not to exceed amount to
$1,031,991.42; and
WHEREAS, on the 21st day of July 2021, the parties executed AMENDMENT 5 to the contract to revise the
contract to amend Article 11 Scope of Basin Services to add environmental assessment for Sands subdivision and
compliance support as required by U.S. Department of Housing and Urban Development's (HUD) Community
Development Block Grant (CDBG) Program grant requirements in the estimated not to exceed amount of$15,460.37,
revising the total estimated not to exceed amount to$1,047,451.79; and
NOW THEREFORE, in consideration of the mutual promises contained herein,the COUNTY and CONSULTANT
agree to amend Article 11„Scope of Basic Services,.Article VII,Compensation, Paragraph 7.1.1 of the contract as follows:
Amend Article II Scope of Basic Services per Attachment A to add Avenue G Sands subdivision Sea Level Rise
Pilot project scope to include topographic survey„ updating drainage model, design of approximately 1000 linear feet or
roadway„ design ditches, identify existing utilities and harmonize roadway to existing private property in the estimated
not to exceed amount of$77,949.58, revising the total estimated not to exceed amount to$1,125,401.37.

TASK 1. AVENUE G EXTENSION
As part of the design in the Sands Community,the cast end of Ave G(from 4"'Street cast to the
road terminus adjacent to the bay)will be added to the project. This avenue is not part of the
original SLR proiect area and shall include both roadway and drainage components.Aventle G
shall be raised to meet the target elevation of 19"above 0.0' NAVD88.The work effort due to this
elevation increase will include the design of approximately 1,000 LF of roadway,design ditches
and harmonization with properties along the road,and to design the drainage collection system
along this street.
Additional information shall be obtained for the drainage design and installation,such as a
topographic Survey,existing;utilities,etc.This data is listed below,as a cornponen I of the
necessary scope to complete the task of the subject.
Per your request,,this proposal outlines the design effort related to the extension.
Services to be provided shall include the following activities:
I. Coordination with Monroe Co., utility Owners and WSP subconsultants,part of this
amendment.
1 Development of Complete Engineering Plans for the roadway and drainage
improvements. Plans shall be submitted in review phases as follows: 90%and 100%for-
review and con-irricnis by the County.
3. Preparation of Contract and Bid Documents for the County.

I. All review and approval of the design package is to be done by the County only.
2. Geotechnical information used for the Sea Level Rise Pilot Project will be used for this
contract,as well.
3. Design of relocation for other utilities is not included in this proposal.
4. It is assumed that WSP will receive review comments from the County on all deliverables
within 2 weeks following delivery.No more than one(1)review set from each party(2 in
total)will be addressed per delivery.
5. Design of detailed/phased MOT plans arc not included as part of this proposal.A
conceptual MOT plan shall be prepared.
6. It is assumed there is no around water or soil contarnination within project areas that
would require additional design and permitting.If these tasks are required by Regulatory
Agencies,they will be part of a separate scope of work.
7. No wetland delineations or remediation are included in this proposal.
Task 1.1 —ProJco Management
This task will consist of project control activities inclusive of'contract maintenance and
administration,sub-consultant coordination,and docurnent control as follows:
- Serve as manager of the project and main coordinator with the County and Longitude
- Setup and maintain the project contract and files

WSP shall request a design ticket From Sunshine 811 I-or Avenue G of this project and coordinate
with utility agency owners to obtain records of existing utilities and information related to

proposed/fut-urc utility irnprovements within the project limits. WSP will be responsible for utility
coordination,as follows:
- Pull the Sunshine 811 ticket and retrieve list of stakeholders within the project vicinity
- Identify potential conflicts(horizontal and vertical)with existing utilities and coordinate
with utility owner for the relocation
- Attending one(I)meeting with utility owners with jurisdiction and or facilities on the
project area(max 10 utility owners)and ensuring expedient follow-up on unresolved
issues

WSP will submit the following documents at 90%and 100%stages of Complete Construction
Documents:
Roadway analysis:
Determine new limits of reconstruction,overbuild and milling&resurfacing for the
current project area and the new extended project area.
Pavement design analysis:
Raising tile road to tile target elevation requires an extensive pavement design analysis.
According to our geotechnical sub-consultant it will be hard to protect the base and
subbase if we are adding this much asphalt on top. We may need to go with
reconstruction instead of resurfacing&overbuild. Reconstruction might also be the most
cost-effective solution since a lot of overbuild is costly.
Drainage analysis:
Raising the road to the design elevation will require redesign of tile ditches.Ave.G sub-
basins shall be defined and inlets shall be provided at low point in the exiting topography.
Analysis/design of harmonization to properties shall be performed to verify the low point
elevation with relation to crown of tile road and property line.
Roadway plan&profile(4 sheets):
Plan view:provide limits of reconstruction,overbuild and milling&resurfacing
(including labels and patterns); update roadway geometry{different width ofroad
depending on if it is only milling,&resurfacing or also overbuild);generally update and
add labels
Profile view: raise profile, include labels associated with profile(including geometry
labels)-. limits of reconstruction,overbuild and milling& resurfacing;

- Plan set size 11"x 17",2 set hard copies and I set in pdf format for 90%. 100%and Filial

Pursuant to your request regarding a fee estimate for Surveying and Mapping services for
the above-referenced project, LONGITUDE SURVEYORS, LLC (LS) is pleased to submit the following Proposal for your
consideration.
A.Scope of Work-Topographic Survey.
to Longitude will recover and/or re-esfablish right-of-way monumentation to provide rights-of-way lines, centerlines,
property lines, and all parcels with their number throughout limits of the project. In instances where Longitude
cannot find sufficient monumentation to determine the rights-of-way;after the pavement has been located,.
Longitude will compute a Kest fit centerline alignment showing the physical roadway location.

t: The Topographic Survey will consist of, but will not be limited to the following: paved roads, signs,trees,above-
ground evidence of underground utilities, manholes, drainage structures,driveways, and significant above-
ground improvements.

utility companies to mark their facilities in the project limits.SUE (Designation with a GPR and Electro Magnetic
Locator) and soft-Digs are not a part of this Proposal.
f LS will show utility poles and provide data sheets listing pertinent identification information for each pole.
Longitude will collect elevations equivalent to a fifty (50) foot grid alone the main reads and a fifty (50) foot grid',
at the intersections,within Survey limits.
LS will only locate trees with a three (3) inch diameter trunk or larger.Vegetation lines will also be located (this will
be limited to the areas where Longitude performs Topographic Survey).
Longitude will collect rim, bottom and invert elevations,and attempt to provide pipe size and material of all
existing sanitary and drainage structures.
LS will locate and show wetlands in coordination with Environmental Sub-Consulfant, if applicable.This task must
be coordinated to be performed while LS is on site performing the field survey.LS will not mobilize after the Field
survey is completed to perform this task..
p Longitude Surveyors will label the ground material (asphalt,sod,concrete,etc.) on the Survey file.
Horizontal control will be referenced to the State Plane Coordinate System (Florida East Zone NAD 83/201 1).
Vertical control will be referenced to NAVD88 established from the nearest governmental benchmark of record..
