ITEM BACKGROUND: The Florida Keys are a chain of islands that are connected to each other and the mainland by 112 miles of U.S. Highway 1 (U.S. 1), extending from Key Largo to Key West, and traffic issues on U.S. 1 affect the health, safety, welfare, economic sustainability, and quality of life of the residents and visitors to the Florida Keys. The Florida Keys are dependent on safe, attractive, resilient, sustainable, and efficient access and travel along U.S.1 throughout Monroe County, and the Monroe County Comprehensive Plan ("Comprehensive Plan" or "CP") Policy 301.1.2 and Land Development Code ("LDC") Sections 114-2 and 114-200 have established a transportation level of service ("LOS") standard for U.S.1 as LOS "C." This LOS is measured biennially through the U.S. 1 Arterial Travel Time and Delay Study ("ATTDS"), on both an overall and individual segment basis. The 2021 ATTDS showed that U.S. 1 is operating at an overall LOS "C," but two segments are currently operating at LOS D and E, which does not meet the County's adopted standard. In addition, Monroe County residents recognize and regularly express their concerns about ongoing increases in traffic issues on U.S. 1 within the Florida Keys. The Monroe County Year 2030 Comprehensive Plan (see Policies 301.4.1 and 401.3.1 below) requires the completion of a Transportation Master Plan by May 2021. The 2030 Comprehensive Plan includes an increased focus on improving alternative modes of transportation, including mass transit. Policy 301.4.1 Monroe County shall complete a Transportation Strategy Master Plan, through its Long Range Transportation Plan, by May 2021, incorporating an intermodal transportation system and considerations of climate change implications. This date coincides with the Evaluation and Appraisal Packet Pg.4' B.1 review which follows the adoption of the revised Comprehensive Plan. Policy 401.3.1 By May 2021, Monroe County shall complete a Transportation Strategy Master Plan, through its Long Range Transportation Plan, to enhance mass transit for all residents and visitors, in coordination with municipalities and Miami-Dade County. On May 20, 2020, the Monroe County Board of County Commissioners ("BOCC") approved the completion of a U.S. 1 Transportation Master Plan ("TMP") to provide recommendations for U.S. 1 improvements to remedy LOS issues and to improve traffic flow within Monroe County and multimodal improvements. The County's transportation consultant, AECOM, was hired to complete the study through the County's Transportation Planning Program, which is funded through a Joint Participation Agreement with the Florida Department of Transportation ("FDOT"). The development of the TMP has included a review of relevant existing data, such as traffic volumes, crash data, and transit information; meetings with stakeholders to get input on transportation issues and improvement opportunities; public input from numerous sources and public meetings; analysis of these factors to identify potential issues; and the development of a potential project list with high-level solutions, including roadway and multi-modal solutions to address the needs of pedestrians, bicyclists,public transit, and vehicular traffic. The TMP is intended to serve as a master plan document that offers a comprehensive analysis of U.S. 1 transportation, and includes a full range of potential transportation improvement projects. The TMP provides a high level study that includes a broad list of potential projects along U.S. 1 that range from small scale, short term projects, to large scale items that could take substantial amounts of time and money, and which may or may not be of interest to the jurisdictions and their community. The TMP report covers the data collection and public involvement process, an existing conditions analysis of the transportation corridor, vehicle crash data analysis, pedestrian and bicycle safety analysis, transit analysis, roadway analysis based on FDOT capacity level of service, review of water transportation systems, review of innovation/technological improvements and systems, a funding source analysis and findings and recommendations with Potential Solution List of Projects. The Potential Solution List of Projects is location within Section 11 of the TMP and within Appendix G. The County's Traffic Consultant, AECOM, categorized the Potential Solution List into short-term, mid-term, and long-term projects based on projected cost, funding availability, project complexity, need for feasibility studies, inter-governmental agency coordination, right-of-way/utility/ environmental impacts, and potential permitting requirements. There are a total of 183 projects in the list, with 58 of these projects already programmed in the current FDOT Five-Year Work Program. The objective is to use the TMP, to have a broad list of potential projects for review and to develop a coordinated approach when requesting FDOT to assist in improving and facilitating the safe flow of traffic along U.S. 1 for all multi-modal users. This is consistent with the remarks of FDOT District Six Secretary, Stacy Miller, on developing a process to know and receive the priorities, needs and requests of the Florida Keys community. Packet Pg. 5 B.1 Discussion and Direction on Selecting Proiects from the Potential Solution List of Proiects within Appendix G of the approved U.S. 1 Transportation Master Plan This potential project list is to be further reviewed by the BOCC to evaluate the opportunities and constraints and to select projects. It is also anticipated that by mid-November or December, the municipal jurisdictions will also review the TMP and adopt resolutions to provide the BOCC with recommendations from the potential project list. Staff would suggest, upon receiving the recommended projects from the municipalities and once the County (BOCC) determines its project recommendations, that the entire list of projects be reviewed by the Florida Keys Transportation Coordination Committee ("FKTCC") to recommend the prioritization of the projects. Staff recommends this as a task of the FKTCC, based on the purpose and focus of the established committee, the knowledge gained of the transportation issues/opportunities based on the participation efforts of the committee members; and because the committee includes representation from each local jurisdiction. The FKTCC can provide an inclusive and balanced forum for prioritization of the entire compiled list of project recommendations from the County and municipalities and provide an overall recommendation to BOCC via FKTCC resolution. Staff suggests the following schedule and actions for the review, discussion, recommendation and prioritization of projects for submission to FDOT: November 3`'d— Special BOCC — Further presentation of the U.S. 1 Transportation Master Plan and the potential solution list. Staff to provide initial recommendations of projects to BOCC. The BOCC may adopt a Resolution with County recommended projects. November 17th or December 8th — Regular BOCC — Alternate meeting, if BOCC does not adopt a resolution with the County recommended projects at the November 3rd special meeting. December 2021 — County staff to receive resolutions from municipalities with their project recommendations (up to 10 projects from each jurisdiction). January 2022 - Special Florida Keys Transportation Coordination Committee (FKTCC) meeting — FKTCC, with representation from each local jurisdiction, to prioritize entire list of project recommendations from the County and municipalities and provide an overall recommendation to BOCC via FKTCC resolution. February 2022 — Regular BOCC - FKTCC Resolution with recommendations presented to and considered by the BOCC. BOCC Resolution of prioritized project list for transmittal to FDOT. In early 2022, the BOCC, representing the Florida Keys community, is anticipated to adopt the formal resolution with an overall prioritized project list for transmittal to FDOT, which will be Packet Pg. 6 B.1 provided based on a coordinated approach, based on local support for projects and with prioritized recommendations by the FKTCC, which has representation from each local jurisdiction. Staff anticipates the transmittal of the current priority projects to be the first of a long-term relationship with FDOT moving forward; and that there will be annual opportunities to adjust or add new priority projects. For the future, the FDOT Work Program cycle begins in July, so a process schedule should be developed for review and coordination with the municipalities and FKTCC, and BOCC adoption of a resolution transmitting the priorities, needs and requests of the Florida Keys before August 1st each year for review and consideration in the preparation of the next FDOT Five-Year Work Program. It should be noted that pursuant to Section 339.135(4)(c)1., Florida Statutes ("F.S."), for purposes of developing a tentative work program, the BOCC shall serve as the metropolitan planning organization in those counties which are not located in a metropolitan planning organization and shall be involved in the development of the district work program to the same extent as a metropolitan planning organization. Further, pursuant to Section 339.135(4)(c)2., F.S., the district work program shall be developed cooperatively from the outset and include, to the maximum extent feasible, the project priorities which have been submitted to the district by August 1st Staff anticipates this proposed procedure will enhance the process of identifying coordinated and locally supported solutions and enhancing our partnership with FDOT to address and solve transportation issues affecting the Florida Keys, including the importance of and support for maintaining a safe, resilient and efficient access as well as travel along U.S. 1. We are creating a continuing, cooperative, and comprehensive procedure for enhancing our transportation planning. Staff Review of the Potential Proiect List and Staff Recommendation: Staff reviewed Appendix G of approved U.S. 1 Transportation Master Plan to identity projects for BOCC consideration which target the following goals (not listed in order ofpriority): • Traffic flow improvement projects that benefit and serve all Monroe County residents, enhancing their quality of life, while also considering visitors and fostering economic sustainability for the Florida Keys. • Improvements projects facilitating movement and connectivity and alleviating congestion. • Improvements projects addressing areas of marginally adequate or that are operating below the County's adopted Level of Service (LOS C) standard as identified in the 2021 U.S. 1 Arterial Travel Time and Delay Study (ATTDs) report (i.e. LOS D for Windley, Segment 20 and LOS E for Upper Matecumbe, Segment 19). • Improvements projects enhancing safety, particularly in areas with high crash rates (targeting locations that were on the high crash lists for multiple years). • Improvements projects addressing intermodal transportation systems and facilitating mass transit opportunities. As a note, staff also considered the projects within Appendix G already included within the FDOT Five-Year Work Program in its review and recommendation of County recommended projects. WHEREAS, traffic characteristics in the Florida Keys are unique and traffic volumes vary significantly during different seasons; and U WHEREAS, traffic issues on U.S. 1 affect the health, safety, welfare, economic sustainability and quality of life of the residents and visitors to the Florida Keys; and WHEREAS, the Florida Keys are dependent on a safe, attractive, resilient, sustainable, and efficient access and travel along U.S. 1 throughout Monroe County; and WHEREAS, Comprehensive Plan Policy 301.1.2 and Land Development Code Sections 114-2 and 1 14-200 adopt the overall and segment level of service (LOS) standard for U.S. 1 as LOS "C," represented by a median speed of 45 mph; and WHEREAS,on October 21,2020,the Monroe County Board of County Commissioners adopted Resolution 355-2020, reconvening the US 1 LOS Task Force and tasking the U.S. 1 LOS Task Force y with evaluating the LOS Methodology and potential updates;and WHEREAS, on February 17, 2021, the Monroe County Board of County Commissioners adopted the recommendations of the U.S. i LOS Task Force and the 2021 Updated methodology document, A Methodology To Assess Level-Of-Service On US-1 In The Florida Keys for County use; and Resolution No.292-2021 Page 1 of 4 Packet,Pg. 38 c WHEREAS,the 2021 U.S. 1 Arterial Travel Time and Delay Study(ATTDS)reports an overall LOS C on U.S. 1 with a median speed of 45.5 mph and two(2) segments within the Islamorada, Village of Islands operate below the adopted LOS standard (LOS D for Windley, Segment 20 and LOS E for 0. Upper Matecumbe, Segment 19); and WHEREAS,the ATTDS has continually identified one or more segments within the Islamorada, Village of Islands as operating below the adopted LOS standard; and 4 WHEREAS, on July 17, 2019, the Monroe County Board of County Commissioners adopted Resolution 201-2019, establishing the Florida Keys Transportation Coordination Committee to coordinate transportation efforts between the County and its five municipalities; and WHEREAS, the Florida Keys Transportation Coordination Committee is charged with developing recommendations for potential solutions to the traffic issues that exist throughout the Florida 0 Keys; and WHEREAS,the Florida Keys Transportation Coordination Committee supports FDOT projects that improve traffic flow in congested areas and supports FDOT's focus on merge and deceleration lanes, U left turn lanes, and right turn only lane projects at certain locations where these can be of most use; and N WHEREAS,on March 18,2020,the Monroe County Board of County Commissioners approved the completion a Transportation Master Plan to provide recommendations for U.S. 1 improvements to remedy Level of Service issues and to improve traffic flow within Monroe County and multimodal imnrnarem�ts; and W a Y' .. 0 WHEREAS, the development of the U.S. 1 Transportation Master Plan includes reviewing relevant existing data, such as traffic volumes,crash data,transit information; meet with stakeholders to get input on transportation issues and improvement opportunities; public input from numerous sources and public meetings; analyzing these factors to identify potential issues and develop potential high-level solutions, including roadway and multi-modal solutions to address the needs of pedestrians, bicyclists, public transit, and vehicular traffic; and WHEREAS,the U.S. 1 Transportation Master Plan is anticipated to be completed and presented to the Monroe County Board of County Commissioners and the public in October 2021 to review the findings of the study and recommended potential project list; and y cv WHEREAS, it is anticipated the U.S. I Transportation Master Plan recommended potential cv project list will be further presented and reviewed by the Monroe County Board of County Onmmissioners to evaluate the opportunities, constraints and to prioritize the projects into timeframes of near-term (2021-2025), mid-term (2026-2030), long-term (2031-2040), and visionary (2041 and 2 beyond); and y WHEREAS, coordinated and comprehensive solutions are necessary for the traffic flow, congestion, safety and other transportation issues that affect the Florida Keys; and ca WHEREAS, the FDOT is tasked with providing a safe statewide transportation system that ensures the mobility of people and goods, enhances economic prosperity, and preserves the quality of our environment and communities, and Resolution No.292- 2021 Page 2 of 4 Packet,Pg. 39 C 0 WHEREAS, Monroe County requests FDOT's partnership to address and solve transportation 0. issues affecting the Florida Keys and recognizing the importance of and support for maintaining a safe, resilient and efficient access and travel along U.S. 1; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section 1.
