Basis for Recommended Action: 1. The requested release does not increase the total cost of the project as approved by the BOCC. 2. The scope for which the release is requested (is/is not)within the intended project scope. 3. The release is/ is not based upon an error or omission by the designer or the general contractor(explain this within the background paragraph). %of Background: Budget Initial Owners Contingency: $ 515,345.48 100% Net Changes by Previous Adjustments: $ 199,461.05 39% Current Owners Contingency: $ 315,884.43 61% Value of this Adjustment: $ 233,663.82 45% Remaining Balance: $ 82,220.61 16% The contractor's guaranteed maximum price (GMP)specifically excluded relocation of the overhead utilities (electric supply and fiber data lines). The designer's scope of work also excluded the overhead utilities because it was the County's intent to have them removed and relocated prior to the start of the main construction project. Work proceeded on other parts of the project(e.g. relocation of the Public Works offices and the fuel point in late 2016 and early 2017)allowing design of the main project to proceed in mid-2017 through the autumn when the construction manager at risk(CMAR)contract was to be awarded. Hurricane Irma interrupted this planning while the RFP opening was delayed and the relocation of the utilities was never separately designed or contracted. To expedite the project and avoid delays the main construction contract was awarded with an exclusion of the overhead utilities and work proceeded on the fuel point relocation but not on utility relocation. The designer was tasked to develop the required designs for utility relocation. He has done so, the contractor has provided a cost for that scope, the designer has reviewed the cost proposal and takes no exception to the scope or costs. It is the intention that this Contingency Adjustment amount is replenished by the forthcoming Amendment 7. Work to be performed at the Plantation Key Courthouse and Detention Center site. Cost for this work is$233,663.82 and based on a 23 workday construction duration. Construction duration does not include time required by FKEC and AT&T to remove/install new poles, pull and terminate cable. Refer to Enumeration Of Documents for drawing dates. Qualifications are as follows: Sheet EX-2 Phasing Utilities Exhibit (Phase 1): I. Biltmore provided a phasing plan for the Judicial Courthouse and Detention Facility in the GMP. This plan was revised based on input with the Owner. Relocation of overhead lines was specifically excluded in the GMP. Refer to Note 2. Biltmore will work with the Owner to revise phasing as required. 2. Biltmore encourages participation by the engineer to determine final utility locations. Refer to Note 3. 3. The existing sewer connection to the Ellis Building is in direct conflict with the Courthouse foundations unless Architect/Engineer confirm the existing system can stay in place. Refer to Notes 5 and 6 that are in conflict with the Courthouse project. 4. Refer to Note 7. The Site Utility Relocation Project as issued by CSA is the phasing plan. Sheet SP-1 Proposed Utility Site Plan Exhibit: 5. It is understood directional boring, in lien of trenching, may not follow easements as shown on plans.Final easement is provided by others based on as-built locations provided in pdf format. Sheet E1.0 General Notes: 6. No lighting is shown or included. Sheet E2.0 Site Plan-Demolition: 7. All work on this Sheet is performed by FKEC. We are not aware of any additional demolition which would not be performed by FKEC. If any lines are uncovered,we will bring to the attention of Owner/Architect. Sheet E3.0 Site Plan: 8. All conduit installation is by directional boring except at transformer pads and pull boxes where a backhoe will be used for trenching and excavation. 9. Furnish and install 24"conduits from new riser pole to new primary pull box and from primary pull box to new pad-mounted transformer. Refer to Note#2. 10. New pad mounted transformer pad to be located as approved by Architect. Refer to Sheet E3.0 and Notes#3 and #5. 11. Furnish and install 2-3"conduits from new pad-mounted transformer to new secondary pull box. Refer to Note 44. 12. Furnish and install FKEC transformer pad and pull boxes. Attached, Please find the revised T1.0 for your use.
