AGENDA ITEM WORDING: Presentation of the results of two years of monitoring services in
support of the Florida Keys Reasonable Assurance Document (FRAD) conducted by the University
of Miami on behalf of the Department of Environmental Protection (DEP).
ITEM BACKGROUND: This item is a presentation by the Department of Environmental
Protection to present the results of two years of water quality monitoring services for the Florida
Keys Reasonable Assurance Document RAD water quality monitoring project. It was 50% funded
by the Florida Department of Environmental Protection and 50%by the County. The University of
Miami conducted 2 years of monitoring and provided the data to DEP for interpretation. DEP will
provide the presentation and their interpretation of the results.
This work is separate from the monitoring conducted by the University of Miami for the County to
evaluate the connection between canal water quality and nearshore waters.
The operation premise in RAD assessments is that RAD water quality stations located 500 meters
from shore are at the limit of land-based sources of pollution (e.g. from run-off and canals), and thus
represent an assessment of regional (vs. local) influences on nutrient loading. University of Miami
performed comprehensive nutrient data monitoring of 23 RAD WBIDs, in order to determine RAD
nutrient compliance and support the Department of Environmental Protection's Impaired Waters
assessments.
The monitoring consisted of collecting 260 samples at 65 stations with 4 samples collected at each
station in a calendar year for two consecutive years, and at least one sample collected between May
1 and September 30 and at least one sample collected during the other months of the calendar year.
Sampling included the collection of all appropriate blanks as required by DEP protocols. All water
quality data collected for this contract was uploaded quarterly by the UNIVERSITY into the
Department's Watershed Information Network(WIN) database.
