The series lasts 7 weeks, meeting twice a week to look at sustainability frameworks, consumerism, water, energy, food systems and leadership. E • Alicia was invited to co-present at the 50th Annual North American Association of c Environmental Educators. She shared how increased community capacity can grow from �t deliberative discussion forums. �? • Alicia worked with The Alliance of Natural Resource Outreach and Service Programs (ANSROP)to model the Climate Smart Florida program growth in line with the California Climate Stewards Program. ANROP is a national network of natural resource education and service programs which provides leadership, information, and resources to support the establishment and expansion of its member programs. • Alicia virtually hosted the OF-IFAS Southeast Extension District meeting for 60 Extension agents, state specialists and researchers. a� The Environmental Horticulture Agent accomplished the following activities: • Over 75 youth from Monroe County have learned about the pollinators in the Florida Keys through our partnership with Key West Garden Club. Local youth tour the garden and learn to recognize different pollinators with our Pollinator Scavenger Hunt. Once completed, they receive a free pack of wildflower seeds native to Monroe County. Building awareness of these organisms helps conserve the insects we rely on to pollinate our plants and ultimately helps support larger organisms, as a food source, like birds, which are declining worldwide. • This year, over 300 residents attended our Florida Friendly Landscaping Lunch-and- Learn virtual programs. As a result, over 75% of participants said they have adopted one or more of the sustainable principles discussed during the monthly sessions. The Florida Sea Grant Marine Extension Agent accomplished the following activities: • Shelly was awarded the Florida Sea Grant 2021 Outstanding Outreach Award for her course on Stony Coral Tissue Loss Disease Underwater Observer Training. More than 239 Boy and Girl Scouts were taught the course at the Boy Scouts of America Sea Base on Summerland Key this summer. • Shelly co-led the Shorelines, Estuaries, and Aquatic Systems Work Action Group (SEAS WAG)bi-annual meeting and the Restoration Aquaculture breakout group. Bimini Drive(Duck Key) Bridge Replacement: • Temporary critical wall installation at both ends of bridge complete. • Deck and beams on south side of bridge have been removed. • Permanent sheet pile wall installation is ongoing. Harbor Drive (Duck Key) Bridge Replacement: • Engineering design and permitting is ongoing and design is at 90% submittal phase for the permanent bridge replacement project. • Contractor has installed wood deck on steel I-beams on east side of bridge. • Single lane bridge strengthening is expected to be complete and opened to Florida legal load limits the 2nd week in November. 5 Packet Pg. 1322 Q.1.a Seaview Drive (Duck Key) Bridge Replacement: • Engineering design and permitting is ongoing and design is at 60% for the permanent bridge replacement project. • FDOT removed load restrictions on 10/27/21. • Single lane bridge strengthening is complete and was opened to traffic meeting the Florida legal load limits on 10/28/21. • Phase 2 lane demolition is ongoing.. Cudjoe Gardens Drainage Rehabilitation Project: • Delay in manatee grate delivery due to change order addition and supply issue. Anticipate delivery and completion of construction by mid-November. 1st Street and Bertha Street—Key West Drainage Improvement Project: • Contractor working on Bertha Street intersection with South Roosevelt Blvd which includes installation of drainage, curb & gutter, 10 foot wide shared use path, sidewalk and roadway reconstruction,placement of asphalt base and structural course. Duration expected to be 7 weeks. Change order 2 for City scope bus shelter relocation and revised maintenance of traffic for Fogarty Avenue intersection underway. • EAC Amendment 4 for City bus shelter relocation concrete pad design approved at October BOCC meeting. z • Project substantial completion schedule for mid October 2022. Sands-Big Pine Key and Twin Lakes-Key Largo Roadway Pilot Project: • Twin Lakes —FDEP FRCP Grant (Florida Resilient Coastlines Program) - Staff worked with consultant for application submittal on October 22, 2021 for 50% match of 0 estimated construction and CEI costs. Awards will be posted after the FY2022/2023 budget is approved/signed by governor • Twin Lakes - HMGP Grant Program Twin Lakes — Staff reviewing FDEM grant agreement received September 20, 2021 for the Phase 1 design portion in the amount of $130,859.36 for additional grant requirements such as a Hydrologic and Hydraulic study. Construction portion of project is currently considered a back-up project per FDEM with no award pending at this time. • Twin Lakes - CDBG-MIT Grant - Staff worked with consultant on 2nd round grant application submitted September 17,2021. E • Twin Lakes —Design - Staff sent 90% comments to consultant on October 1st. Electrical plans for new Phase 3 power - FKEC riser pole at Lake Street and US1, underground cables, terminations and transformer equipment at Adams Drive and Crane Street to be completed end of December 2021 at which time a utility agreement with FKEC will be drafted. • Sands — Design - Amendment 6 adding Avenue G to project scope approved by BOCC in September and to be completed by consultant end of January 2022. • Sands - CDBG-DR Grant — DEO has moved project to MIT program. Staff is coordinating with DEO and awaiting receipt of CDBG-MIT program grant agreement in order to proceed. Consultant is preparing the required environmental assessment which is due end of November 2 02 1. Florida Keys Overseas Heritage Trail Connection at Cudjoe Gardens: • Selection committee met on October 25, 2021 to rank Construction Engineering and Inspection (CEI) RFQ proposals. • FDOT LAP design agreement extended to June 30, 2022. 6 Packet Pg. 1323 Q.1.a • Awaiting FDOT Construction LAP agreement execution and FDOT NTP for construction bidding. Roadway Vulnerability Study and Capital Plan: • Weekly meetings with consultant to review draft conceptual design and cost estimates for 25% most critical roadways and to discuss public outreach plans. Sugarloaf Boulevard Bridge Replacement Project: • Construction phase funding is on hold due to COVID and unanticipated expenses on Duck Key bridges. Key Largo III (Burton Drive/Harris Ocean subdivision) Roadway and Drainage Improvement Project: • Project is on hold pending drainage evaluation and direction from OMB on funding. Koehn Subdivision-Big Pine Key Roadway and Drainage Project: • Preconstruction meeting held September 16, 2021. • Contractor working on submittals. Progress meetings scheduled every 2 weeks commencing October 19tn • Contract time is 270 calendar days. Based on NTP of October 4, 2021, substantial c z completion to be achieved by July 1, 2022. Boca Chica Road Hurricane Irma Repairs Project: • Staff prepared draft project manual for review; comments received and are being 0 incorporated. • Anticipate advertising for construction bids in December 2021 Card Sound Road Mill/resurface/restriping: • Task order was approved at the June 16th BOCC meeting. Pre-design meeting was held July 7, 2021. 2 • Staff has requested that FDOT program SCOP grant funds in the amount of$2,419,722 (75% of construction phase estimate) in its work program in fiscal year 2023 to partially fund construction and CEI. • Preliminary design work including geotechnical and survey of site conducted in E September 2021. • Roadway design is ongoing. Duval,Whitehead, and Front Street Roadway Improvement ILA w/ City of Key West: • Utility location by FKAA and sidewalk repairs on the county's portion of Whitehead Street commenced on August 23, 2021. • FKAA has completed 12"PVC water line pipe on the county's portion of Whitehead Street October 2021. Utility work is ongoing. • Additional work to be added to scope on Eaton Street, due to FKAA need to replace waterline. County responsibility will be to fund half of roadway overlay on several blocks of Eaton Street; FKAA is responsible for overlay of lane where pipe will be replaced. Hurricane Irma No Name Key Bridge Repairs: • Staff has received 100% submittal for engineering design and permitting. • Staff has reviewed and approved plans and specs and is preparing project manual to advertise for construction. 7 Packet Pg. 1324 Q.1.a Key Deer Boulevard Roadway Repairs: • Task Order for Design was executed and Notice to Proceed was issued 9-27-21. • Design phase is ongoing. County Roads Asphalt Preservation Program: • Staff is implementing a third phase of pavement preservation program to extend life of newly paved roads early in pavement lifecycle. Pavement should be treated within first six years to be effective. Goal will be to complete backlog and in future years treat newly resurfaced roads within the first three years. • Contract to treat lower keys roads paved in 2018-2020 (Stock Island I and II, Key Haven, and Duval Street) and upper keys roads paved in 2018-2020 (Key Largo I, II, and CR 905)with Reclamite pavement rejuvenator to extend pavement life will be for BOCC approval on November agenda. On Call Engineering Services Contracts • Current contracts expire in January 2022. Staff advertised an RFQ for On Call 0 Engineering Services on September 27, 2021. Responses are due on November 18, 2021. PROJECT MANAGEMENT Major Hurricane Repairs: Following is a partial list of the individual locations damaged by Hurricane Irma. z Big Pine Key Community Park: Park Repairs Project completed and closed. Sheri Residence • Auger piles,pile caps and columns are complete. Blue Heron Park Community Center: • Aluminum handrail installation in progress and will finish the scope of work identified as hurricane repairs. Project closeout will be in November. Harry Harris Park: Wilkinson Point& Beach Jetty: • Contract documents received 2021-10-29. Submitted for execution. Key Largo Park: • Change Order is necessary due to supply chain issues, awaiting email for extension from SeaTech • Deliverables should arrive NLT November 21, 2021 Long Key Transfer Station Metal Building and Recycle Bin Repairs: • Contractor has found three concrete bay walls that will need replacement instead of repair, still working on the demo of recycling bays. Contractor making good progress on the recycling bays, and all the demo is done, and they have the back wall up and have started on the bay walls and should be close to starting on installing the roof trusses this week. And waiting on up-dated drawing from BEA to send to the building department soon. Marathon Annex 63`'d Street: • Project has been awarded; contractor registration approved with City of Marathon. • Work was scheduled to begin first week of Octoberbut was delayed due to COVID, Contractor was to start the work on 10/29/2021 8 Packet Pg. 1325 Q.1.a Marathon Former Tax Collector's Office: • Permit is ready, and the contractor is preparing to mobilize. Big Pine Lower Keys Scenic Viewing Area/Swimming Hole—FDOT, CAP, TDC: • Construction is approximately 46% complete. • All piles installed. • Framing and railing on boardwalk is roughly 90% complete. • Bathroom slab and auger cast piles complete. Blue Heron—Senior Meal Relocation • Estimate for scope of work due by October 31, 2021. • FEMA denied the additional work being added to the Irma contract but being billed separately. Work will have to be procured adding four to six weeks to the buildout. Aggressive goal is occupation for meal service by Christmas. Cudjoe Fire Station - CAP: • Contractor addressing final inspections and punch list items. • Contract did not meet demand to cure by 10/08/21. East Martello Drainage & Parking Phase II - TDC: • Final completion has been achieved. Final payment is being processed by Clerk. East Martello Drainage & Parking Phase III - TDC: • 100% construction documents being reviewed by Project Management. Architect design team addressing comments. • Still receiving review comments on 10/12 submittal of corrections. Higgs Beach Access Road Realignment—CAP, TDC: • SHPO-requested GPR (ground-penetrating radar)work has been completed for all five of E the identified areas. The data and final report will take a month to analyze and produce a report of the findings expected in early November 2021. z Higgs Beach Sand Re-nourishment-TDC: • NTP issued October 11, 2021. Contractor mobilized, beach closed for safety, and turbidity barriers placed in the water at limits of construction. • Sand deliveries and sand placement started 10/19/21. • Sand being delivered slower than anticipated. Contractor will finish within contract time >, but will extend into November longer than expected. HMGP Generators —HMGP: 0 • FDEM reviewing movement of facilities generator from the airport to Rockland Key. • Working with FDEM on delay due to scope change. HMGP Wind Retrofit—HMGP: • Funding award received. • FDEM will allow pre-grant procurement of design services allowing a head start on the proj ect. Jackson Square Chiller Building - CAP: • The building location will be moved to the location of the 1980's Jefferson Browne Building. • Demolition of the Jefferson Browne Complex and new Chiller building redesigns will use the funding originally identified for construction. • Project Charter/Forecast being developed. Requesting quote for task order. To date, the City has performed 5,993 pumpouts and collected 44,334 gallons of sewage from approximately 241 registered vessels to date. Services are anticipated to continue through November or December 2021. Services are anticipated to continue through November 2021. In July, the Board selected On the Hook to provide Keys-wide mobile pumpout services under an RFP published by the County for these services. However, anticipated funding from the Florida Legislature to support this service will be utilized instead by the Florida Department of Environmental Protection (FDEP) to operate a mobile pumpout service in Monroe County for the current state fiscal year through June 30, 2022.
