AGENDA ITEM WORDING: Approval to reject all bids and to re-advertise a competitive
solicitation for the Florida Keys Marathon International Airport Hangars 11 Rehabilitation project.
ITEM BACKGROUND: The 11 storage hangars sustained damaged during Hurricane Irma.
FDOT recently approved staff s request to add the rehabilitation of the 11 hangars to the scope of
work covered under FDOT Grant G1237 which will provide 80% reimbursement of project costs.
Three (3) bids were received at the bid opening held September 23, 2021: Pedro Falcon Contractors,
Inc. $246,460.00, Marino Construction Group, Inc. $538,700.00 and Chris-Tel Construction
$1,007,702.00 (actual bid was $1,039,202.00 as only the base bid was listed in the Bid tab).
Shortly after the bids were opened Pedro Falcon Contractors sent an email that stated after
reviewing the bid opening and the large spread between bidders, they reviewed their spreadsheet and
they determined that there was a formula error in the spreadsheet which did not include the bi-fold
repair number of$66,922.00 before mark-up. This was discussed with Pedro Falcon Contractors
and they stated that they would not be able to complete the project for the bid amount submitted.
The bids submitted by the other two bidders exceeds the funding available for this project.
PREVIOUS RELEVANT BOCC ACTION: On June 16, 2021, the BOCC approved Amendment
1 to FDOT grant G1237 adding the rehab of the 11 storage hangars to the scope of work covered
under the grant and granted approval to advertise a competitive solicitation for the project.
