AGENDA ITEM WORDING: Approval to apply to the Federal Transportation Security
Administration (TSA) to return to a federal screening workforce at the Key West International
Airport.
ITEM BACKGROUND: The Key West International Airport is experiencing tremendous
passenger growth which directly affects TSA function of screening passengers and baggage. The
TSA supports the Airport's request to transition to a federal screening workforce and will work with
the airport to obtain a"hard to hire" locality increase in pay for the screening officers. All current
contract employees will be offered the opportunity to transition to Federal employment, and once
transitioned will be covered by a union with recently enhanced protections and contract
raises/bonuses, to include a new raise/bonus for"in service" (retention incentive). In the event of
staffing shortages, the TSA has the ability to bring in screening personnel from their Ft. Lauderdale
office and/or utilize the National Screening Mobile Workforce.

The Key West International Airport requests to be changed from a private (SSP) screening
workforce to a Federal screening workforce.
Accordingly, the Monroe County Department of Airports, with authorization from the Monroe <
County Board of County Commissioners, hereby requests the TSA Administrator to approve the E
attached application to have the screening of passengers and property at the Key West
International Airport be conducted by Federal screening workforce as provided for under Section
44901 of the Aviation and Transportation Security Act.

November 2021. The 4th lane and check point relocation begins in November 2023.

Upon execution of this application,the authorized representative, (specified as the primary point of contact in this document)
hereby requests the TSA Administrator to approve this application to have the screening of passengers and property at the airport
conducted by a privatized screening company contracted to the TSA, as provided for under Section 44901 of the Aviation and
Transportation Security Act, as amended.
TSA will evaluate this application in accordance with the criteria specified in section 44920, as amended, of Title 49, United States
Code. If the application is approved,the airport operator understands that any potential contract resulting from the submission of
this application will be awarded and administered by TSA in accordance with the Competition in Contracting Act and the Federal
Acquisition Regulation.
