ITEM BACKGROUND: The Key West International Airport is experiencing tremendous passenger growth which directly affects TSA function of screening passengers and baggage. The TSA supports the Airport's request to transition to a federal screening workforce and will work with the airport to obtain a"hard to hire" locality increase in pay for the screening officers. All current contract employees will be offered the opportunity to transition to Federal employment, and once transitioned will be covered by a union with recently enhanced protections and contract raises/bonuses, to include a new raise/bonus for"in service" (retention incentive). In the event of staffing shortages, the TSA has the ability to bring in screening personnel from their Ft. Lauderdale office and/or utilize the National Screening Mobile Workforce.
