ITEM BACKGROUND: The Monroe County Detention Center on Stock Island currently houses two generators that are nearing the end of their useable life. The cost to remove the existing generators is cost prohibitive as a result of the specialty equipment required. The cost to build a new structure is marginally more expensive than the cost to simply replace the generators and provides the county with approximately 6,000 sf of newly constructed space. The new structure will allow for affordable maintenance and replacement of generators in the future. This Task Order provides for design through construction administration of the project. For the purposes of 0 estimating, 24"x24" columns and beams have been assumed, to be confirmed in design. • Floor system will support both Generators Rooms and the Mechanical Room, at the second-floor level and will be a concrete slab approximately 8-12 inches thick, to be confirmed in design. • The walls will be 8" nominal reinforced CMU. 12 • The roofs will be approximately 6 inch thick concrete with the roofing material as described in the architectural section. • Roof parapets will be 8" nominal reinforced CMU with architectural finishes to match the existing parapet height. 3.4. Architectural The superstructure will be reinforced cast-in-place concrete columns and beams with integrally cast-in- place concrete slabs for floor and roof, as described in the Structural section. The building structure will be elevated above grade approximately 26'-0"to align with the existing second elevated floor slab,with a mid-column top of beam line at 12'-0" to approximately align with the existing first elevated floor slab. The mid-column beam locations and sizing will be designed such that an elevated floor and CMU infill walls can be added in future phases below the generator building for additional usable detention center �+ expansion and programming of approximately 3,000 gross square feet. The building room height is o 0 proposed as 14'-0" with a 4'-0" parapet wall, so that the overall structural height (approximately 40'-0") y will align with the existing detention center parapet. The overall building is approximately 35' x 86', or 3,010 gross square feet. A covered walkway or"connector bridge" is approximately 8'wide by 6' long, thus keeping the elevated structure 6' away from the existing detention center northwest wall. Exterior walls and parapets will be 8" nominal CMU, set flush with the exterior face of beams and slabs and infilled between structural superstructure. Exterior wall finish will be fluid-applied air barrier, 2" rigid insulation, and 3-coat stucco to match existing finishes, applied to CMU and concrete perimeter beams and parapet walls (both sides). Roof subsystem will be 60 mil thickness PVC single-ply membrane over 4" minimum polyisocyanurate with tapered insulation to roof drains. Roof drains (4-6")with cast- i iron leaders will carry roof drainage through the building and floor slab to galvanized steel downspouts and into the storm system. Specialties include 42" high galvanized pipe and tube guardrails with epoxy coatings for the "connector bridge." The connector bridge platform slabs exposed to elements will receive exterior traffic coating. An additional set of guardrails will be provided along the connector bridge roof, so that roof access to the generator buildings can be safely accessed from the existing detention center roof. 0 Interior finishes for floors will be composition polyurethane flooring with suspended vinyl chips, and walls will be epoxy painted over block filler. Interior life safety items, such as fire extinguishers and illuminated exit signs shall be provided. 3.5. HVAC: Air conditioning of the mechanical/electrical room (MER) will be provided by a chilled water based vertical floor mount air handling unit (AHU) located in the room near the northeast corner, estimated at around 15 tons. It will have a ducted supply with three to four diffusers/grilles for the main area, le Ch another 2-3 diffusers/grilles for the electrical equipment dedicated to the generators and a non-ducted return. Chilled water(CHW)will be provided through supply and return pipes (approximately 2 inch to LN 2-1/2 inch diameter) routed from the chiller plant, connected to the existing 10 inch CHW pipes prior to the AHUs in the existing MER near column 14, and run through the existing MER wall into the new MER. The AHU will have a wall mounted digital thermostat and unit mounted control panel with communication to the chiller plant/main building automation system control panel. In addition,the existing MER will have some HVAC control panels and equipment starters moved along the outer wall to allow for the new double door into the new MER. The generator rooms will each have a thermostatically controlled wall mount exhaust fan to remove the o 0 residual heat in the generator rooms when the generators are off with 45 degree discharge hoods and backdraft dampers. These fans will be de-energized when the generators are on. In addition, each generator room would have "hurricane" rated intake and exhaust louvers that are estimated to be around 7-12 feet by 12 feet in size, with the exhaust louver connected to the generator radiator via a duct/housing, estimated to be approximately the same width and height as the louver with a depth of about two feet. Plumbing: One floor drain connected to the sanitary system (estimated at 4 inch)will be installed in the new MER approximately 1/3 of the way into the room. The floor drain will be connected to an oil/water separator 0 prior to connecting to the existing sanitary system. The floor drain will have a vent running up the wall closest to the floor drain and terminating above the roof. The sanitary line for the floor drain will run underneath the MER floor to the outside wall of the existing building, down the wall and into the12 garage/parking area to tie into the existing vertical 6 inch main sanitary drain line between columns 13 = and 14. In addition, a %"to 1" cold water line connected to a hose bibb located along the wall adjacent to the existing MER will be provided. The cold water line for the hose bibb will run from the 3 inch vertical cold le water line in the existing MER near columns 15 and in between, columns D and EE, and into the new MER. Rainwater will be collected and disposed by two roof drains on the top of the MER tied to a sloped horizontal line under the roof of the new MER, and connected to a new rainwater leader (4 to 6 inch) located in the southwest corner of the new MER. This rainwater leader will penetrate the floor of the new MER and run down the wall of the existing building and tie into the existing 6 inch rainwater leader m near column 12 and column D. In addition, 1-2 floor drains are anticipated for the platforms of the generator enclosure areas that will be tied to the new rainwater leader. The AHU condensate will be v, collected via a floor drain and tied into the new rainwater leader. o 0 4.7. Fueling; The two generators will be provided with fuel oil (diesel)from new supply and return lines that are connected to the existing systems which are fed from the two existing diesel tanks. As with Scenario 1, one set of new pipes will be connected to the existing 1 inch supply and 1-1/4 inch return lines along > column D, in the garage parking area (conn. pt. 1), run below the beam and up the outside wall into the mechanical electrical room (MER). A second set of lines will be connected to the 1-1/2 inch supply and 2 inch return lines near column 10 and column EE (conn. Pt. 2), run parallel to column 10, then parallel to y the beam at column D (inside the garage parking area), and into the new MER following a similar path as the first set of new lines. These two sets of lines will be configured to allow fuel to/from ether set to the generators by opening/closing manual valves. The routing from inside the garage parking area will also permit new tie-ins, if the fuel tanks are replaced/relocated in the future. Electrical; The layout for Scenario 2 will also consist of one central MER dedicated to emergency distribution and control equipment and will house the same equipment as described in Scenario 1. The two new generators will be outdoor type housed in a hurricane proof aluminum enclosures, each at 1000kW, 480V, 3(�with integrated paralleling control panel.The generators will also be provided with remote monitoring panels in the same office area (west of the existing electrical room) as the existing monitoring panels. The new main distribution SWBD will be connected via a new 2000 Amp busduct to the existing 12 emergency distribution SWBD "EDP" located in the existing main electrical room. The existing DJJ circuits terminating at automatic transfer switches (ATS)TS-4, and TS-7 located in the existing main electrical room will be re-routed in conduit to the new electrical room (new panel DJJ).The third DJJ load (TS-8)will be re-routed from the existing generator room to the new electrical room (panel DJJ). le The new platform footprint will affect the existing lighting for the parking area as one of the lighting poles is in conflict (see figure below) and will need to be removed.
