Security Fence Improvements—Design,Permitting and Bid Services
SCOPE OF WORK
Jacobs will provide project management,coordination,design,and permitting services for the
Security Fence Improvements at Key West International Airport(EYW).Intrinsically linked to the
Security Fence Improvements,and as such part of this scope,are the following elements:
• Re-routing of existing fence line outside runway's object free area(ROFA)
• Mitigation of the impacted wetlands
The proposed security fence improvements would not only shift the fenceline from within the
ROFA but also enhance the perimeter security at EYW which currently contains gaps.These gaps
in the perimeter fencing would be amended by installing floating barriers along the salt pond to
deter kayakers and canoers from entering the Air Operations Area(AOA)of Key West International
Airport. Signage would also be posted on the proposed fencing to warn of the prohibition against
unauthorized entry.
EXISTING CONDITIONS
Perimeter Fence
The existing perimeter fence has gaps in the airport's perimeter.To improve the existing
conditions of the security fencing approximately 860 linear feet of"floating fence"would be
installed along the northern boundary of the Airport,across the salt pond north of the Airport and
450 linear feet of fence Line on land.Fencing on land includes clearing of mangrove habitat within
10 feet of the fence for security patrols,which equates to the clearing of approximately 0.20 acres
of mangrove habitat. This project is in accordance with the Master Plan completed in 2019,per
Figure 1.

Wettand Mitigation
These airfield improvements will impact existing wetlands in the EYW airfield,located along the
Salt Pond and adjacent to the existing fence line within the airport property.For reference,the
impacted Salt Pond is located just north of RWY 9-27,and south of the Hawk Missile Site.
The wetland mitigation for these onsite wetland impacts will be based on the assumption that
remaining credits from the previous RSA mitigation area can be utilized for SFWMD permitting
and that the Keys Restoration Fund(KRF)will be utilized for the USACE permitting.
DESCRIPTION OF WORK
One bid package will be developed for this Security Fence Improvements project. For this package
Jacobs will provide the following services:
Phase 1 —Data Collection and Field Services
1. Surveying of Security Fence Improvements project areas
2. Geotechnical Studies of Security Fence Improvements project areas
3. Environmental Surveying of EYW project areas
4. Site Visits to EYW
Phase 2—Permitting Services
1. Pre—Application meetings with Stakeholder Agencies(SFWMD, USACE,and Monroe
County)
2. Submit individual permit application to USACE
3. Submit Environmental Resource permit application to SFWMD
4. Submit development permit application to Monroe County(no re-zoning included)
5. U.S.Fish and Wildlife Service coordination
6. Florida Fish and Wildlife Conservation Commission(specifically regarding the West Indian
manatee)
7. NOAA
Phase 3—Design
1. Develop Engineer's Report at 30%,90%and Final completion levels
2. Develop 30%,90%and Final contract package for the proposed Security Fence
Improvements
3. Develop 30%,90%and Final contract package
Phase 4—Bid Services
1. Issue documents for bid phase and assist in compilation/review of bid tabulation and
ultimately if requirements are met,in award.
GENERALSCOPE
For this scope of services,Jacobs will provide the following services:
1.Management of the project from data collection,permitting,consultations,design,bid
opening,and award of the construction contract.
2.Coordination with subconsultants.
3.Coordination with USACE,SFWMD,Monroe County,DOA, FAA/FDOT and U.S.Fish and Wildlife
Service, Florida Fish and Wildlife Conservation Commission and NOAA as required.
4.Preparation of minutes of meetings and phone conversations.
5.Scope verification and site investigations.
6.Preparation of the construction documents and incorporation of Monroe County's front-end
contract documents.
7.Preparation of the engineering report,construction cost estimate,and construction
schedule.

8. Bidding and award assistance.
ASSUMPTIONS/DESIGN PARAMETERS
1. This project will be funded with local funding.It is our understanding that FDOT funding will
also be pursued by the County.
2. USACE,SFWMD,Monroe County Environmental, Florida Fish and Wildlife Conservation
Commission,NOAA and U.S.Fish and Wildlife Service permits are required based on the
current scope of the project.
3. This proposal does not include the permit application costs nor fees. These shall be paid for
by Monroe County.
4. Monroe County Development Permitting assumed no re-zoning will be required.
5. Acquisition of topographic survey will be performed in accordance with the accuracies as
outlined in FAA AC 150/5300-18B.
6. The design will be in accordance with the most current FAA-AIP Advisory Circulars.
7. This scope of work does not include construction administration, resident project
representative nor quality assurance testing. This scope of work also does not include the
development of a construction management plan.
8. It is assumed that this project does not require the creation of an AGIS project.
9. Jacobs will develop plans,an outline of specifications,an engineering report,and a
construction cost estimate at the 30%design level for review.
10. Jacobs will develop plans,technical specifications,an engineering report,and a construction
cost estimate at the 90%and Final design level for review. Jacobs will develop the CSPP and
7460 to be submitted to the Airport and FAA for review.
11. Jacobs will produce a final contract set of plans,specifications,engineering report,
construction schedule,and construction cost estimate for bidding purposes.
12. This project does not include the design nor implementation of obstruction lighting.
13. Required compensatory wetland mitigation will achieved through the use of both remaining
credits from the RSA mitigation area,and the Keys Restoration Fund(KRF)
14. The Jacobs Team cannot guarantee that a permit will be issued or a timeframe in which
permits are issued.
15. Post permitting and mitigation implementation efforts are not included. Implementation of
mitigation plans and/or mitigation payments as may be required are not included in this
permitting scope.
16. Financial assurance or conservation easement matters are not included in this proposal.
17. This proposal assumes the mitigation as identified during pre-scoping efforts is sufficient for
permitting.
18. FAA and regulatory agencies will approve Mitigation Plan approach(use of remaining RSA
mitigation credits and KRF fund).
19. This project does not include activity forecasting nor Airport Layout Plan modifications.
20. This project does not include financial feasibility analyses, benefit-cost analyses,return on
investment nor payback period estimations.
21. Jacobs will reasonably rely upon the accuracy,and completeness of the information/data
provided by the Client or other third parties.

22. In providing opinions of cost,financial analyses,economic feasibility projections,for the
project,Jacobs has no control over cost or price of labor and materials;unknown or latent
conditions of existing equipment or structures that may affect operation or maintenance
costs;competitive bidding procedures and market conditions;time or quality of performance
by operating personnel or third parties;and other economic and operational factors that may
materially affect the ultimate project cost or schedule.Therefore,Jacobs makes no warranty
that Client's actual project costs,financial aspects,economic feasibility,will not vary from
Jacobs'opinions,analyses, projections,or estimates.
23. In soils,foundation,groundwater,and other subsurface investigations,the actual
characteristics may vary significantly between successive test points and sample intervals and
at locations other than where observations,exploration,and investigations have been made.
Because of the inherent uncertainties in subsurface evaluations,changed or unanticipated
underground conditions may occur that could affect total project cost and/or execution.
These conditions and cost/execution effects are not the responsibility of Jacobs.
24. Jacobs shall at no time take title,risk of loss or ownership of the hazardous materials or
wastes. Client recognizes that Jacobs assumes no risk and/or liability for hazardous materials
encountered while performing any services associated with such hazardous waste.
25. This scope of work does not include any work associated with the airfield lighting vault.
26. Requests for additional information from the agencies are assumed to be for clarification or
readily available additional information and do not include re-design or additional data
collection.
27. It is assumed that no seagrass impacts will occur.If mitigation is needed for seagrass impacts,
additional scope is required.
28. Assumes pre-app permitting agency meetings will occur virtually.
29. Assumes that no corals will be impacted within fence installation.
30. Bid documents will include the best available data regarding mitigation at time of bid. Note,
the design and overall requirements for mitigation will not be finalized until permitting is
concluded,and all agency comments have been implemented.
31. Monroe County will provide access to all project areas.
32. This scope does not include electrical design and assumes no lighting will be needed along
proposed fence line improvements.
ARTICLE A—DATA COLLECTION AND FIELD SERVICES
Data Collection:
1. Prepare for and attend a virtual project design kick off meeting using MS Teams.
2. Coordinate with subconsultants including but not limited to survey,geotechnical,and
environmental permitting as well as other Project Team members.
3. Perform a detailed topographic survey of Security Fence Improvements project areas
(including, but not limited to: existing fence adjacent to improvements area,salt pond,major
structures such as manholes,taxiway edge lights, NAVAIDs,drainage structures,taxiway
signs/foundations,concrete duct markers,pavement markings,edges of pavement),of bores

and cores(by Tierra),and wetland delineations as outlined in the survey scope of work by
O'Neal Surveying Company.
4. Jacobs to provide full time badged escort for the survey field crew. It is assumed that the
survey field work will take approximately 3-8 hour shifts to complete.
5. Perform site walk through survey at EYW Security Fence Improvements Project Areas to locate
and note any special site conditions that would affect construction techniques or materials.
Take photographs of the site and provide written documentation,sketches,notes,or reports
to confirm and record the general conditions of the existing site.Field verify that all existing
features in the field were picked up during the topographic survey.
6. Jacobs to provide full time badged escort for the geotechnical field crew. It is assumed that
the geotechnical field work will take approximately 2-8 hour shifts to complete.
7. Perform a geotechnical investigation to assess the existing soil strata classifications in the
proposed Security Fence Improvements footprint.Geotechnical investigation will also include
cores/bores to determine soil strength,estimated ground water level,and estimated seasonal
high ground water level table.The geotechnical investigation will be performed as outlined in
the scope of work by Tierra South Florida.
8. Perform a wetlands and protected species site survey for the proposed Security Fence
Improvements project areas to determine wetland jurisdictional limits and existing habitat
conditions.The environmental investigation will be performed as outlined in the attached
scope of work by Birkitt Environmental Services,Inc.
9. Prepare mapping of wetlands by reviewing existing wetland limits and adjusting limits as
needed based on environmental survey of Security Fence Improvements project areas.
10. Record habitat type,quality,and vegetative species for use in the Uniform Mitigation
Assessment Methodology(UMAM)analysis and permit applications for the surveyed Security
Fence Improvements project areas.
11. Research record drawings for underground utilities.(i.e.sewer,water,electric,gas,
communication,etc.)for Security Fence Improvements project areas.
12. Perform QA/QC.
13. Project Management.
Services for Article A will be provided under a lump sum basis.
ARTICLE B—PERMITTING SERVICES
Based on the information collected under Article A,the applicable permitting applications will be
developed.
1. Prepare Wetlands and Protected Species Mitigation Plan. The mitigation plan will be
developed based on the assumption that remaining credits from the previous RSA mitigation

area can be utilized for SFWMD permitting and that the Keys Restoration Fund (KRF) will be
utilized for the USACE permitting.
2. SFWMD Permitting
a. Environmental Resource Permit Application
Based on the detailed site review, Jacobs will provide wetlands impact calculations,
update UMAM analysis if needed, and prepare maps of the wetlands jurisdictional
Line.The Jacobs Team will prepare the SFWMD permit application.
Avoidance and minimization efforts will be summarized from the EA.
b. SFWMD Agency Coordination
Jacobs will attend one (1) site visit with SFWMD in order to review existing site
conditions for the impact area. The visit will include a verification of the wetland
jurisdictional line and a review of the proposed UMAM scoring to gain agency
concurrence. A review of the fence location in open water is included. Other agency
coordination is included under this task which includes a-mails and phone calls to
coordinate submittals and for clarification.
c. Respond to SFWMD Requests for Additional Information(RAI)
Jacobs will provide up to two(2)written responses to SFWMD Requests for Additional
Information (RAI)related to environmental issues to clarify the application. Email and
phone communications are included. No new data collection is included. Includes
coordination with Florida Fish and Wildlife Conservation Commission(FWC).
3. USACE Permitting
a. USACE Nationwide Permit Application
Jacobs will be preparing and submitting the USACE Individual/Standard permit
application or other permit application as required with assistance from others. Key
items to be addressed include existing conditions, protected species, onsite
avoidance/minimization, alternatives analysis (based on the EA), and construction
methods. In addition, the submittal will include a 12-Step mitigation plan based on
33 CFR 332.4.
b. USACE Agency Coordination
Jacobs will coordinate with the USACE to discuss the proposed permit application,site
plan,and existing site conditions. Birkitt will attend one(1)site visit with the USACE in
order to review existing site conditions. The visit will include a verification of the
wetland jurisdictional line and a review of the proposed UMAM scoring for the
proposed impact area. Other agency coordination is included under this task which
includes a-mails and phone calls to coordinate submittals and for clarification. A
review of the fence location in open water is included.
c. Respond to USACE Requests for Additional Information(RAI)
Jacobs will provide written responses to two (2) Requests for Additional Information
(RAI) questions following submittal of the permit application. Jacobs will respond to
the USACE and will obtain responses from others on the team as needed. Includes
responses to comments from US Fish and Wildlife Service and NOAA regarding
protected species if needed.

4. Monroe County Permitting
a. Monroe County Permits/Approvals—Environmental Support
Per Monroe County Land Development Code, Jacobs will prepare an Existing
Conditions Report to accompany the County application prepared and submitted by
others. The report will include a description of the site environmental conditions
including the distribution and quality of native habitats along with the results of the
protected species surveys and associated maps.
b. Monroe County Coordination
The Jacobs team will coordinate and attend one Pre-Application meeting with
Monroe County. Meeting notes following the pre-application will be prepared and
distributed to the team. In addition, Jacobs will attend up to two (2) site visits with
Monroe County in order to review existing site conditions. Communication with
County environmental staff is included. Jacobs will provide support for County
comprehensive plan amendment if needed
5. Perform QA/QC.
6. Overall Project Management.
Services for Article B will be provided under a lump sum basis.
ARTICLE C—DESIGN
Based on the information collected under Article A and the results of the permitting process as
described in Article B the Jacobs Team will perform the following design services:
1. Develop technical specifications utilizing FAA's standard specifications for construction. (i.e.
FAA Specifications: P-101, P-152, F-162, T-904, T-901, T-905, etc.). Submit an outline of
technical specifications at 30%. Submit complete technical specifications at 90% and Final
submissions.
2. Coordinate and incorporate Monroe County provided contract document/front-end
specifications into the final contract bid documents. (i.e. Notice to Bidders, Invitation to
Bidders, Instruction to Bidders, Bid Proposal, Contract, Contract Articles, General
Specifications).
3. Develop a construction schedule for use in determining phasing and duration.
4. Prepare for and attend two(2)design review meetings(30%,90%)with the Airport to discuss
project progress and review the design submittals.
5. Develop detailed construction quantities and cost estimate at the 30%, 90%, and at final
contract document design levels.
6. Develop Engineer's report at the 30%,90%,and Final design submissions.
7. Develop erosion control for the Security Fence Improvements project areas.

9. Jacobs will perform necessary design to support the SFWMD permitting,excluding any
seagrass mitigation efforts.
10. Coordinate,distribute and print the following copies of the preliminary construction
documents for the construction package(plans,specifications,design report,and
construction cost estimate)for review by the Airport and FDOT:
Preliminary Submission(30%,90%,Final Contract Documents for each construction

FDOT: 2 half size copies of plans;and a CD containing the drawings,
specifications,engineering report,and engineer's estimate for the 90%
submission only.
EYW: 2 copies of plans(1 full size; 1 half size); 2 copies of specifications;2
copies of engineering report;and 2 copies of engineer's estimate for each
submission
11. Conduct an in-house QA/QC prior to each submission. The in-house QA/QC check will involve
an experienced independent individual, depending on each discipline, to conduct a
comprehensive check on all documents to be submitted (e.g. plans, specifications, estimates,
reports). Time will be required for engineers and CADD technicians/designers to correct items
listed under the in-house QA/QC checks.
12. Address comments from 30%,and 90%design submissions.
13. Prepare and submit electronically FAA form 7460-1 Notice of Proposed Construction or
Alteration.
14. Prepare and submit a Construction Safety Phasing Plan(CSPP).
Services for Article C will be provided under a lump sum basis.
ARTICLE D—BID SERVICES
Upon completion of the construction documents and at the request of the Airport,Jacobs will
prepare the project documents for bidding. Jacobs will perform bidding support services,the
following terms will apply:
A.The County appoints Jacobs as its Agent,and Jacobs accepts such
appointment to perform bid/procurement services on the County's behalf
in connection with the project.
B.Such services shall be performed under the County's direction and in
accordance to such forms,terms and conditions,or modifications or
revisions to same as the County may in its sole discretion at any time
instruct Jacobs to use. All services shall be carried out in accordance with
the procedures mutually agreed upon by the County and Jacobs.
C.Jacobs shall not have authority to accept or bind the County in any way to
changes,modifications,revisions,alterations,amendments,or
supplemental,additional,or different terms and conditions(hereinafter
referred to as"deviations")which may be submitted or requested by a
vendor or contractor. Jacobs shall immediately submit any deviations
from the County's standard terms and conditions to the County for review
by the County's Purchasing Manager or their representative and such
deviations shall not be accepted by Jacobs unless Jacobs receives express
written approval thereof from the County's Project and/or Purchasing
Manager or their representative.

D.All documents issued by Jacobs hereunder shall be signed by Jacobs for
the County if so directed. The ownership and title of all items purchased
hereunder shall pass directly from the selling party to the County,and
Jacobs shall at no time be a party to such transaction other than as agent
of the County. The County shall have the unilateral right to have the
commitment authority of Jacobs,its employee or this limited agency
authorization in its entirety revoked and cancelled at any time,with or
without cause. The County shall be obligated directly to the selling party
for all payments for materials,equipment,supplies and services procured
hereunder.
E.The County shall hold Jacobs and its employees harmless from any claims,
suits or liabilities arising out of any breach or other failure of performance
by any contractor,vendor or supplier under any contract or purchase order
issued by Jacobs hereunder.
The following task will be performed as part of the bid phase services:
1. Coordinate with the County Purchasing Department and the Airport to advertise for bids.
2.Coordinate with the County to provide electronic copies of the bid documents to
prospective bidders
3. Prepare for and attend a project pre-bid conference
4. Prepare responses to address requests for information from prospective bidders
5.Prepare and coordinate the issuing of two(2)addenda with the County purchasing
department.
6.Revise bid documents as necessary for the addendum.
7.Review bids for responsiveness.
8.Prepare a bid tabulation.
9.Make a recommendation for award based on review of the bid information submitted.
10.Prepare conformed documents and construction contract.
Services for Article D will be provided under a lump sum basis.

RE: Key West Airport Security Fence Improvements (Existing Sign/Topographic) Survey
O'Neal Surveying and Mapping, Inc. (OSM) is pleased to provide you with a scope of services
and proposal for the referenced project in Key West, Florida. The project and services include the
following:
SCOPE OFSERVICES:
Topographic As-Built Survey to meet standards as set forth in Chapter 5J-17, F.A.C.,472.027 FS
and FAA AC 150/5300-18.
VERIFY HORIZONTAL &VERTICAL CONTROL
OSM team will verify positions on published Primary and Secondary Airport Control points
and on control points which were previously established by OSM and others. OSM will
establish new control as required for this surrey. All survey control will be referenced to North
American Datum of 1983, 2011 Adjustment (NAD83/2011) and North American Vertical
Datum 1988 (NAVD88).
• Verify existing site control as previously established.
o Locate additional horizontal control points
o Establish elevations of additional control points
TOPOGRAPHIC SURVEY AND SURVEY LIMITS
The survey limits will be within 20 feet on both sides of the existing and proposed security fence
line with the exception that only the existing signs will be located within the open water area of
the Salt Pond.The existing fence along the east side of the temporary tower facility and the barrier
fence along the service road will be located, however, no survey data will be collected within the
Tower facility. Survey along the existing barrier fence and the east side of the tower area will be
limited to the fence line, edge of water, vegetation line and wetlands line (as marked by others).
The open water areas of the Salt Pond within survey limits will not be included in the survey with
the exception of the existing sign locations described below.
The survey will include location of existing signs within the Salt Pond as outlined on the attached
Exhibit. Elevations of bottom of Salt Pond at each sign, bottom of each sign and top of water will
be determined. The number of existing signs within these limits are estimated at 10.
OSM will obtain 3D topographic location within the survey limits to include:
Existing fencing
Existing signs
Ground elevations on a 50' interval and at grade breaks.
Vegetation lines/Edge of mangroves (as described above).
Edge of water(as described above)
Wetlands (as marked by others)
Provide location of visible major structures such as manholes, drainage structures, signs,
foundations, concrete duct markers, etc. Any drainage within limits will include full data on
accessible pipes or culverts including size, apparent condition, invert and bottom elevations.
Edges of pavement or concrete
WETLANDS SURVEY
Wetlands flagging (provided by others) within the project limits will be located. The schedule for
OSM survey deployment is to be coordinated with the environmental consultant so the flagging
can coincide with or precede OSM deployment.
PROJECT ASSUMPTIONS
• Jacobs or EYW Operations will provide an escort and that the runway will not be closed.
• This is a not a pullback operation.
• This is a daytime operation.
• No badging for OSM personnel will be required for this short duration project, either
Jacobs or EYW Operations will provide Escort for OSM survey personnel where
necessary.
• Wetlands flagging will coincide with or precede the OSM survey deployment.
WORK ZONE SAFETY:
All work zone and Airport safety, rules and procedures as required by the Key West Airport will
be observed and strictly adhered to by OSM. All survey activity will be coordinated with Jacobs
staff prior to and during commencement.Any and all vehicles to be utilized in said survey activities
will be authorized by and registered as may be required. Said vehicles to have current decal,
display company name/identification and maintain proper lighting requirements.
QUALITY CONTROL/QUALITY ASSURANCE AND FIELD REVIEW:
Verification of the field conditions as related to the collected survey data prior to any topographic
survey data submittal.
All activities required to supervise and coordinate the survey project will be performed by the OSM
project supervisor, a Florida P.S.M. or their delegate.
OSM will implement their QA/QC plan to include review, response to comments and any
resolution meetings if required, preparation of submittals for reviews, etc.
Deliverables will include the ACAD Civil 3D digital files of the topographic survey.
SCHEDULE:
OSM will be on site within 15 working days of Notice To Proceed and estimate delivery of the survey
deliverable within 10 working days (2 calendar weeks)of survey commencement. If weather or other
factors beyond OSM's control should disrupt this schedule the client will be notified immediately.
NOTE: This proposal excludes survey deployment between the following dates: Sunday, November 21
thru Sunday, November 28, 2021 and Monday, December 20 thru Sunday January 2, 2022.
This proposal is only valid until February 28, 2022.
COMPENSATION SUMMARY AND TERMS:
OSM will commence with the foregoing services upon written notice (fax or email) to proceed with the
following:

As requested, TSF is pleased to submit this revised proposal for the above-referenced project.
Based on information provided by Jacobs, proposed construction will consist of a new fencing
along the western side of the runway, approximately 1,900 lineal feet in length, starting near the
90 degree curve in Government Road,and proceeding north at the Key West International Airport.
PROPOSED SCOPE OF WORK
Based on the construction anticipated, we propose to perform the following:
• Four(4)Standard Penetration Test(SPT) borings to a depth of 15 feet below grade for fence
pole foundations.
• Soil Parameters for pole foundations.
We understand that the boring locations will be located in the field by TSF Personnel.

Prior to drilling at the project site, TSF will notify the local utility companies and request that
underground utilities be marked. Private utilities and utilities on the air side will be the
owner's/Airport's responsibility. Our proposal assumes that utilities within the airport will be
cleared by a specialty utility locator.
Upon completion of the field exploration,laboratory testing will be performed on selected samples.
A report will be issued that contains the exploration and laboratory data, and soil parameters for
fence pole foundation design.
ESTIMATED FEES
It is proposed that the fee for the performance of the services outlined above is determined on a
unit price basis in accordance with the attached Fee Schedule and that the work be performed
pursuant to TSF's General Conditions enclosed herewith and incorporated into this proposal. On
the basis of the proposed quantities, it is estimated that the total fee will be approximately
$13,020.00.
Our estimate covers the work needed to present the results.Not included are reviews of drawings,
preparation of construction specifications, special conferences and any other work requested after
submittal of our report.
SCHEDULE AND AUTHORIZATION
TSF will proceed with the work after receipt of a signed copy of this proposal. With our present
schedule,we can commence work within three weeks of project approval (weather permitting)and
fieldwork is expected take about I to 2 days to complete. The results can be submitted in less than
two weeks after completion of the field work.

Task 1.0 Wetlands, Protected Species, and Sea-grass Site Review -
Task 1.1 Wetlands and Protected Species Review—Impact Area
A follow up site visit to the site review previously conducted in September 2019 for the
Environmental Assessment (EA) and Biological Assessment (BA) will be performed in order to
supplement previous ecological data collected and document anticipated impacts for permit
applications. Wetlands will be delineated in the mangrove habitat for a minimum of 20 ft on
either side of the fence location. Qualitative data for the existing mangrove habitat will be
collected and a Uniform Mitigation Assessment Method (UMAM) analysis will be performed.
Any protected species observed will be documented.
Site visit documentation will be provided in future Permitting Tasks.

Site review and data collection of wetlands to be impacted by the Security Fence includes:
• Establish jurisdictional wetland limits and review current site conditions.
• Prepare map of data points.
• Coordinate with surveyor to ensure data points are surveyed appropriately
• Complete the regional data forms for the USACE wetland delineation.
• Record habitat type, quality, and vegetative species for use in the Uniform Mitigation
Assessment Methodology (UMAM) analysis and permit applications.
Conduct general site review to update or confirm current site conditions relative to protected
species and add any new observations.
Task 1.2 Seagrass/Benthic Resources Site Review- Potential Impact Area
A follow up site visit to the site review previously conducted in September 2019 for the
Environmental Assessment (EA) and Biological Assessment (BA) will be performed in order to
supplement previous ecological data collected and document anticipated impacts for permit
applications. Because posts or other potential disturbance of seagrass or benthic resources
may occur for the placement or construction of the security fence, an additional resource survey
will be required. Seagrass/benthic surveys will be conducted at a distance of 10 ft. adjacent to
post placement locations or other disturbance proposed. If seagrass is observed in the location
of proposed post locations, immediately adjacent areas will be surveyed in order to identify
potential areas of placement that do not contain seagrass.
Birkitt will prepare a report to be submitted to the regulatory agencies after the seagrass/benthic
resources investigation and evaluation of potential impacts or avoidance of impacts.
It is assumed that no impacts to seagrass or benthic resources will occur. If it is determined that
these impacts will occur and mitigation will be required, additional scope will be required.
Task 2.0 Man_ roveMetlands Mitigation Plan
A mitigation plan for impacts to mangrove/wetlands habitat will be developed based on the
assumption that remaining credits from the previous RSA mitigation area can be utilized for
SFWMD permitting and that the Keys Restoration Fund (KRF) will be utilized for the USACE
permitting. Birkitt will prepare the Mangrove Mitigation Report for the Security Fence project. If
seagrass mitigation is determined to be required, additional scope will be needed for the
necessary environmental services.
Task 3.0 Agency P,re-application Meetings and Permitting- Approach
Birkitt will participate in pre-application meetings with the USACE, SFWMD, and Monroe County
representatives along with other team members. Agency meetings are scoped to be conducted
virtually. Team coordination to develop an appropriate permitting approach is included.

Based on the detailed site review, Birkitt will provide wetlands impact calculations, update
UMAM analysis if needed, and prepare maps of the wetlands jurisdictional line. Birkitt will
provide environmental support for the preparation of the SFWMD permit application preparing
the environmental portions of the application.
The environmental portions of the permit application that Birkitt will prepare include:
1. Environmental portions of Section C.
2. Environmental Report including existing conditions, avoidance and minimization of
wetland impacts, wetland tables, UMAM, and proposed mitigation.
This task includes three (3) conference calls with the project team. Birkitt will coordinate with the
project engineers, surveyors, and other team members as needed to complete necessary
information. Birkitt will provide the environmental portions of the permit application to the project
engineer in a digital format for submittal.
Avoidance and minimization efforts will be summarized from the EA.
Task 4.2 SFWMD Agency Coordination
Birkitt will attend one (1) site visit with SFWMD in order to review existing site conditions for the
impact area. The visit will include a verification of the wetland jurisdictional line and a review of
the proposed UMAM scoring to gain agency concurrence. A review of the fence location in
opern water is included. Other agency coordination is included under this task which includes
e-mails and phone calls to coordinate submittals and for clarification.
Task 4.3 Respond to SFWMD Requests for Additional Information (RAI)
Birkitt will provide up to two (2) written responses to SFWMD Requests for Additional
Information (RAI) related to environmental issues to clarify the application. Email and phone
communications are included. No new data collection is included. Includes coordination with
Florida Fish and Wildlife Conservation Commission (FWC).
5.0 USACE Permittin_
Task 5.1 U A E Individual/Standard Permit Application
Birkitt will be the lead in preparing and submitting the USACE Individual/Standard permit
application or other permit application as required with assistance from others. Key items to be
addressed include existing conditions, protected species, onsite avoidance/minimization,
alternatives analysis (based on the EA), and construction methods. In addition, the submittal
will include a 12-Step mitigation plan based on 33 CFR 332.4.

Task 6.2 USACE Agency Coordination
Birkitt will coordinate with the USACE to discuss the proposed permit application, site plan, and
existing site conditions. Birkitt will attend one (1) site visit with the USACE in order to review
existing site conditions. The visit will include a verification of the wetland jurisdictional line and a
review of the proposed UMAM scoring for the proposed impact area. Other agency coordination
is included under this task which includes a-mails and phone calls to coordinate submittals and
for clarification. A review of the fence location in opern water is included.
Task 6.3 Respond to USACE Requests for Additional Information (RAI)
Birkitt will provide written responses to two (2) Requests for Additional Information (RAI)
questions following submittal of the permit application. Birkitt will be the lead in responding to
the USACE and will obtain responses from others on the team as needed. Includes responses
to comments from US Fish and Wildlife Service and NOAA regarding protected species if
needed.
Task 6.0 Monroe County Environmental Support and Coordination
Birkitt will provide environmental support and prepare environmental documentation as needed
for Monroe County permitting/authorization approvals and coordination.
Task 7.0 Project Administration and Coordination
Project administration and coordination includes invoice preparation, scheduling, project
management coordination and team coordination. A kick off meeting is assumed to be vritual.
An additional twelve (12) status meetings throughout the permitting process are assumed to be
virtual or during on-site trips scheduled for other tasks. This task also includes team
coordination re: scheduling or overall project management. A 12-month project duration is
assumed for this task.
General Assumptions:
• Birkitt will have full access and authorizations to the sites.
• Required compensatory wetland/mangrove mitigation will be provided by utilizing
remaining mangrove credit from the previous RSA project at EYW for SFWMD and
paying into the Keys Restoration Fund (KRF) for the USACE.
• It is assumed that no seagrass impacts will occur. If mitigation is needed for seagrass
impacts, additional scope is required.
• Any fees required by the agencies for permit application submittal will be provided by the
client.

It is assumed that Monroe County coordination is limited to upland protected species
that may be impacted during construction and mitigation will be via payment to the
County mitigation fund.
Others will assist with the alternatives analysis if required by the USACE for a
Standard/Individual permit.
a Project Administration assumes duration of this phase is 12 months. Meetings are
assumed to be virtual or conducted in conjunction with scheduled site visits.
• Services not covered under this proposal will require an additional scope and fee.
Birkitt will explore whether a Nationwide/General Permit may be requested instead of an
Individual USACE permit and whether an exemption or general permit or de minimis
authorization may be requested once impacts are documented.
