A budget public hearing of the Monroe County Board of County Commissioners
convened at 5:05 p.m. at the Harvey Government Center and via Communication Media
Technology. Present and answering to roll call were Commissioner Craig Cates, District V seat
is vacant, Commissioner Eddie Martinez and Commissioner David Rice. Mayor Michelle
Coldiron attended the meeting by Zoom. Also present at the meeting were Roman Gastesi,
County Administrator; Bob Shillinger, County Attorney; Kevin Madok, Clerk of Court; Pamela
Hancock, Deputy Clerk; county staff, members of the press and radio; and the general public.
The Board honored Mike Forster, District 5 Commissioner, who recently passed away.
Mayor Coldiron passed the gavel to Mayor Pro Tem Rice to continue the meeting since she was
appearing virtually.
ADDITIONS, CORRECTIONS AND DELETIONS
Bob Shillinger, County Attorney, addressed the Board. After discussion, motion was
made by Commissioner Cates and seconded by Commissioner Martinez to cancel the Special
Budget Meeting scheduled for September 9, 2021, in Marathon. Motion carried unanimously.
Mr. Shillinger addressed the Board. Motion was made by Commissioner Cates and
seconded by Commissioner Martinez to allow Mayor Coldiron to participate via Zoom for this
meeting based on extraordinary circumstances. Motion carried unanimously, with the
Commissioners present at the meeting.
Al There were no Additions, Corrections or Deletions to the agenda. Motion was made by
Commissioner Martinez and seconded by Commissioner Cates granting approval of the agenda.
Motion carried unanimously.
PUBLIC HEARINGS
B 1 A Public Hearing was held to consider approval of a Resolution to continue the
imposition of wastewater assessments and to set the annual rate for all previously approved
assessment rolls including Big Coppitt, Duck Key, Stock Island including Stock Island Phase 2,
Cudjoe Regional Centralized Inner& Outer Island and Expanded Parcels within the Cudjoe
Regional Service Area, East/West Long Key, No Name Key, and Middle/Big Torch Key service
areas. The administrative cost associated with the imposition of wastewater assessments is paid
from the collection of the annual assessments. There was no public input. Motion was made by

Commissioner Cates and seconded by Commissioner Martinez to adopt the following
Resolution. Motion carried unanimously.

BUDGET
C1 Tina Boan, Sr. Director of Budget& Finance, announced the tentative millage rates. Said
rates are attached hereto.
C2 Ms. Boan gave a Power Point Presentation on the County Administrator's Fiscal Year 2022
Recommended Budget.
C3 There was no public input.
The Board of County Commissioners meeting adjourned for the Board of Governors, Fire
& Ambulance District 1, meeting.
FIRE &AMBULANCE DISTRICT 1
BOARD OF GOVERNORS
The Board of Governors for the Fire & Ambulance District 1 convened. Present and
answering to roll call were Commissioner Craig Cates, Commissioner Eddie Martinez and
Commissioner David Rice. Absent from the meeting was Councilman Greg Lewis and Mayor
Bruce Halle.
Mr. Shillinger addressed the Board.
El There were no changes to the Tentative Fiscal Year 2022 Budget.
E2 Ms. Boan announced the District 1 tentative rolled-back millage rate and percent increase
over rolled-back rate. Said rates are attached hereto.
E3 Motion was made by Commissioner Cates and seconded by Commissioner Martinez
granting approval of the District 1 Board of Governors Resolution adopting the tentative millage
rate for Fiscal Year 2022. Roll call vote carried unanimously.

E4 Motion was made by Commissioner Cates and seconded by Commissioner Martinez
granting approval of the District 1 Board of Governors Resolution adopting the tentative budget
for Fiscal Year 2022. Roll call vote carried unanimously.

The Board of Governors, Fire & Ambulance District 1, adjourned. The Board of County
Commissioners meeting reconvened with all Commissioners present.

F Motion was made by Commissioner Cates and seconded by Commissioner Martinez
granting approval of the following Resolution adopting the tentative Millage Rates for Fiscal
Year 2022. Roll call vote carried unanimously.

granting approval of the following Resolution adopting the tentative Operating Budget for Fiscal
Year 2022. Roll call vote carried unanimously.

H Motion was made by Commissioner Martinez and seconded by Commissioner Cates
granting approval of the following Resolution adopting the tentative Capital Budget for Fiscal
Year 2022. Roll call vote carried unanimously.

Il Ms. Boan announced the Public Hearing for the final adoption of the Fiscal Year 2022
millage rates and budget public hearing to be held at 5:05 p.m. on Wednesday, September 15,

COMMISSIONER'S COMMENTS
J Mayor Coldiron thanked staff for all of their hard work.
COUNTY ATTORNEY
K1 Mr. Shillinger requested to hold an Attorney-Client closed session in the matter of Izbell
Arriola v. Monroe County, U.S. District Court for Southern District ofFlorida Case No. 21-cv-
10076-RKA and read the required language into the record. Motion was made by Commissioner
Cates and seconded by Commissioner Martinez to hold the closed session at the regularly
scheduled meeting on September 15, 2021, at 1:30 p.m. or as soon thereafter as may be heard.
Motion carried unanimously.
