SUBJECT: Release of Contingency funds
Attached is proposed Release of Contingency Funds #34 for the Plantation Key Courthouse & Detention
Center project. This does not affect the contract price but releases contingency funds already included
in the Guaranteed Maximum Price for work that was either not foreseen or for which a price could not
be determined at the time of contract execution.
The amount requested is $6,275.00. The attached Release of Owner Contingency Request provides the
details. This is being provided to ensure the BOCC is aware of this change. Please contact me with any
questions. If there are none with the normal 24-hour window, I will approve the request.

Background:
Project Management is recommending the modifications described in this proposal for the fire alarm
relays in the detention center. Currently, in the event of a fire event in the new detention center, all
cell doors will instantly fail-safe (unlock). Approval of this PCA will modify the fire alarm system to
allow notification to be sent to the control room allowing for the deputies to:
Delay the unlocking of all or some of the cell doors
- Instantly unlock all or some of the cell doors (No input will fail safe all doors)
- Keep all or some of the cell doors locked
The inclusion of this flexibility will provide the MCSO a better tool to ensure the safety of all inmates
y allowing for a more organized fire plan.

We transmit herewith the above referenced price request for Change Order 3 to the contract between
Siemens Industry, Inc. ("Siemens") and STRYKER ELECTRICAL CONTRACTING INC dated 12120/201 S for
Plantation Key Court House (the "Agreement"). This price request is based on information received from your
company and is subject to the following conditions

Clarifications
1. Siemens will be providing parts and smarts to the selected electrical contractor for this project.
Z. Siemens will need to be provided with architectural backgrounds in Auto CAD files, approved fire
protection report, and full set of construction documents,free of charge.
3. Owner will need to allow Siemens full and complete access to the property for the duration of the
project.
4. All scheduling will need to have the Owner's input and will require the Owner's cooperation to
complete during the allotted time.
5. Submittals may take between 4-6 weeks for approval through the Fire Department.
6. All work to be performed during normal working hours of Monday thru Friday, 6.00am to 4:00pm.
7. This price is firm for 30 days from the date of this proposal.
8. If this proposal includes a Smoke ControllSmoke Management system, Siemens must be provided
Smoke ControllSmoke Management Drawings which define all Zone Boundaries, location,type of
equipment used, and a detailed inputloutput matrix or sequence of operations. In the event that such
information is provided post-award or such information is discovered by Siemens during installation of
the scope, a change order for additional time and an increase in cost may be required due to the
information differing from assumptions that Siemens had to make in developing the scope.

Payment Terms Acceptance Agreement
The total price of: $4,552.94 and the estimated return on investment are based on the items outlined in this
proposal. ANY statements made herein regarding savings that may be achieved by implementing the services
offered in this proposal are estimates only. No warranty, either expressed or implied, shall be construed to
arise from such statements, nor shall such statements be construed as constituting a guarantee by Siemens
that such savings will occur if the services are implemented.
Terms and Conditions Disclaimer
The Customer acknowledges that when approved by the Customer and accepted by Siemens Industry, Inc.:
(i)the Proposal and the Contract Terms and Conditions, (together with any other documents incorporated
into the forgoing) shall constitute the entire agreement of the parties with.respect to its subject matter
(collectively, hereinafter referred to as the"Agreement") and (ii) in the event of any conflict between the
terms and conditions of the Proposal and the terms and conditions of The Contract Terms and Conditions, the
Contract Terms and Conditions shall control.

TLC's Response:
➢ Contractor needs to remove all Fire Alarm relays located above the doors listed
below. A Fire Alarm event will trigger a System Alert at a designated PC(s) in the
Control Room.
➢ Such System Alert shall provide the PC Operator with enough time to react,
confirm the validity and location of the fire, and decide whether to cancel the local
Fire Alarm or open the designated doors.
➢ Should no action be taken by the PC Operator, the designated doors will open
after the timer (30 seconds are recommended by DuosTech) initially programmed
into the system expires.

There is a conflict at the security doors between the fire alarm relay and the security monitoring&controls system. In the
event of a fire alarm,the door relay will cut off the 120v power going to the door hardware,making it impossible to be
controlled through the security system. Please advise
