Scope of Services (12/15—63)
Florida Keys Marathon International Airport(MTH)
West Apron Expansion Project—DRAINAGE AND PERMITTING
SCOPE OF WORK
This scope of services includes the following design services in support of a new
(expansion)asphalt and concrete apron ("ramp")and widening of Taxilane Z5 at MTH.
This apron--located south of the Runway 7 End adjacent to Taxiways Alpha and Bravo--
will accommodate aircraft parking, hangar development(by others)and a new fuel farm
(by others).
Drainage design and permitting elements to be performed by Consultant are as follows:
• Site Geometry: By Jacobs under a separate agreement with K2M.
• Site Grading: By Jacobs under a separate agreement with K2M.
• Pavement Design: By Jacobs under a separate agreement with K2M.
• Fuel Farm/MEP Design: BY OTHERS
• Drainage Design: Prepare drainage plan and details per FAA standards and
FDEP/SFWMD guidelines. Plans will incorporate existing conditions and
drainage flow from adjacent taxiway/taxilane.Also includes erosion and
sedimentation control measures. Stormwater design will adhere to
FDEP/SFWMD Guidelines.
• Utility Adjustment/Relocation: By Jacobs under a separate agreement with
K2M.
• Pavement Markings/Tie-Downs Design: By Jacobs under a separate
agreement with K2M.
• Airfield Signage Layout: By Jacobs under a separate agreement with K2M.
• Permitting: Consultant shall prepare SFWMD Modification (site area only)
application and related plans.
Total development/improvement area measures—176,000 SF.

DESCRIPTION OF WORK
Jacobs will provide the following services:
1. Develop 50%, Pre-Final(90%) and Final(100%) documents for the proposed
West Ramp (incl.Taxilane Z5) (drainage and permitting elements only).
a. Design plans
b. Technical specifications
2. Prepare and submit a SFWMD Modification (site area only) application and
related plans.
NOTE: Professional services described herein include coordination with airfield site/civil
designer,fuel farm MEP designer and hangar designer.
ARTICLE A- PROJECT INITIATION &DATA COLLECTION SERVICES
The Project Initiation Task includes all work associated with kicking off the project and all
site investigation tasks. Specific tasks for this phase are described as follows:
Task 1 Project Kick-Off,Site Investigation and Coordination
The Consultant's Drainage Engineer shall attend one(1) in person kickoff
meeting.This task shall include meeting with designated parties to gather
information regarding existing conditions,staging areas, access procedures,
phasing concerns, etc.
Consultant's Drainage Engineer shall also attend a(concurrent) site visit at the
Airport to verify existing conditions,take photographs, and confirm the site
features/characteristics. The Consultant's drainage engineer will assess the site
characteristics, locations, and condition of the existing stormwater infrastructure.
It is assumed that Airport Operations will be available to escort the Consultant on
site during daytime hours to perform the site investigation.
The Consultant will collect and review the latest master plan, pertinent record
drawings/reports,and interview MTH staff as needed for clarification/verification.
ARTICLE B—DESIGN&PERMITTING SERVICES
ARTICLE B.1 - 50%DESIGN
The 50% Design Phase will commence after completion of the project survey,
geotechnical investigation, and site investigation. Specific tasks for this phase are
described as follows:
Task 1 Pre-Design Conference
Prior to commencing work on the 50% Design Documents,the Consultant shall
attend a pre-design conference with designated stakeholders.

Task 2 Develop Preliminary Drainage Calculations
Consultant shall review and prepare preliminary drainage calculations as required
based upon the preliminary site design.
Task 3 Develop 50%Design Plans
Consultant shall prepare detailed contract drawings for the West Ramp and
Taxilane Z5.An outline of the anticipated 50% Design plan sheets is provided in
the fee breakdown provided in Exhibit B.
Task 4 Develop Preliminary Technical Specifications
The Consultant will prepare an outline of all anticipated (drainage)technical
specifications. These specifications shall be FAA and FDOT formats,as applicable.
Task 5 50%Design Progress Meeting and Permitting Pre-Application Meeting
The Consultant will attend one(1) progress meeting (virtual)for the 50%Design.
This meeting is intended to be a "workshop" meeting to discuss design elements,
alternatives and requirements.
Consultant will also attend one(1) permitting pre-application meeting (virtual)
with SFWMD.
Task 6 Internal Quality Assurance(QA) Review
The Consultant will conduct an internal quality control review of all responsible
drainage elements included in the 50%Design Documents prior to submittal.The
Consultant will log and review all in-house quality assurance review comments
and incorporate applicable comments into the documents.
Task 7 50%Design Document Distribution
The Consultant will submit and distribute three(3) hard copies and one(1)
electronic copy(pdf format) of the 50% Design plans and technical specifications
outline for review and comment.
Task 8 50%Design Submittal Review Meeting
The Consultant will attend one(1) meeting to review the 50% Design Documents
submittal.This meeting is anticipated to be held virtually.
ARTICLE 8.2 -90% PRE-FINAL DESIGN
The 90%Design phase will commence after completion of Task 2. Specific tasks for this
phase are described as follows:
Task 1 Incorporate 50%Design Comments
Consultant shall review all comments received from the 50% Design Documents
submittal review and incorporate applicable comments into the documents.
Consultant shall provide a written response on each comment on how it will be
incorporated into the documents, or why it was not applicable.

Task 2 Develop 90%Design Plans
Consultant shall prepare detailed contract drawings for the West Ramp Project at
the 90%design level.An outline of the anticipated 90%Design plan sheets is

specifications shall be FAA and FDOT formats, as applicable.
Task 4 90%Design Progress Meeting
Consultant will attend one(1) progress meeting for the 90% Design.This
meeting is intended to be a "workshop" meeting to discuss design progress and
requirements.This meeting is anticipated to be held virtually.
Task 5 Permitting Coordination
Consultant shall prepare SFWMD ERP Modification (site area only)application
and related plans.Consultant shall submit Application and respond to Requests
for Additional Information.All permitting application (and related)fees shall be
paid by others.
Consultant shall prepare SFWMD Consumptive Use Permit(CUP)application and
related plans.A CUP is required for dewatering activities related to construction
and must be submitted simultaneously with the ERP application.All permitting
application and related fees shall be paid by others.
Consultant shall conduct one(1) meeting,with others,who are responsible for
FDEP permitting of proposed stormwater injection wells.
Task 6 Internal QA Review
Consultant will conduct an internal quality assurance review of all drainage
elements included in this scope as part of the 90%Design Documents prior to
submittal.The Consultant will log and review all in-house quality control review
comments and incorporate applicable comments into the documents.
Task 7 90% Design Document Distribution
Consultant will submit and distribute three (3) hard copies and one (1) electronic
copy of the 90% Design Documents for inclusion in the 90%design review
package.
Task 8 90%Design Submittal Review Meeting
Consultant will coordinate and attend one(1) meeting to review the 90% Design
Documents submittal.This meeting is anticipated to be held virtually.
ARTICLE B.3 - 100%FINAL DOCUMENTS
Final(100%) Document preparation services will commence after completion of Task 3.
Specific tasks for this phase are described as follows:

Consultant will attend one(1) progress meeting for the 100% Document Design.
This meeting is intended to be a design finalization meeting to discuss the exact
scope of the bid documents.This meeting is anticipated to be held virtually.
Task 5 Internal GA Review
Consultant will conduct an internal quality assurance review of all elements
included in the 100% Design Documents prior to submittal. Consultant will log
and review all in-house quality control review comments and incorporate
applicable comments into the documents.
Task 6 100%Document Distribution
The Consultant will submit and distribute three(3) hard copies and one (1)
electronic copy of the 100% Design Documents to the client.

SCHEDULE
A preliminary design/construction schedule follows.
• Kickoff Meeting—within 7 calendar days of NTP
• Completion of Topographic Survey and Geotechnical Investigation

• 10 calendar days from completion of survey and geotechnical
investigation (under separate contract)

This preliminary schedule is believed to be adequate to perform the listed elements with
the assumptions listed therein.The schedule is flexible and may be modified as
necessary to accommodate Owner needs.
ASSUMPTIONS AND EXCLUSIONS
1. Consultant will develop plans and technical specifications at each prescribed design
level.
2. Consultant is not responsible for procuring,obtaining and providing complete
topographic survey and geotechnical information to Consultant.

3. Consultant will not prepare any project schedules for this project.
4. Consultant will not provide any professional airfield site/civil, architectural, MEP,
fueling, structural, environmental, communications, or IT services for this project.
5. Consultant will not provide any utility location services for this project.
6. There are/will be no airspace, noise, environmental, or wetland conflicts/issues as a
result of the proposed development.
7. Consultant will produce final drainage plan sheets and technical specifications.
8. Consultant will not provide any front-end specifications as part of the Bid Documents.
9. Permitting shall be limited to preparation of SFWMD modification (site area only)
application and related plans.Consultant shall submit application and respond to a
maximum of one (1) Request for Additional Information (RAI).All permitting
application (and related)fees shall be paid by others. A new permit shall warrant
additional services/fee.
10.Consultant will not provide a Reasonable Assurance Report and will not be
responsible for preparing a FDEP Underground Injection Control(UIC) permit
application for the construction of stormwater wells.
11.This project will adhere to the latest FAA and FDOT standards,as applicable.
12.This project will include FAA and FDOT technical specifications,as applicable.
13.This scope of work does not include any bid support, construction administration,
resident project representative(RPR) nor quality assurance (OA)testing. This scope
of work also does not include the development of a construction management plan.
14.It is assumed that this project does not require the creation of an AGIS project.
15.An authorized representative will be available to escort Consultant on-site for initial
site investigation and data collection visit.
16.Construction permitting and any applicable permitting and impact fees are excluded.
17.ALP Updates are excluded.
18.Consultant shall not have authority to accept or bind the Client or Owner in any way
to changes, modifications, revisions, alterations, amendments, or supplemental,
additional, or different terms and conditions(hereinafter referred to as"deviations")
which may be submitted or requested by a vendor or contractor.
19.The Client and Owner shall hold Consultant and its employees harmless from any
claims,suits or liabilities arising out of any breach or other failure of performance by
any contractor,vendor or supplier under any contract or purchase order issued by
Consultant hereunder.
