ITEM BACKGROUND: A group of Monroe County citizens has proposed honoring the memory of Cheryl H. Cates by requesting that the Legislature designate the Cow Key Channel Bridge as the "Cheryl H. Cates Memorial Bridge." The Legislature established the statutory process for naming transportation facilities in memory of an individual. That process requires the affected local governments to adopt resolutions in support of such a designation. F.S. 334.071. Cheryl H. Cates moved to Key West as a child in 1955. In 1971, she married Craig Cates, joining a family with a long legacy of public service to Key West and the Florida Keys. Cheryl H. Cates passed away on December 2, 2020. Cheryl H. Cates' public and philanthropic activities were far-ranging, including but not limited to membership on the Boards of Directors for the Wesley House, Samuels House and Kids Come First. In pursing these charitable endeavors, she elegantly built bridges between people and organizations to achieve community goals. She championed the cause of improving the lives of children, and worked for decades to enhance the quality of life for all in the City of Key West and Monroe County. The Board has adopted similar resolutions in the past. The most recent example was Resolution 113-2017, adopted on May 17, 2017, which supported renaming U.S. 1/S.R. 5 bridges over Pine Channel as the Iren Upshaw Hooper Memorial Bridge.
