1. All work will be performed pursuant to the Master Agreement for Professional Services between
Project Management Co. and Monroe County, FL agreement signed between the parties on February
15, 2017.

SCOPE OF SERVICES AND FEE ESTIMATE
MONROE COUNTY

2022 PHASE 1 - BIRD CONTROL SERVICES
Michael Baker International, Inc. (CONSULTANT), a Pennsylvania Corporation agrees to perform and
complete the following services(hereinafter"Services")for JACOBS(`CLIENT').
TASK DESCRIPTION
This task provides for authorized "airport bird control" consulting services that is required by the
CLIENT to provide wildlife hazard management services to Monroe County, specifically at Key West
International Airport(EYW). These"airport bird control"services include the following tasks:
1) Falconry;
2) Depredation;
3) Wildlife harassment; and
4) Wildlife activities event report submitted via e-mail,
The CONSULTANT's subconsultant Predator Bird Services, Inc. will provide bird control services at
EYW (Exhibit Q. The CONSULTANT will review bird control activities recommended by the
subconsultant for EYW to ensure compliance with EYW's United States Fish and Wildlife Service
Depredation Permit. The CONSULTANT will coordinate bird control activities with EYW.
SCHEDULE
The CONSULTANT will coordinate with the CLIENT and EYW and initiate bird control activities upon
receipt of authorization to proceed. Bird control services will be provided for 16 half-days which can be
divided into 2-day events for a total of 8 events. The breakdown of events are listed below:

For the months of March and April, two 2-day events will be conducted per month as these are bird
migration months in the Florida Keys. EYW will provide access and an escort if needed.

COMPENSATION
Exhibit B provides for the manpower and expenses necessar} to complete the outlined scope of work.
Actual billing will be based on percent completion of the project in accordance NNith the standard 110UH)
rates detailed in the Master Agreement between the CONSULTANT and the CLIENT. The CLIENT shall
compensate the CONSULTANT a lump SUrn fee of Twenty-Seven Thousand Forty-Four Dollars and
Fifty-Seven Cents ($27,044.57).

Dear Mariben,
Thank you for contacting us regarding your bird control program. As discussed, below
are quotes for control services at EYW for 2022, focusing more heavily during Florida Keys
migration months. The program will be divided into two phases. Phase 1 will take place during
the months of January ---June. Based on previous data and following migration patterns, visits
will occur either once or twice per month accordingly. These visits will be divided into 2-day
stints to disperse the effect of our program and track results. After the scheduled events in June,
the program and results will be evaluated to make any necessary adjustments for Phase 2.
Daily Bird Control Program:
2022 Half day airport rate: $1,300.00
Price for Phase 1 — 16 half-days of service: $20,800

All work includes but not limited to: falconry, trapping, wildlife harassment. Pricing
includes any and all bird or wildlife removal requested each day. We will pioneer efforts where
needed and innovate current programs using tactics we learned on many other sites. When

necessary, we will shift work time to after dark to eliminate roosts or nocturnal species. The only
stipulation to this work being that USDA does not have visual access to our program.
While mainly using falconry to supplement the current program in place, we use a variety
of different control methods as listed below, which can be used as necessary. All PBSI staff will
work from EYW operations vehicles when on-site, creating a fear of vehicles on the airfield.
Additionally, we will work with EYW operations to determine the most effective techniques to
use when we are off site. All captured birds will be humanely euthanized and buried in a
designated area as determined by operations staff. Any listed species that are captured will be
reported with Airport Operations immediately.
All of our work is documented on a daily basis and reported via email at the end of each
period. Additionally, we submit weekly formal reports summarizing all of the daily work we
complete at Key West International Airport.
